jonathan gruber: look, i wish mark was right. could make it all transparent, but i'd rather have this law than not. sharyl: in a series of remarkable policy talks at conferences and in academic settings, gruber seems to brag that obamacare only passed through its lack of transparency and the stupidity of voters. for example, gruber says he and other backers of obamacare hid the fact that it would be costly to healthy americans. jonathan gruber: if you had a law which said healthy people are gonna pay in, you made it explicit that healthy people pay in and sick people get money, it would not have passed, okay. lack of transparency is a huge political advantage and basically, you know, call it the stupidity of the american voter or whatever, but basically that was really, really critical to getting the thing to pass. sharyl: at its core, it was supposed to provide affordable insurance for everybody who needed it. robert: yes. the affordable care act was supposed to ensure that whether you were employed or unemployed or self-employe

heather: one of the things that tucker carlson pointed out as he continue today speak to jonathan gruberly have one coverage option as well. so that doesn't really benefit them. >> that's another -- when republicans are thinking about replacing this law, they want to give more flexibility, some say, particularly to the states and give people more options. the obama pledge that you could keep your doctor, osks, proved to be false and a lot of people react today that. obamacare remains unpopular but a lot of people would rather fix the law than repeal it with nothing else. republicans acknowledge that, so it's a balance of finding something that works, something that provides the access while also figuring out how to make a difference from what obamacare already provides. so i think this is going to be a really long process that we are going to see unfold, the president wants to do this quickly but just knowing what it takes in congress specially in the senate it's a slow-moving change and it will take a while. heather: which sides do americans believe specifically those impacted by this.

t jonathan gruber helped craft obamacare and its predecessor with mitt romney.joins us now from massachusetts. it looks like a pretty strong majority of americans, around 60% want to see the aca repealed entirely or in part. why do you think they feel that way? >> the polls have moved a lot, tucker, we don't know where the public is at this point. it is in flux. i think they feel that way because there has been a lot of information, here's a simple example, everyone agrees that obamacare is increasing insurance coverage in america. but if you have americans -- almost have seen that declines have gone up. misinformation has been spread. americans don't understand what this law has done for them. >> tucker: so you famously said the law got passed becauset of the stupidity of the american voter not understanding the intricacies of the funding of this law. you apologize for that. but it seems like you still feel that way. he said people don't like it because they don't understand it. it's their health care. are they that dumb that they don't understand how great itl
