congressman welch, let me ask you because we got word, we have avoided the government shutdown if only temporarily. harry reid and johne we have had in years past? right? >> this is the government achievement of low expectations. you know, how this becomes news that we have avoided a shutdown to put it in context, we have had this confrontational approach up against the wall governing, brinksmanship that has had catastrophic consequences. it was a year ago now where we had the whole debt ceiling fiasco, outrageous. the prem is of that premisesd -- the premises was american would default on its bills, the first time. >> some people thought that was a good idea. >> my republican colleagues were advising the two camps on debt ceiling. the group that was going to vote know and the second group that was going to vote hell known no. that cost us according to the treasury $12,000,000,000. can you imagine that? $12,000,000,000 because we were messing around. >> exactly. for no good reason. >> the thing that was terrible about that was at the end of the day, if congress through it's failure to act allowed the country to defaul
