"strong." back here in hamilton county... votes are being counted... and it's not expected to be done until about midnight. board of elections chair tim burke told me that poll workers had already closed up... and packed up... but had to start taking ballots again. an election manual issued in december by secretary of state jon husted saying 17-year-olds can nominate candidates but not elect them. since delegates are elected, they would not have the right to vote in the presidential race. husted says nothing has changed. this is nothing new. the law has been this way for 30 years that 17-year-olds have for state senate but not presidential primaries. the teens suing say that manual was changed specifically to stop them from voting tuesday. >> this is my first one i'm allowed to, and there's a lot of issuing going on. because i'm not 18 yet, i turn 18? june, doesn't mean i'm not old enough to be allowed to vote in the primaries. >> nichole: the ohio revised code states that every qualified elector who will be 18 by the general election shall be entitled to vote such ballot at the primary election. there are 20 other states that allow 17-year-olds to vote in the primaries if they're going to be 18 by the general election. so we will be waiting to see how a judge interprets all of this. tia, brian. >> tia: thank you for that, nichole. a new cnn poll
