richard jordan is on the national mall this morning with more on what we can expect today on capitol hill. >> reporter: things are too tense here. but there will be some steps made in congress in the house. lawmakers will be looking at individual funding plans listing the shutdown step bystep. democrats say that's not the way to do this. the shutdown has to be lifted entirely. however, negotiations are extremely tense. there's a deadlock here. john boehner says when he met with the president yesterday, the president was not willing to budge on his health care law that went into efft just this week. boehner says that is critical in ending the shutdown. it seems that neither side is willing to budge. >> we have divide government. we sent four proposals to the senate. they rejected all of them. >> i can only conclude that they. ed to shutdown government. they think that has a purpose for them. and we know what that is. they want to overturn the affordable care act. it's not going to happen. >> reporter: now as long as the shutdown is effect, the museums here in the national mall will re

richard jordan is live on the national mall where some federal workers will be volunteering today. reporter: aaron, that's right. these workers won't be stay iin at home. they will be coming out to the natural history museum and be playing the role of tour guide. they will be helping to direct people to see what's open and what's not and that's because a lot of things are closed just like this. the gate is shut. the padlock fastened there at the bottom and this is going to be the case at all smithsonian museums as well as the national zoo, all the monuments are off limits. there are roadblocks keeping people from getting to that. these workers out here today will be feeling the impact to the end of the week, on october 5, that's when paychecks will stop going out to those furloughed workers. the workers that are still working will not be seeing restroom cleaning in the federal buildings as well as a lot of the cafeterias and dining rooms, they are going to be also closed today so they will still be feeling the effects of the shutdown but come back out live here, you are going to see

news 4's richard jordan is live with that. >> reporter: there's not a lot of optimism here.he government remains partially shut down. a lot of the roadblocks are still in place at the national mall but perhaps those 800,000 furloughed workers do have some reason to be hopeful because the house will be talking about back pay for them once the shutdown is lifted. now this is getting some bipartisan support in the house, maryland's steny hoyer, a democrat, as well as virginia democrat jim moran are in support. republican from virginia frank wolf also supporting this. so once the shutdown is lifted, perhaps these furloughed workers will be able to recoop some of the money they are expecting to lose. paychecks stop going it out tomorrow. the house will be talking about their many funding plans, things like the national institutes of health, those kinds of things lifting the shutdown step-by-step. that's not going too far beyond the house approval, however. still deadlocked between republicans and democrats, president obama said he's not going to budge on his health care law that

news 4's richard jordan joins us live from the world war ii memorial. tell us about the scene going on there. >> barbara, there is disappointment and frustration with congress that there has not been a resolution to lift the shut down and many of the memorials and monuments are close you can see they are getting by and going past the barrier. they are not being bothered. that doesn't seem to affect anyone. the commander said veterans are feeling the impact and call centers and crisis hotlines that help the post traumatic stress disorder are not operational. no one is answering the calls. the concern is what's going to happen in the next week or two if the shut down continues. what that means for benefits and tensions. the world war ii memorial became the battle ground for the fight between veterans and congress. many came here and crossed the barrier to be part of an honor flight and pay respects to their fellow service members. it is with that tenacity that they will continue to fight until there is an end to the shut down. >> if this continue, by next
