i'm jonathan capehart, this is the saturday show. 26 days, that's how long treasury secretary janet yellen estimates america has until it runs out of money to pay its bills. the situation is dire. the council of economic advisers outlined a doomsday scenario, comparing it is a great recession in which eight, more than 8 million people could lose their jobs, the stock market could be cut nearly in half. even a brief default would cause the country half 1 million jobs, according to the council. if there is no default, dragging negotiations out until the last minute could cause 200,000 jobs. some argue president biden could act unilaterally by provoking a provision and the 13th amendment. other question the legality of such a move. in the exclusive interview with stephanie ruhle, the president didn't take the option off the table. >> i am not there yet, and here's the deal. i think that, first of all, this is not your father's republican party. this is a different group. and i think that we have to make it clear to the american people, that i'm prepared to negotiate in detail with their budge

i'm jonathan capehart, this is the sunday show. we begin with a deal of -- house speaker kevin mccarthy and president john biden reached an agreement after a three-month standoff that almost triggered a u.s. to fall. the tentative deal would boost the nation's borrowing limit for the next two years, until after the 2024 presidential election. there are no changes to medicaid, or biden's student debt relief bill. but, the deal does include work requirements for recipients of federal aid like snap. increasing the aid from 29 to 34 with the exception of veterans. >> this is a deal worthy of the american people. that is historic reductions in spending, consequential reforms that will lift people out of poverty, into the workforce, rein in government overreach. there are no new taxes, no new government programs. there is a lot more within the bill. >> if it sounds like the speaker is trying to convince someone this is a good deal, it's because he is. leaders on both sides of the aisle now have to convince their respective caucuses to vo

i'm jonathan capehart, this is the saturday show. >> congress is on memorial day recess, but negotiation teams from the white house and house republicans are hard at work trying to seal an agreement to raise the debt ceiling. all signs show that they are inching closer to a deal that would raise the limit on federal borrowing and avert and unprecedented, catastrophic default. treasury secretary janet yellen added new urgency to the negotiations, over the last few months, she has warned congress that the debt limit could be reached in early june, and potentially as early as june 1st. but yesterday afternoon, yellen's warning got more definitive. we now estimate that treasury will have insufficient resources to satisfy the governments obligations if congress has not raised or suspended the debt limit by june 5th. a deal remains elusive as both sides are still at odds over spending cuts, and work requirements for federal aid recipients. now we know definitively that they have less than nine days to get one done. joining me now, new york congressman richie torres, member of the house financi
