kron 4's jonathan bloom has the response from pg&e. >> reporter: it's been five months since the flames erupted and since that day in september, regulators have been trying to get to the bottom of how pg&e's gas line was allowed to explode. now a new report shows pg&e delayed pipeline inspections for two years. the audit shows that pg&e opted on multiple occasions to inspect pipelines from the outside, instead of using the procedures of sending robots inside to look for cracks. it appeared they were not devoting enough company resources. they are concerned about the find things and wants to find out why pg&e put off the inspections and used a less thorough method of examing the pipes. it went against their safety guide lines and two years ago they didn't have property procedures to make sure its staff was following key guide lines. pg&e responded that it welcomes the probe by regulators because it helps the company find out where they are falling short and say they are moving on multiple fronts. safety is always pg&e's number one priority. jonathan bloom, kron 4 news. >>> another phase

kron 4's jonathan bloom has the run down on what parts suffered the most. >> two nights in a row has been -- row of powering rain made it touch for pg&e. >> it went boom. i thought there was gunfire next door. so i call 911. >> reporter: it turned out the sound was a transformer that blew, leaving towns without electricity. >> get candles. >> reporter: a second crew had to drive in to help repair endamage. it took several hours to get most of the power back on. it was an ongoing battle for pg&e. they made progress by noon and a lot more by 3:00 p.m. but no sooner had they finished with san francisco, than the trouble began in walnut creak. pg&e restored power to the bulk of them within the first hour. it cuts vegetation year round to keep it from falling on power lines. when an outage does happen, they need to fix it safely, even if that means waiting for another crew to arrive. jonathan bloom, kron 4 news. >>> the rain started falling gen a couple hours ago in san francisco. kron 4's reggie kumar tells us what cities are doing to prepare for the next storm. >> reporter: a strong dow

jonathan bloom has been checking out marin county tonight. jonathan. >> reporter: pam, it has been a wet evening here in san rafael. after weeks and weeks of dry, sunny, unseasonally mild weather, finally the north bay got dumped on with rain that will last the rest of the night. people didn't always have their raincoats handy. some didn't have working umbrellas. the streets are drenched with rainwater and the wind has been blowing. the afternoon commute, that was spared from the rain, the afternoon commute did see a lot of wind. here's how it started out. >> before the rain came, there was the wind. high wind advisories warned drivers to watch out. and at the toll plaza leaving richmond, flapping flags showed it wasn't a joke. the wind was noticeable, but not too problematic driving across the bridge. at the other end, it picked up. you can see trees and brush whipping around and gusts so strong, even the camera was shaking as white caps chopped their way over the bay. the rain drenched the pavement and sidewalk in downtown san rafael. it clo

kron4's jonathan bloom is here with a look at what could be ahead. >> it could be the perfect storm. the perfect storm to make something that almost never happens happen right here in the bay area. this is what is going on. there is cold air that is coming straight down from canada and rushing in over the continental united states, including the state of california. let's go in for a closer look and take a look at what it means. it means that the level at which snowfalls could be at a much lower altitude than usual. you can see here the circles that are circled in blue there. those are the areas over a thousand feet where we will almost certainly see snow. the santa cruz mountains, the areas that are circled in that line. those are areas where we are likely to see snow. areas like twin peeks here in the city of san francisco. we know this because it happened before. in fact, it happened almost exactly 35 years ago. wind whistled through the air as snow lay on the ground and fell from the sky. yes, this happened in the bay area as you can see from this mound of snow in front of tommy'

kron4's jonathan bloom has a look at some of the spots blanketed in white. >> reporter: you won't beg much grass in grass valley. the city has been covered with snow, enough that families are having to dig out their cars. and the snow keeps falling, piling up on frozen trees. it caused this one to topple over and it's been reeking havoc with power lines. sagging under the weight of snow and ice, a tree caused this line to snap and the outages have been widespread. this gas station had to close. people who live here say this ranks among the most severe winter weather this region has ever had. >> i would say this is pretty nasty. i would think probably i was born and raised here, but this probably goes back 15, 20 years. >> as you go east, the snow just gets worse. just a little to the south, i- 80 was closed for several hours because of all the accidents. the caltrans camera shows rows of commercial trucks pulled over, putting on their tire chains as they waited for the road to reopen. further up the road, cars coming down the mountain were plotting along with the road partially clear
