abc's jonathan karl joins us with more. where do things stand heading into tonight's meeting. >> reporter: a compromise that would have dealt with the debt crisis is dead but there's major negotiation to be done. le federal government is three week as way of hitting the limit how much money it's allowed to borrow. even without the profit spekt of crafting this big, grand compromise, the president and and congressional leaders need to negotiate to raise that limit. they're e manding 2 trillion in spending cuts be made to give the president the increase he wants and democrats demanding any deal to cut spending like that has to include an increase in tax revenue. the big question, going into tonight's meeting is whether a smaller deficit reduction n dea is possible. both sides are saying it can be done. failure to do it would lead to economic meltdown. >> jon, thank you very much. joining me to discuss the road ahead is the white house chief of staff bill daley. thank you very much for joining us. you've heard what jon said. y

and abc's senior political correspondent jonathan karl has been following the talks and, jonathan, where do thinks stand right now? >> reporter: leaders in both parties are determined to have agreement or the framework of an agreement done by 4:00 this afternoon before those asian markets open. the fear is that if there is no at least framework for an agreement then it will be a market downturn possibly a severe one as markets an the world react to this. democrats, by the way, are signaling that if that happens they will be calling it the boehner drop blaming republicans for what happens. meanwhile, the talks on the hill have basically deadlocked over the issue of whether or not this will would be an extension to take the debt ceiling all the way to 2013 past the presidential election. republicans are signaling they want two votes, one now, tied to about a trillion dollars in spends cuts. and another one next year tied to further spending cuts. as you know, christiane, the white house has signaled that any such temporary increase is simply unacceptable, in fact, the president has said re

i want to go to our capitol hill correspondent, jonathan karl, to get the mood up there on capitol hillow the house is going to try, again, to pass their bill today. it's going to die in the senate. the senate democrat leader said he would try to pass his bill if bipartisan negotiations don't begin. is there any sense there now that the bipartisan negotiations are about the start? >> reporter: well, the sense is that first you have to get through whatever's going to happen in the house. and, george, speaker boehner has just finished speaking in a closed meeting to all the republicans in the house. i have just been in touch with somebody who was inside that meeting who tells me that boehner made one, last appeal for unity. and he said, quote, i am a happy warrior. i love everyone. but i need you guys to come together for this. so, we still expect in a vote before we can get to the end game. >> and then, after that vote, senator reid is going to try to begin negotiations with senator mcconnell? >> that's exactly right. right now, mcconnell doesn't want to start until he sees what happens
