>> jon: how does all of this effect speaker boehner's political future? >> well, tomorrow, the full house will vote for the speaker and earlier today there were grumblings about some republicans still smarting about the sandy issue. michael grimm from new york was one of them. he said he might abstain tomorrow rather than cast his vote for boehner. clearly incensed about the lack of a vote on the sandy issue. however, by the time that he and other members from new jersey and new york had wrapped up that afternoon meeting with boehner and cantor, grimm was on the record along with republican pete king whose vote had also be questioned saying they do plan on voting for boehner tomorrow. it would take a significant defection to chance of being leader again it's unlikely. >> the house g.o.p. also clearly divided over last-minute deal to keep us from falling right off the fiscal cliff. here is the vote breakdown. can you see that overall most lawmakers supported the measure. but, among the republican majority only 85 members of congress voted for it. 151 voted

i'm jon scott in for shepard smith. house speaker john boehner hangs on to his gavel and a new congress gets to work after a wild ending to the last congress. the speaker was facing opposition from some of his fellow republicans over the fiscal cliff deal and for scrapping a vote on aid for victims of super storm sandy. at one point today more than two dozen house republicans said they might not vote to reelect him as speaker. that could have been enough to force a second ballot for the first time since 1923. speaker boehner survived the first round of voting. >> the honorable john boehner from the state of ohio having received the majority of the votes cast is duly elected speaker of the house of representatives for the 113th congress. boehner appears to be giving some ground. the house will vote on friday on a $9 billion package, a supplemental for flood insurance. followed by a follow-up vote on january 15. jon runyon is a republican of new jersey. he joins us now. good to see you congressman. what did speaker boehner say today? >> well, he really touched on what you said. starting it off friday with the relief on the flood insurance aspect of it. and really capping it off and taking the vote i think we all think we should have been taking this afternoon, taking that on january 15th. you know, i -- and i think what speaker boehner really said when he first sat down, he goes i know there's been a lot of frustration, a lot of anger that's been directed at me. and he goes, i own it. i deserve it. he goes -- he could kind of explain it where he didn't feel it was the right situation or he didn't like the vote count he had for the fiscal bill. which i would disagree with because like i think you just had the quote there, this is disaster. this is disaster relief. we're already 66 days into this process. you know, people are suffering. and it's about getting them the relief they need. and it's fru

speaker john boehner is taking brutal criticism from new jersey governor chris christie and others for failing to vote on aid for hurricane sandy. and jon karl joins us with more on that and the other debates looming in 2013. good morning, jon. >> reporter: good morning, george. it may be a new year. and later today, a new congress. but politically, it is not a new day. for president obama and speaker of the house, john boehner, the challenges ahead threaten to be even messier than the battle we just witnessed over the fiscal cliff. john boehner is expected to be re-elected today by house republicans as the speaker of the house. but it will be a battered and weakened boehner leading the new congress. it was boehner as much as anybody who ensured the country did not go over the fiscal cliff. but he did it by putting his own job on the line. >> the motion is adopted. >> reporter: supporting a bill opposed by the overwhelming majority of house republicans. and as if that wasn't enough, immediately after the vote, boehner took heat for adjourning the house without passing a $60 billion bill to help victims of hurricane sandy. >> the rug has

jon: the big fight is down the road and they have kicked the can. talk about speaker boehner he got the thing passed and got it through congress. he didn't get the support of the republican caucus. is he a loser? >> he is burned a trust with a lot of rank-and-file in the republican party. somewhat undeservedly. his mistakes weren't in the last week. his mistakes were three months ago, two months ago, six months ago, pick a date that, you know, once we let, once he led the republican party into, down this blind alley he left himself with very few good options. i think passing this deal was better than the alternative but that doesn't mean it's a good deal and it doesn't mean the country should have been in this place in the first place. i don't think eric cantor challenges him but i think he a weaker speaker because of all this. jon: what about paul ryan? he voted for this thing, right? >> paul ryan you have to kind of wait and see. marco rubio was given a gift from god being in the senate and being able to vote against this thing. i think it will help him in the primaries. le

john boehner said that aid to victims of hurricane sandy would be the first priority of the new congress that gets sworn in tomorrow. the first vote for sandy victims coming on friday. >> all right, jon, thank you. but let me ask you this. we've had relief now about one crisis averted, but when is the next one? >> reporter: we have potentially three fiscal cliffs coming up. the first one comes next month, when the government is at risk of defaulting on its debt unless congress raises the amount of money the government can borrow. the next, those automatic spending cuts happen on march 1st, unless congress acts. that means potentially hundreds of thousands of government employees put at risk. finally, funding for the government itself runs out on march 27th, unless the white house can get some cooperation with republicans in congress. >> that's a mega-cliff coming. thank you so much, jon. >>> and we have a note now under the file, really, did you know this, is it possible? the president has until noon tomorrow to sign that bill into law, but the president is now back in hawaii, so, the question becomes, how does he get it signed? there are two options for this. one, they can fly it ov

jon: when president obama, you know, directs his criticism at congress it always seems to be directed at the house of representatives and speaker john boehnermocrats on capitol hill have nothing to do with the logjam. >> yeah, i think that's right. i think that is one of the key points in this whole broad discussion of government spending. people forget that president obama came to office, i mean there was a debate in august of 2008, a presidential debate in which president obama vowed to fix entitlement spending in his first term and then shortly before he was nicaragua rated he talked further about the need to reign in entitlement spending and reform entitlements so that the united states won't go broke. but when it comes to pressuring senate democrats to get serious about this or at least massa budget, declare where they want to spend and how they want to spend, the president hasn't used his bully pulpit or even gentle nudge tog get the senate to do its job. jon: we were going to cut the deficit in half in the first term were we not? >> this is true, hasn't happened obviously. jon: steven hayes from "the weekly standard." keep an eye on

jon, there was some unusual tension on the house floor when they were counting those votes. >> reporter: there really was, george. i was in the chamber. i can tell you, even as they started casting ballots, boehner's own team did not know if they had the votes to win an outright majority. in the end, he lost 12 republicans. and that may not sound like a lot. but it would take just 17 to keep him from getting re-elected speaker. so, he emerges as a weakened speaker. less able to make compromises with the president. as one republican put it, he was like a cemetery superintendent. he has a lot of people under him. but nobody listening. >> that's going to be tough for him as he faces that debt limit confrontation with the president at the end of february. and the president also learning yesterday he's going to face that without his treasury secretary, tim geithner. we knew he was going to leave. but now, he's saying he's going to leave right after the inaugural and not be around for that confrontation. >> reporter: that's right. not a surprise he's going. but he was going to follow through this fiscal cliff debate. that's only part-over. the debt limit fight's a big one. he'll have a new treasury secr

jon huntsman, we're already hearing this discussion about raising the debt ceiling. from your position as a republican, do you think it's appropriate for house republicans led by speaker boehnerraising the debt ceiling? >> well, members of congress should be doing what's best for the economy. because that's, then, best for the american people. no labels is about creating a group of problem solvers in congress. whether it's the debt ceiling, joe, whether it's energy, whether it's immigration, whether it's tax reform. what congress lacks today and what we today rolled out, at least in part, is a group of congressional problem solvers. republicans and democrats alike. who will agree going forward. and, by the way, our goal by the end of the year is to get this group of problem solvers up to 75 or 80. you can imagine republicans and democrats alike, 75 or 80 people in a room, talking about the possible. talking about problem solving. on the key issues of the day. that's the way we're going to make progress. and keep from becoming exactly what the 112 congress was, the most unproductive congress in the history of the united states. >> excuse me, governor, is it a good idea for the
