jonathan blum kron 4 news. in capitola property owners and merchants are making some progress in cleaning up the flood waters. torrential rains and a broken drain pipe near a creek are blamed for damage now in excess of $10 million. rob flatboat brings us up-to-date on efforts to repair the pipe. >>rob: high above the swamped business district in capitola, crews are fixing a broken pipe that led to the flood. down there in a huge sinkhole is where this 72 in. pipe failed sending water from the creek into the pacific coast of mobile home park in capitola village. two mobile homes that once stood here are destroyed in gone. they are removing mud and debris to make room for the drainpipe. a network of temporary pipes and pumps have been set up here and across the bay at the new, should the rain and flood waters return once again proving to be too much for the creek. richard lives next door to the creek, he took this picture when the floodwaters were 19 ft. deep on saturday. he said it could of been a lot worse. >>

kron 4's jonathan bloom has the latest on this unfolding story. >> reporter: a tail of two -- tale of two circles. the reactor here on the pacific coast inside two circles near sendai. a closer look. there are two evacuation zones. the center one, that is the zone japanese officials recommend citizens leave and seek shelter. but the larger circle a 50-mile ring in blue, that's the zone in which american officials told u.s. citizens they should not be traveling and if they want to get away, the united states government will help them get out. this happens as officials work to cool the reactors, so far, four of the reactors are experiencing serious problems. over here, reactors 5 and 6 are starting to heat up. reactors 1-4 all inch closer to melt down. >> reporter: military helicopters dump water on the reactors to keep them cool enough to prevent the melt down. it started when the earthquake hit, triggering an automatic shut down. a generating kicked in to start the cooling system. but minutes later the tsunami struck. you can see the fuel tanks for the generator were obliterated. the
