peter: jonathan adelstein, who sets the rates and fees? mr. adelstein: it is really the localities that have the power over the rights. we control the rights of way along the streets, where they are traditionally able to charge certain amounts. they might end up trying to use that, because they have a monopoly over that. they are the only ones who can control that. in some cases, it may go too high, and members may say we are just not going to go there. we want to serve the community, but we will go somewhere with limited capital. others are in a strong position -- new york city can extract sometimes they monopoly lens, because you have to go there ultimately. it has to go in a reasonable way. there has to be back and forth. reviewing whether there is a sort of guideline that they can provide the look, whato say would be unreasonable, what would be to exorbitant, what services?rohibition they will probably act on that in the next couple of months from a sense of guidelines. peter: once you grow from 200,000 cell towers to 800,000, who is paying
