joining us now is san jose mayor matt mahan.this is an issue not just across the bay area but across the state. it seems like a nice news release coming from your office. can it actually work here? >> well, we've done a lot to reduce catalytic converter thefts in san jose. our police department has been aggressive in stopping the resale of stolen catalytic converters. we've seen a 50% drop roughly year-over-year, which we're proud of. but we want to see a 100% drop. one catalytic converter stolen is one too many. what i'm proposing is closing a loophole that prevents our police officers from investigating and taking enforcement action when they come across a stolen catalytic converter. right now if a police officer initiates a traffic stop, sees a catalytic converter in the vehicle, perhaps in the truck, recently someone was pulled over who had 14 catalytic converters. they actually don't have probable cause to go investigate unless a serial number is visible. it's a very strange loophole in the law. we want to close that and sa
