jonathan serrie live in one of the hardest hit areas. we take you to the capitol of columbia, south carolina. jonathan? >> reporter: jon, i'm standing in front of gill creek. you can see floodwaters are still raging although they are receding. that is revealing much of the damage to some of the businesses here. as we zoom in, you see some of the doors were pushed in, the front doors pushed in from just the force of these raging floodwaters that came through here yesterday. in fact, if i had been standing in this position yesterday, the water would be over my head. cars were left abandoned. this windshield bashed in apparently struck by some debris carried by raging floodwaters. an indication how dangerous the floodwaters can be. i want to show you dramatic video. earlier the columbia fire department swift-water rescue team strung lines across flooded roads to allow teams to reach people who were trapped inside of their vehicles. statewide, hundreds of people had to be rescued. officials continue to urge people to stay at home, if at all p

jenna: jonathan serrie live from one of the hard-hit areas, forced acres in south carolina. jonathan? >> reporter: jenna, you can see flood damage behind me. this is forest drive. large chunks were taken out when the whole area flooded. as you pan to the right, businesses that were water logged. at one point the water level came above the door of the cleaners across the street. the rain ended but high water levels continue to drive concerns for the potential of more dam breaches. residents learned all too quickly how fast water can drive after a breach. a boat owner found himself in the role of amateur rescuer as floodwaters crept up on neighbor's homes. >> the water was up pretty much to the bottom, to the top of those bottom windows. we came up there and another pontoon boat came over and rescued those people off of their balcony. >> reporter: late yesterday overcreek dam broke, forcing mandatory evacuation of resident downstream. many resident are under a boil water advisory. water main ruptures are causing temporary interruptions to tapwater in some neighborhoods. today t

jonathan serrie in kill devil hills, north carolina. how are conditions where you are right now? >> reporter: martha, it is surprising the hurricane is way out at sea, not expected to make landfall near here, there is pounding surf and heavy winds. the main concern in the carolinas this seemingly incessant rain causing spotty flooding throughout the state. much of the state of north carolina is unde the governor declaring a state of emergency in all 100 counties here in north carolina. listen. >> what we do know is that the current weather systems will bring substantial rain to north carolina during the next few days. this is most of north carolina. this in addition to the soaking that we have experienced already over the past week. >> reporter: meanwhile in neighboring south carolina street flooding is reported in several low-lying neighborhoods in charleston. as precaution, charleston city and county offices are closed today along with public schools and universities in that area. martha? martha: what are the residents doing there to g

. >> and for the very latest, we're joined in columbia with jonathan serrie. >> reporter: that's right. you can see here where they are trying to relieve some of the pressure at the electric plant and you can see the water is spilling over into the broad river and then, which is much higher than the normal level and on the other side of the trees, the saluta river is carrying all of the floodwaters from the foothills in upstate south carolina where they merge and form the river right around the gervais creek bridge. right now the bridge is capable of withstanding water at this level but if it gets much higher, local officials are going to be worried about the structural integrity of the bridge. and so they have closed it as a precaution. from here, the water flows down the river which changes names several times and much of the water will wind up in the charleston area. i want to show you video from earlier from charleston where there is sporadic street flooding. you can be on one street in downtown charleston and it's completely dry. several hours later, it's inundated under a couple
