she and her husband bill are making a visit to iowa, that key early caucus state so we sent abc's jon karlo des moines to cover it. jon, good morning to you. at this point i know she's not there to campaign for herself. she's there to campaign for local candidates, but can there be much doubt at this point that she's going to run? >> reporter: oh, i would say not really, dan. i'd put it at 99%. look, she has set up a political operation. she has done nothing to discourage the grassroots organizers that are preparing for a run. she's frozen out other democrats. if she is not running, dan, this is the biggest head fake in the history of presidential campaign politics. >> right. it would be perhaps a move to boost book sales but it'll be an elaborate one at that. this is her first visit to iowa since 2008 when she lost in a surprise upset to senator barack obama. she has called that experience excruciating. has she learned any lessons since then, you think? >> reporter: that's right, more than 2,000 days since she set foot in this state. i wouldn't look for lessons, evidence of lessons learne

joined by donna brazile, jon karl, matt bai, national correspondent for yahoo! and bill kristol. of the weekly standard, also an abc news contributor. jon, let me begin with you. you travelled with the president all week long. seemed like the president made some progress in putting together this coalition to take on isis. says he'll announce the strategy this week. what steps does he need to take to finalize this? >> he's going to meet with congressional leadership on tuesday. a big part is consulting with congress. he's getting heat from democrats saying he needs resolution. >> but not asking for the authority? >> it's not clear if the white house will ask for anything before making the decision on going into syria. and you have the big speech on wednesday. i don't expect we'll hear anything new on the speech. this is the president saying, yes, we do have a strategy. here's what we're doing. we're building an international coalition. we're taking the fight to isis with air strikes in iraq. but no new effort on syria. i'm told that decision is a ways off. >> laying the ground work

let's get straight to jonathan karl now, and jon, on this threat from isis, and the new u.s. effort in iraq, sending hundreds of u.s. troops. the president getting some late help today? >> reporter: yeah, from congress, no less. the house just voted in a rare bipartisan vote to support the president's plan to train the mod rat syrian opposition. this is crucial for the white house, because they are counting on those syrian fighters, along with the iraqis, to do the fighting on the ground needed to defeat isis. as for those headlines about u.s. troops, the president was emphatic today, saying that american forces deployed to iraq do not and will not have a combat mission. but david, the white house has made it clear that the president does not rule out imbedding a small number of u.s. forces with iraqi troops on the front lines, but those would be advisers, not combat troops. >> jon karl, thank you. >>> overseas tonight, and to the queen in her castle, the one in scotland, and with good reason tonight. just a few hours from now, voters will head to the polls deciding if scotla

i'm joined now by abc's chief white house correspondent jon karl with all the details. >> reporter: good evening, dan. two weeks after the president said he didn't have a strategy for taking on isis in syria, he sought to reassure the american public that he does have a plan, a comprehensive plan for taking on what many in his administration call the greatest terrorist threat since 9/11. >> my mfellow americans. >> reporter: it was a remarkable moment. >> tonight, with a new iraqi government in place, and following consultations with allies abroad and congress at home, i can announce that america will lead a broad coalition to roll back this terrorist threat. >> reporter: on the eve of 9/11, president obama announcing a new offensive on islamic extremists in iraq and syria. >> our objective is clear. we will degrade and ultimately destroy isil, through a comprehensive and sustained counterterrorism strategy. >> reporter: key elements of the plan includexz sending 475 more u.s. troops to iraq to train and advise the iraqi security forces. bringing the total number of u.s. military personn

abc correspondent jon karl starts us off. >> reporter: with an assist from french pilots who are now flying their own missions over iraq, the u.s.-led air war on isis expanded. more targets, more bombs and strikes in syria only a matter of time. the president heads to the u.n. this week to make the case yet again for a global campaign to destroy isis. he's already made the pitch 5 times over the past 11 days. each time also making it clear what he won't do. >> the american forces that have been deployed do not and will not have a combat mission in iraq or in syria. >> reporter: the president's top generals seem to disagree. >> if there are threats to the united states, then i, of course, would go back to the president and make a recommendation that may include the use of u.s. military ground forces. >> reporter: the white house insists there is no disagreement, that the president is open to having u.s. troops embedded with iraqi troops on the front lines. just don't call them combat troops. >> these would be troops that would be serving on the ground, these would be troops wearing bo

jon karl is at the white house with more on what to expect from the president tomorrow. od morning, jon. >> reporter: good morning, george. more significant in that new poll, an equally large number of americans in this poll support expanding those air strikes syria. this is a dramatic change of public opinion. there was a deep reluctance to get involved in the middle east. now, you see wide concern about the threat posed by a group that's been beheading americans, taking over large territory, large amounts of territory in iraq and syria. in this poll, 91%, 91% said that they see i.s.i.s. as posing a vital throeat to u.s. interests. >> but the president is not aprepared to announce he is ready with air strikes. and it comes with a time he is facing popularity problems. 56% of the country disapproving of how the president is handling foreign policy. >> reporter: and the single-biggest factor in that, is a majority say the president has been too cautious in responding to this threat. that's why he's giving the speech. he's not going to order air strikes on syria yet. he is

abc's jon karl is tracking all of this from the white house. and this underscores a key part of the president's strategy. >> reporter: that's right, george. with the formation of a new iraqi government this week, the white house says the battle against i.s.i.s. can now enter a new phase. look for the president, tonight, to talk about ramping up support. the effort to defeat i.s.i.s. in iraq. including, more support for the iraqi military and expanded air strikes in iraq. and there's the question of syria. the president will make it clear that he is also ramping up the effort to defeat i.s.i.s. in syria. first, by increasing support for moderate rebels, fighting i.s.i.s. in syria. and he will make it clear that he is ready to order air strikes in syria when the circumstances are right. as one top official told me this morning, the president is prepared to go wherever necessary to defeat them. >> one of the key questions here. what is the role of congress? the president met with congressional leaders yesterday. he told them he believes he has the

so let's bring in abc news chief white house correspondent jon karl in washington where he's co-hostingcial edition of "this week." good morning, jon. can having a grandchild really play into the 2016 campaign? >> reporter: well, look, we've had lots and lots of grandfathers running for president. it's hard to imagine that it would be much different having a grandmother run for president, although mara did mention that the nursery will be decorated with elephants, of course, the mascot of the republican party, so we'll see how that plays, but, look, hillary clinton has talked a lot about becoming a grandmother on the campaign trail. in fact, just last week she said that of the about 70,000 people who she has shaken hands with on this book tour, more than half of them have mentioned something about becoming a grandparent, so i imagine we'll see much more and on a more practical way, you know, she said she would not make a decision on running for president until the baby is born. now the baby is born. it clears the way for her to finally make that decision. >> can you imagine the clintons

we're hearing from our chief white house correspondent, jon karl, that the president is planning a major speech this week on his strategy to take on isis. does he have a strategy? >> the president made progress in europe this week, lining up our alice to join him in the strategy to take on isis not only in iraq but possibly syria as well. everyone saying you probably need air strikes in syria as well. the president is not ready to announce that yet. one of the other questions there though is going to be, does he need to come to congress in in order to get authority to expand the war into syria? many republicans calling for that. some democrats as well. but, again, coming before the election, this might be too much of a risk for the president to go to congress and ask for that authority. >> a major speech coming up this week. george, thank you. we should say george has a big show this morning.g. he'll talk to senator ted cruz a major critic of the president and a potential presidential contender. later this morning on "this week" right here on abc. >>> and we have a lot of other developin

and we begin with jon karl at the white house. good morning, jon. >> reporter: good morning, george, no comment from the white house this morning on that video. but white house officials are emphatic there is absolutely no change in the president's position. that he will not send ground troops to iraq. but general dempsey said he may request troops to be embedded with iraqi forces to identify targets on the front lines. now white house officials tell me they do not consider such troops ground troops. this is how you define combat troops. they would not consider them to be combat troops, but they would be on the front line. they would be in the line of fire. this is a significantly more dangerous mission. >> and general dempsey saying he supports the president's strategy, but leaving the door open in the future. and the white house has rejected one request from generals for boots on the ground to help with the air operation. >> reporter: that's right, general austin, the top commander for the middle east requested such ground troops

the rest of our team, martha raddatz in washington, jon karl traveling with the president and, jon, let me begin with you. in those remarks, the president laid out a bold goal and said the bottom line the u.s. goal is to degrade and destroy isis as a threat. >> reporter: that's right, george. very definitively this is beyond where he's gone but there seemed to be a mixed message. when he was asked to clarify if he was now saying the u.s. wants to destroy isis, he backtracked significantly saying we can continue to shrink isis' sphere of influence to the point where it is a manageable problem. so in the course of one set of remarks, he went from talking about destroying this terrorist group to making it into a manageable problem. >> martha raddatz, so many believe you can only take on isis if you go into syria but the president making very clear today that he is not going to move forward with a dramatic expansion without a broad coalition. >> reporter: one of the things you heard the president say again this morning the need to build that regional coalition, but the key really is syria a
