jonah hull is in the capital for us. what are the early indications of these results? >> well, he's looking as if the moderate reformists have been well. two elections. you indicated it there. the assembly of experts. more powerful than the president. more powerful than parliament, but has the power to appoint the next supreme leader of the islamic republic. president hassan rouhani remind you in his reformist and moderate allies were looking to this election to try and make as big of a dent as possible into the ultra conservative control of both of those bodies. it's looking like they have done that rather well. preliminary indications, and we're close to the end of the assembly of expertser efforts who say here in they've won 13 of the 16 possible seats they could have had. with president rouhani coming out on top. that's huge victory. and parliament, a similar picture coming through. as many as 29 of the 30 available seats in the tehran district appear to have gone to moderates and reformists. not to jump to conclusions, ultra conservatives support is very strong el

jonah hull reports. >> reporter: friday's election was considered by many to be a test of support forran's path out of international isolation and economic decay. as such, the policies of the president, including the nuclear deal with world powers that lead to the lifting of sanctions have passed that test. his moderate and reformist allies have made their biggest gains in the country's key institutions in over a decade, but analysts are quick toing point out that neither immediate nor lasting change is inevitable. >> if the economy doesn't pick up, perhaps in four years from now you'll see the losers coming back to power. president rouhani, since he has been able to achieve this agreement, he has an advantage, but he has two major problems, the fall of the price of oil, as well as the global economy that is not doing well, so it remains to be seen how this is going to play out in the next year and a half. >> reporter: the grand bizarre disguises the damage that years of international sanctions along with economic mismanagement have brought here. 60% of the population is under 30, and

voting on friday was the voting for parliament and body of experts >>> jonah hull is live for us. what are the signs there? >> reporter: there are no early results as yet. these are the very early stages of a complicated counting process that could be fairly protracted. what we have in these early stages are signs, unofficial signs, that the reformist moderate/practising matist-- pragmatist combined to make the dent as big as possible in tail light structures, that they may have done fairly well. two semiofficial news agencies and an xit policy suggests that no political faction has won an overall majority here. that would suggest significant losses by the ultra conservatives and also suggesting a very turn out, possibly in excess of 70%. that would suggest a good showing for the reformist and the moderatists. we don't have any idea of numbers as yet. all of that said an interior ministry spokesman made a statement on national television on saturday morning suggesting that the turn out had, in fact, been something more like 58 to 60%. that may go up, of course, but warning against

jo jonah hull has been monitoring all of this for us he's in teheran. says like we could see some very significant results for the assembly of experts. with rouhani doing very well. >> reporter: yes it, certainly does look that way, maryam. we are pretty late now in to the counting process, i think there will be a final result in hours at least if not on sunday morning. but already it's looking as if in the assembly of experts, one of the two election that his happened concurrently on friday along with the parliamentary vote as you say the moderate and reformers have done extremely well. if you look at the teheran district which has almost fully reported. it's perhaps the most influential district in the country rim the biggest as well of the 16 seats available on that 88 seat body in the teheran district, at the moment 15 out of those 16 have been won by reform i was and moderate candidates, remember that up until now that has been a body under overwhelming ultra conservative control. so an enormous erosion in to the influence of the ultra conservative

jonah hull, al jazeera, finland. >>> and joining us from washington is former u.s.dor to at that nato, now executive director of the mccain institute for international leadership at arizona state. ambassador, thank you so much for joining us. >> thank you for having me. >> okay, so let's start talking about nato stepping in here. is this proof that the european union has essentially failed in its effort to stem the flow of refugees or is it just that this humanitarian cries sis so out of control? >> i think it's a combination of that and more. first off, the european union doesn't know what to do. they don't know what to do about the crisis in syria that's producing all the refugees or the lack of governance in libya. they don't have a policy of picking up refugees and turning them around, perhaps they won't ever do that. as a way of saying that they are doing some yo you had nary defee ministers meeting and germany and turkey at least asked to monitor the flow of refugees and to the extent that any are in peril at sea they could be picked up and returned to turkey

the supreme leader of the public, but significantly less powerful than before >>> let's talk to jonah hull now. how close are we then to the final results? >> reporter: well, very close. we've been expecting it every hour through the day. it looks as though there won't be an final result, however, until month monday. most of the results have been released. when you put them together you get a pretty comprehensive picture of what has happened here. actually, a fairly mixed picture because there have been big wins for the reformists and moderates in some cities but also big losses. perhaps the most astonishing advance that they were able to make in both the elections was here in tehran in this voting district, the center of power, of course, of the 30 parliamentary seats available here in tehran they took all 30 knocking out some pretty powerful conservative figures in the process. of the 16 seats on the assembly of experts they appear to have taken 15 of those 16 seats. they've suffered losses elsewhere as well. neither side in the end, it seems, will have a working majority. they will have

jonah hull has more from the capital. >> as we await the final results in the coming hours of friday's election for parliament on the assembly of experts here in iran, a fuller picture is emerging of a stunning victory for the reformists and moderate allies of president rouhani here in the capital tehran, a much more mixed picture elsewhere in the country. here in tehran are the 30 seats available in parliament. all 30 having to reformists and moderate candidates, inflicting an embarrassing defeat. some big conservative names have fallen by the wayside. this does not mean that they are heading for a majority in the parliament but appears that the conservatives have lost their majority with the parliament with a number of independent who will have a casting vote on important issues either way. it is a resounding success for penalty rouhani, coming hot on the heels of the nuclear deal signed last year with the world powers and the lifting of international sanctions. it does not mean a sea change overnight, iran will not be a different country the day after final results are announced, bu

. >>> let's go live to jonah hull at the counting center in the capitol tehran.lls are still open, because i guess they keep having to extend them, right? but when are regoing to get the results? >> reporter: the latest we're hearing from the general staff secretary to the president himself who spoke a short while here -- a short while ago, said they would be closing in about half an hour's time. in that seems to be the definitive now. polls will close in half hour's time. when will the results come in? not for quite sometime. perhaps they will trickle in overnight, more likely on saturday towns and cities will report, and then the enormous district of tehran will not report until sunday at the earliest. it's a fantastically complicated election. each voter gets an individual vote for every single seat in their district. in tehran that involves 30 parliamentary seats, and 16 seats on the assembly of experts. there may be a need for runoffs on some parliamentary seats, but we'll have a pretty good idea on sunday on how the land is going to lie in the future parlia
