like commissioner jonck and ms. kay was involved in jhs and that was our first or second hearing back in 2013. so clearly this has been going on for probably at least a decade or more. and any rushing of legislation is always suspect. what is the purpose of rushing legislation when not everybody has participated. and the whole purpose of the cultural, you know, heritage districts is about diversity and the different opinions coming together. so all of a sudden, in creating legislation, it seems like a major part of it, and this particular department -- and i mean preservation staff that are doing the work and an amazing amount of work -- are not specifically included in that and the gestation of the legislation. so, you know, i'm not an attorney, so i'm not really -- i would really have to spend more time to study every single piece of this to understand it. i do feel that i'm strongly supportive of the recommendation to amend relative to, you know, i trust the staff. i've read through it, of course, but i test the
