as jonathan karl reports, a new report offers plenty of ideas about making cuts. >> reporter: even whenmes to chickens and eggs, there are a tangle of overlapping and redundant programs. it's almost embarrassing. the food and drug administration is responsible for ensuring that eggs are safe, wholesome and properly labeled. the department of agriculture is responsible for eggs processed into egg products. the ag department is also responsible for the health of young chicks. while the fda oversees the safety of the food that the chicks eat. got that? all told, 15 separate agencies have responsibility for food safety. in agency after agency the report finds overlapping programs wasting billions of dollars. programs that are almost never assessed to see if they are actually working. case in point, roads and trains. the report found 82 different programs with similar descriptions in ten different agencies. and job training -- 47 different programs, 44 of them overlapping. >> well, it makes us look like jackasses. what would you think? you're paying men and women to come to congress to be go

we get more, now, from jonathan karl. >> reporter: they are the queens of the tea party.ing, as conservative as they come. but with one, big difference. this one looks like she's running for president. congresswoman? >> how are you? >> reporter: how are you? we caught up with michele bachmann at her hotel room in des moines. and we followed her everywhere. >> i'm michele. >> thanks for coming to des moines. >> reporter: she charms the conservatives. >> like waterloo. >> reporter: and she can out tough-talk palin. >> i may be 5'2" and wearing a yellow suit. but i am one, tough lady. we need to go toe-to-toe, eye ball-to-eye ball with the president and say, mr. president, you are wrong. >> reporter: bachmann would be a long shot. but few people fire up the tea party activists more than she does. that's why the chairman of the republican party of iowa says she could be a force in the iowa caucuses. >> they line up with her stated principles of limited government, economic freedom, shrinking the size of things at a federal level. i think there's an opportunity for her here. >

i'm jonathan karl. >> and jon makes a salient point, most of the budget is not being debated. >> theynly debating discretionary spending. we should ban that word. it's all discretionary. other than interest on the national debt. social security is discretionary. we have the discretion to change the law. >> but, the -- they don't because they don't care to. it requires everybody holding hands and jumping at once. and there's not a lot of hand-holding and "kumbaya" singing on capitol hill. i don't think we'll see that happening. this fight, i do think, will be interesting to see how it works out for republicans next year. >> you think they might be overreaching? >> absolutely. it happens with both parties. they do it all the time. they come to power and think the voters have told them something different than the voters have actually told them. the voters say, stop bickering, get along. pass -- run the country. instead they do things like, we're not -- we're going to tell the epa not to have any power over greenhouse gases. they're going cut head start. that's overreaching. they have ne

jonathan karl. >> we're now getting word from japan at that nuclear crisis may have taken a major turned japanese investigators suspect a core breach at one of the reactors of the fukushima plant. that would raise the threat of higher amounts of radiation released. a reporter reported that radiation levels in the air around that plant were much higher. >>> also, bottled water remains scarce in tokyo, even though the city government claims its tap water is safe even for young children. on wednesday there were warning about radioactive iodine in the water being twice the safe levels. tests on thursday shows the water was okay to drink. in south korea companies that bottle water are working overtime to meet japan's demand. >>> you won't believe this. in las vegas a woman went wild in court after she found out that she was going back to jail. >> i got kids. let me go! i've got kids and responsibilities.
