jonathan blum kron 4 news. in capitola property owners and merchants are making some progress in cleaning up the flood waters. torrential rains and a broken drain pipe near a creek are blamed for damage now in excess of $10 million. rob flatboat brings us up-to-date on efforts to repair the pipe. >>rob: high above the swamped business district in capitola, crews are fixing a broken pipe that led to the flood. down there in a huge sinkhole is where this 72 in. pipe failed sending water from the creek into the pacific coast of mobile home park in capitola village. two mobile homes that once stood here are destroyed in gone. they are removing mud and debris to make room for the drainpipe. a network of temporary pipes and pumps have been set up here and across the bay at the new, should the rain and flood waters return once again proving to be too much for the creek. richard lives next door to the creek, he took this picture when the floodwaters were 19 ft. deep on saturday. he said it could of been a lot worse. >>

jonathan blum joins us to show us just how close those plants are to where you are. >>jonathan: their sixth nuclear power plants in california but only two are operating. one of those is here a diablo canyon, the other way down south near san diego. let's look at these plants. these are both significantly smaller than the nuclear plant that's having trouble in japan. the diablo plant is the closest one to the bay area has two reactors as opposed to the six reactors in japan. those reactors are in the domed buildings at the middle of your screen. each one generates about thousand megawatts of electricity. that plant by the way it also cooled by sea water which is why is located on the coast. the sea water is used as a backup cooling source for the one in japan and were saying this the water as a last-ditch offer equal those reactors now. this other plant near san diego, also has two operating reactors, there you could see once again those to domed buildings are the two reactors. both generate a little over thousand megawatts each. these are no plans, slightly different

>>pam: let's check in with jonathan blum, she has a look at the height of the tsunami waves as they travelrom japan to california. >>jonathan: if you believe me this is not jupiter this is planet earth. this is a color-coded diagrams of the ways. this is japan, hawaii and the california coast. the colors indicate the force of the tsunami. let's go in for a closer look. you could see the colors closest to the epicenter are gray and black. these are about 8 ft. tall. these are much taller. this is how the waves look in the open ocean. the get taller as they hit land. because there is no place for the ways to go but up they swell when they hit the coast. you could see the pink, yellow, orange and red these are waves that are shrinking as they leave the epicenter from 8 ft. tall down to two or 3 ft. tall. as you see why a there the pink and red means the waves get taller as they approach shore. in the day, as you look in santa cruz and crescent city. as the wave hits the continental shelf and comes on the beach as you can see those yellow waves which are about to or 3 ft. tall, they approached

jonathan blum is in capitola and joins us live with the latest on the clean up. >>jonathan: behind me there is a lot of work going on, that's taking place on a very tight timetable. the engineers and workers are trying to dig around inside a large hole in the ground that's the size of a backyard swimming pool, official pieces of debris before the rain starts up again. you can see a little closer look at exactly what's going on. this will open up in the ground very spontaneously about 4:30 p.m. yesterday. rain overwhelmed a six-foot live drainage pipe that was put in the crowd of over 40 years ago to divert water from the creek into the ocean. that pipeline seen this kind of rain and it actually made the pipes explode. residents said they were shocked when they saw exactly what was happening. in one case of fire fighter had to rescue a woman and a small child off the deck of their house because they were surrounded by rushing water. a spokesman told me about what the problem was and how to try to fix it. >> their pulling out a lot of the debris, and make sure the s

it would address the state's 26 and a half billion dollar deficit, jonathan blum tells us why governorrown is trying to wrap things up by thursday. >> reporter: he wants a special election in june, to do that he needs a compromise right now. the election when asked voters to extend temporary tax hikes that would otherwise expire june 30th. those taxes make up half of brown's plan to raise the deficit. it would take three months to organize that special election, so he has only days to convince four of republican lawmakers to vote for it. they have ask for pension reform, looser regulation for business, changes to the tax code without that they will not allow a special election. brown will not give up on the compromise he thinks it will just take a few more days. >> darya: sheriffs association says it is imperative, that the lawmakers and the governor come to an agreement. they say without a budget agreement local public said it will be crippled. they say a lack of the budget would lack the funds for police, probation officers. >> mark: the city of oakland deal in with its own deficit.

jonathan blum gives us a look. >>jonathan: one of the things we've been hearing is 3 mi.ge we've seen in japan. if that were happen in the bay area, we did dissimulation. that sort of tsunami did not hear but if it did we would approximate the area it would cover on our google earth map. this would be based on the elevation and distance from shore. obviously some of the communities like half moon bay, that out or not up these would be absolutely flooded. on the other side of the santa cruz mountains things like pacifica its low-lying area, the waves to lap up against those cliffs. in a situation like this pacifica would experience flooding. everything west of 280. in san francisco, things would look grand jury had pretty much everything west of 20 would have some flooding. all told the park would be under water for moments after that wave. neighborhoods like the rated district are particularly low lying. parts of the presidio would temporarily be under water during the peak surge as of the tsunami. as you could see the entire richmond district would be flooded. 3 mi. and

jonathan blum starts our coverage on this issue in san francisco. >>jonathan: the san francisco school board is having to really figure out the worst case scenario. they don't know yet how much money they're going to get from the state of california. they have to plan for the worst when it comes to layoffs. they could be laying off 425 teachers and administrators and that the vote on those numbers in the meeting is taking place now. we have video of the meeting where the superintendent essentially told staff that they have to provide present them with the worst case scenario. the state is considering the budget and they would have the budget until some time or the course of the summer. the school district is legally required to send future the notice that they might be laid off by the 15th of this month. notices printed off and in the mail. it is possible that the layoff notices could be rescinded later this year. the governor is trying to put tax measures on the ballot that would give schools more money. the school district is also try to get eight

jonathan blum is your this that shows those plants on google earth and explain how save those two plants are. >>jonathan: these are different from the one in japan. the diablo planted and the plant near san diego you can see here. the diablo plant is the one we talked about before because it is the closest one to the bay. like the plants in japan it is on the pacific coast. the differences its elevation is different because its 8,500 ft. from sea level which means a 30 ft. tsunami would not damage this plan. it is considerably larger and new work. this plant has two reactors as opposed to six reactors at the fukushima plant. those reactors use a different cooling system that is said to be more safe in the event of an earthquake. the plant in san diego also about 85 ft. above sea level and this plan also has two reactors each generating about a thousand megawatts. both plants use ocean water to cool themselves. ocean water also one of the methods being used to cool down those reactors in the fukushima plant in japan. here once again, as you fly in at the map you could see how high up the
