givner: deputy city attorney jon givner. so in 2015, the plaintiffs in this case filed a complaint on behalf of themselves and a class of people who have been or will be arrested seeking to invalidate the existing bail schedule where prearraignment bail is based on ability to pay. they're challenging the money bail system as unconstitutional in violation of the u.s. constitutions equal protection and new process clauses. the plaintiffs sued the city as well as the state. the city decided that we would not be defending the constitutionality of the bail schedule. effectively, we agreed on the substance of the constitutional argument. we did participate in the litigation on a few different issues. we sought to dismiss the city and county of san francisco as defendants because the sheriff in her capacity as a state law officer was the more appropriate defendant, and we sought to ensure that the court did not award money damages against the city or the sheriff's department. the california bail merchant association, the statewide

i also have deputy city forn jon givner who will speak about the process and how we arrived here. and then i have representatives of four city agencies that are all involved in this. so requewith that, i will kick off to deputy city attorney jon givner. >> chair fewer: i have a question. you said you were able to reduce the amount because you came up with an amount you could cut out of the budget? >> originally, the department had proposed using a software they called labor fiche to transmit records to the district attorney's office. we recognize instead of expanding the use of that software, we were actually able to utilize an existing technology that we have and only need about $2,000 to add narrative to the incident reports that's already in the existing system called level two. all it's to say, we convened all the partners and said are there any more efficient ways to get the reports transmitted on the timelines, and we collaborated with all the partners for at least the upcoming fiscal year that we can utilize level two but

thank you, miss kirkpatrick, for your recommendation and deputy city attorney jon givner. right -- so now that the information has to be submitted to the superior court within eight hours of an individual being admitted to jail, what is the average time mantthat take? >> i think the average time is 24 hours, depending on when they're booked, and the court reviews cases once a day seven days a week. they will be increasing that. if there's any further questions, i'll defer to the side of the district attorney's office or deputy city attorney, who's also joined. >> supervisor stefani: so i'm assuming because as a police officer would be creating an incident report and having to do it within a shorter timeline, that would then take that police officer off the street, off patrol, is that correct? >> i believe i'll let the police department speak to the impact this operational timeline will have on them. >> supervisor stefani: this is placing the question on the operational impact in terms of timing and what it will do. >> certainly. i'm stand chief bob mosier, chief of staff.
