our jose martinez met a first-time homebuyer in daly city who is struggling to find something she can afford. >> reporter: i'm here in daly city where as you can see behind me, homes are for sale. there is a family across the street who wants to buy it, but mortgage rates are making it impossible. many residents in the bay area like margarita are facing an uphill battle to secure their dream homes. she tells me, "my big dream is to buy a house, but unfortunately opportunities are becoming increasingly limited." margarita is a single mother and has been renting this daly city apartment for almost 17 years since she moved here from nicaragua. she wants to buy a house in this part of town where her son goes to school, but increasing mortgage rates make it almost impossible. she says, "as a single mother, it's a dream to leave a legacy for my son, something secure. however, it's becoming increasingly difficult, especially now. this week mortgage rates hit a staggering 8%, the highest since 2000. her realtor says this is a nightmare for first time buyers. >> in 2021, that was the record lo

jose martinez spoke to the long-time antioch resident who has felt the impact of rising crime and is eager of any kind of intervention. >> reporter: hector robles has been there in 1997. many have been coming here for many years. families that hoped. and the coworkers have had the catalytic converter. calling the police, hector said nobody comes. if they do, that they are excited there. and the police department, having severely impacted by the joint investigations that have launched in march of 2022, by the fbi and the contra costa district attorney. >> it's the safety crisis, allowing 60% of the police force in the last few months. over 30%. and that is the governor and chp commissioner to please consider providing the help that they need to keep that community safe. >> and they tell me that more than half of the city authorized officers that are on leave because of the investigation. and the racist texts, attending ten officers under federal indictment for abuse of their badge. it's the department in disarray and it is leaderless that they only have an acting chief at that moment.
