so far there is not a shred of evidence that north korea's president kim jong-un has any interest inaking up president obama's offer. antonio. >> thank you. gordon chang joins us. he is author of north korea takes on the world. you heard about president park and president obama saying, they could not live with north korea becoming a nuclear state. >> we have really not imposed the cost on the north koreans that we could. and if we did that maybe there would be differences in opinion in pyongyang about its nuclear program. >> you mean they could get kim jong-un to give up the pride of the north korean government? >> it is going to be hard but nonetheless, there are things we have not done. north korea has not been a priority in washington so therefore i don't think we are going to take those steps. but clearly you know for instance north korea sells a lot of ballistic missiles to iran. the one on sunday was basically a north korean missile that the iranians fired. we don't take steps to stop that. >> to allow missile defense systems in south korea, because north korea now has missiles

there is no evidence that north korea's leader kim jong-un is interested in giving up nuclear weapons's the one thing that it has to make other countries take it seriously. >> jim, do you agree with that? >> i do agree. i've been to north korea. i've studied north korea for 15 years and met a lot of north koreans. they've said a lot of things over time. the nuclear weapons are the few things that they have as an asset that gives the weak country some leverage. one year they say they'll give them up. the next year they'll pass a constitutional amendment requiring that we own them. i never say never with north carolina. yo--north korea. you never know what is around the corner. we'll stay on this path, but i don't rule out that at some point in the future some things might change. but i don't see it immediately. >> i want to ask you about these continued threats of rocket launches, something that i think is quite concern to go many americans when you hear the headline north korea testing a missile that possibly reach the u.s. speculation that there is going to be another rocket launch.

do we get to see skim jong un in public? and are there any changes to his inner circle? >> that's something has always doubtful. and we almost certainly will see kim jong un above the square, overseeing the huge display, and if we don't see him, it will be the big story of the day's events, but the protocol. and the positioning of those around, it will be closely watched. and there are no indications of any surprise, but certainly, in the last few days, suddenly, there has been a reappearance of a man, a senior official who was charged with it designing the shiny new terminal at the airport. and he had been reported to have been purged and in some quarters, executed and suddenly he reappeared. and north korea will be watching closely for the personalities. >> does north korea use the parade as a moment to show off and maybe show the world and maybe particularly here in the united states, it's weapons, it's capabilities, it's mid or long-range rocket capabilities? >> . >> it goes to what the people are seeing, there's precedent for new things at such parades, the ballisti
