. >> cnn's josh campbell is covering the trial for us from minneapolis. josh, this may be some of the most devastating testimony yet for derek chauvin. >> yeah, absolutely, a devastating witness for the defense, and let's break down what we just heard there, and who this person was. this was a man who was the most senior police officer in the minneapolis police department today, he's been a police officer for some four decades and so as he was testifying today he's looking back with a foundation from all of that experience, and in his view he was asked about the use of force that derek chauvin used against george floyd, and he said in his words that we just heard, completely unnecessary, uncalled for and one thing that is so interesting is that this isn't just the opinion of one person, perhaps someone could say, well, this is just his own personal view, but what the prosecutor got to was not just his own opinion but what does the department actually train? let's take a listen to what he said. >> are there different kinds of force that officers can use? >>

>> josh campbell, appreciate it. thanks. joining us now is jeffrey stearns, an attorney for the floyd family. i'm wondering what stood out to you from the testimony you heard today? >> you know, anderson, from the lead in, a lot of people are talking about whether or not the defense has scored some points today and sure, we heard testimony that sometimes there are unruly crowds. sometimes there might be a need to put on -- or a need to put a knee on someone's neck, however, what's critical to keep in mind, this is not the hypothetical murder trial of george floyd. this is the actual murder trial, and every person who has testified in this case has testified that what derek chauvin did was wrong and in actuality had no place in policing. >> clearly, the defense which we saw yesterday was also when they talked to the physician who attended to mr. floyd in the e.r., they tried to bring up other possible causes for his death or for asphyxia. they talked about drug use. they are clearly trying to just raise some form of doubt abo

josh campbell, thanks for that.oining me is chris stewart, representing the family of george floyd. thanks for joining us. this testimony has been graphic, in that josh campbell piece, videos very different for the country to watch. i was watching a lot of this trial this week. it is just devastating to see witness after witness breaking down on the stand in that fashion still all these months later. how has this been for the family of george flowed, having to sit through all of this this. >> painful. you know, our team had seen these videos, cried, been upset, but for them to see it again and again and again, it's heartbreaking, but worth it if they get justice in the end. >> i want to ask about some of the testimony we heard and that the jurors heard before going home for the weekend. this is the seniormost officer on the police force. listen to what he had to say. >> based on your review of the videos of the incident and directing your attention into that moment when mr. floyd is placed on the ground. >> yes. >>

cnn's josh campbell is in minneapolis following the latest events. josh, those paramedics, they testified that floyd was, i hate to say it, but this is their view, he was essentially dead by the time they got there. >> yeah, that's right. that was a question about whether medical aid could have been rendered sooner by the officers as he lay on the ground on the pavement. and we heard yesterday one of the key witnesses was this former senior police officer who said that the use of force against george floyd should have ended sooner. when he was under control. that was one of a number of witnesses yesterday. as you mentioned, we also heard from two of the paramedics. one said when he arrived on the scene he tried to take floyd's pulse and he was still in handcuffs. still on the ground. he actually had to look to derek chauvin who still had his knee on george floyd and tell him to get out of the way. here's that exchange. >> what were you attempting to do at that point in time? >> just have the officer move. >> and why did you need the officer to move? >

jim, poppy. >> josh campbell there, thanks, very much.oining us now laura coats, former prosecutor, charles ramsey and former police commissioner and police chief. thanks to both of you. laura, maybe you could help us summarize as a former prosecutor, yourself, the prosecutor's closing arguments. you point out they have three acts. the first is eyewitnesss to floyd's death, sort of recount the events of that day. go to use-of-force experts as well as fellow officers saying it was an excessive use of force and finally check it to his death. how do they tie that together to the jury in closing arguments? >> you can easily do it when you think of the words of the 18-year-old who took the video who said i faulty badly but i did not intervene to do more to save his life. then i look over at this officer and it was his job to do so that's where you begin. there was a duty of care owed as a public servant as a police officer. there was a duty of care owed when he was in the custody of police to not use an unreasonable amount of force, particular

let's go live to minneapolis and cnn security correspondent, josh campbell. josh, those are extremely depressing numbers. tell us what you're seeing and hearing as officials there brace where you are for possibly another night of unrest. >> reporter: jim, the minneapolis area is dealing with two tragedies at the same time. obviously the death of george floyd, trial of former officer derek chauvin is under way, and also the fallout from the death of daunte wright just ten miles away. i'll show you what the city is doing now at all five of the police precincts. a barrier is out, including this wire. this will take place around all police precincts. this building downtown is temporary home of the 3rd precinct that was burned last year after the death of george floyd. those officers are relocated here, taking serious precautions. behind me, members of the national guard and minneapolis police department. i'll show you something we are seeing outside of government facilities, around businesses. they're being boarded up. again, people in the city of minneapolis are

josh campbell i'm going to pop you back on tv. talk to me about possible motives and how law enforcement go about determining with a suspect who is now dead, how they figure out why he or she he want wanted to do this. >> it's obviously the first challenge when you have a suspect who can no longer be interviewed. we'll have -- that vehicle to to see if they can pull identification, license plate from the vin number, whether the suspect had identifying information in the car or on his or her person. that will be the first step to try to make that identification. i will say that, you know, there is a lot we don't yet know in the early hour. a couple of things that we can read into that tell us that there is no longer an emergent situation, the first is the fact that authorities are about to hold a press conference here in a short period of time. they wouldn't do that if they were still trying to focus on some kind of threat. we also know based on foot annual we've been seeing you don't see an emergent posture by authority. that's a

josh campbell, cnn, minneapolis. >>> cnn legal analyst joey jackson joins me from new york.so a criminal defense attorney. you know, it was so interesting to watch. i can't imagine, unfortunately, how torturous this was for the family. yet it seemed as if the prosecution brought new pieces of evidence into such sharp focus this week. what did you think? >> i really do believe that to be the case, paula, for a number of reasons. i think what they did, how they structured their case, was even more compelling. what am i speaking of? they brought us first to the scene. at that scene where you see chauvin having his knee on the neck of george floyd, you see a number of bystanders, all expressing concern and wanting to help. you had emergency medical technician there, off duty, and doing nothing more, but trying to intervene, trying to say, hey, look, i do this, check his pulse, what can i do? you have her calling 911 when the police rebuffed her from doing so. you have a person who is a wrestler, a mixed martial artist, there saying stop, what are you doing, speaking to chauvin,

cnn's josh campbell joins me now from minneapolis. o you in this first week of trial? >> yeah, fred, it was a gripping first week of testimony here. we heard from several key witnesses from the prosecution, including george floyd's girlfriend, who really talked about him as a person. we've talked so much about george floyd as a victim but she told his story and really humanized him for the jury. we also heard from two damning witnesses for the defense. prosecutors called two senior officers with the minneapolis police department who raised serious questions about it being somehow policy whenever derek chauvin kept his knee on george floyd's neck. the family of george floyd, kneeling in protest monday, just hours before testimony would begin in the trial of derek chauvin. the former police officer accused of murdering their loved one. prosecutors opened with a video that sparked a worldwide movement, capturing chauvin kneeling on floyd's neck, which they say killed him. >> you can believe your eyes that it's a homicide. it's murder. >>

. >> josh campbell is with us from outside that courtroom. josh, give us an idea of the color in the courtroom, the jury. what were they doing as this was going on for more than 2 1/2 hours? >> reporter: yeah, you know, we're getting some of those reports from our colleagues inside. i'll say at the outset, it's always difficult to read too much into a jury's actions, when they're taking notes or when they're listening, but there have been, according to some of those reports, a couple jurors who have appeared somewhat agitated, especially during the defense's portion. that could be due to the length of time it's been going on. hard to read too much into that. that was notable. there were two other instances that were really worth mentioning. the first is when it goes back to that prosecutor, schleicher, who is obviously working on behalf of the state, when he started out it was slow, it was methodical, there were a lot of jurors that were taking notes. but as he started to ramp up, he really captivated them. jurors stopped writing. he had their

cnn's josh campbell is live for us in minneapolis this morning. it is quiet tense here. this isn't a minneapolis most people recognize. it's turning into a fortress day by day with plywood on businesses downtown. police precincts are vounlded by fencing. there are members of the national guard posted in and around the city. again, out of an abundance of caution. we saw already an incident that would raise the tensions over the weekend. that is two of these guards members were fired upon, authorities say, early sunday morning. two injured. nonlife threatening. it shows what authorities are a grappling with. it comes down what the verdict will be in the trial of the former officer. everyone here, indeed, around the world watching for that. the governor here in minnesota spoke out describing some of the tensions. he said the verdict is going to be a pivotal point in our state's history and how we respond to that is going to shape us. he said it is the assessment of public safety folks after we did the afteraction last summer to try to understand what

cnn correspondent josh campbell joins me now live from minneapolis. throwing a lot of things at the wall there. and in fact we had heard the defense talk about his heart condition and his drug use prior. the carbon monoxide is new. what are we learning about this particular medical expert's background, josh? >> reporter: yeah, what the defense strategy is right now is trying to overcome this damning testimony that we've heard from prosecution witnesses. you'll recall they brought in several medical experts who said it was the action of that officer, derek chauvin, that ultimately led to the death of george floyd, so the defense wr bringing their own medical expert really refuting that notion that chauvin was to blame, as you mentioned coming up with a host of possible different contributing factors and theories. some of our legal experts have said this is perhaps to maybe just raise doubt in the mind of the jurors which we know they have to be unanimous in order to convict him of murder. some of the theories they pointed out is that perhaps george flo

cnn's josh campbell is following the trial in minneapolis. where will the defense pick up today? they started with a use of force expert yesterday to contradict the many experts and fellow police officers that the prosecution brought. what's next for the defense? >> reporter: there's already a lot going on in court this morning already. there was a motion brought up by the defense asking the judge to acquit derek chauvin. this is a routine motion that happens in nearly every single trial. the judge denied that. the prosecution will continue. we're also expecting to hear shortly -- we could be hearing from one of the occupants of that vehicle that was in with george floyd, a man named maurice hall. he said he did not want to testify, he did not want to incriminate himself potentially. what the judge did earlier last week was basically extend that and want to have additional discussions with prosecutors and with the defense. we expect now that that witness will take the stand at some point today we're expecting. he'll invoke his fifth amendment right, so that can happen. also, the

cnn's josh campbell joins us from outside the courtroom in minne minneapolis.said the use of force should have stopped when floyd stopped resisting. officers are trained when the threat is removed, you stop applying that force. what more do we expect to hear today? >> jim, there's a big mystery waiting to be resolved which we expect to hear more in the opening hours of today's testimony. yesterday court ended abruptly during the questioning of this expert witness called by the prosecution, an officer from the los angeles police department. now the attorneys went into what's called a sidebar where they have a discussion and then the judge immediately adjourned. we expect, based on what we've seen before, that it's likely that the defense had objected to this witness' knowledge, this participation here in this trial but we're wait for that to be resolved. this idea of excessive use of force, a key topic here. we've heard from so many witnesses, damning testimony talking about what they saw on that video, how that squares with the department's policy. hear what on

cnn's josh campbell is in minneapolis. jason, first to you.l us how is that community remembering the people taken from them in that horrific mass shooting? >> reporter: well, they are kokol i coming together and trying to heal. a vigil just ended just a short while ago here in this park in indianapolis. as you know, eight victims, four of those victims were from the sikh community. in fact, many of the workers at that fedex facility were members of the sikh community. i want to bring some of them in to talk to us right now. they found the courage to speak to us. two of the victims, you can see their pictures here. two women who lost their lives that night, their family members here speak to us, found the courage. what would you like people to know? >> i want to say she was a very, very hard working woman. she devoted her life to her kids, to her family. she's a family oriented woman. she had no issues with anyone. she was the nicest person ever. this is something that shouldn't have happened to her or to my other aunt. we're deeply saddened b

. >> let's start with josh campbell live outside the minneapolis courthouse. josh, i want to skip straight to the police chief who we are about to hear more from on the other side of the lunch recess. this is a man clearly respected in the community, started out as a cadet way back in the 1980s and worked up to minneapolis police chief. and he wrote the training protocol with the officers are trained to follow. what stood out to you from his testimony? >> well, people may be asking what is the prosecution building to here? obviously we are in the lunch break. we will hear more from the police chief, he'll be questioned after the break. but so much so far has focused on the training standards of this police department. and what i think we can expect coming up is basically the prosecutors are trying to set the stage that, look, these officers receive annual training in crisis intervention, cpr, the use of force. robust training program that doesn't happen once in the career but they're continually retrained on it over and over. and especially when it gets to the

josh campbell, good to have you there. we'll speak to our legal experts on all this in just a moment. first though, news. the cdc expected to announce new travel guidelines for fully vaccinated americans. those are going to come through at any moment. joining me now, the president and ceo of university hospital newark. he also once served as new jersey state health commissioner. doctor, thanks for joining us this morning. do we have any idea what kind of guidelines to expect from the cdc this morning on travel? >> well, thanks for having me, jim. one thing is we have to wait until the doctor announces them. we do expect to know that being vaccinated will give some degree of relief on this. we do have to be careful with travel. especially with the rise of covid-19 variants across this country. we've seen because of travel, variants coming from abroad, brazil, uk. there is a strong suspicion that the uk variant is dominating in the country including right here in the city of newark and the newark metro area. it's concerning.

. >> let's go to our colleague josh campbell. he joins us in minneapolis this morning. what more do we know who prosecutors will bring to the stand this day and this week? >> reporter: as you mention, we are starting week two of testimony here in minneapolis. last week was a week filled with gripping testimony. especially from these two senior law enforcement officers who rejected this idea that somehow derek chauvin was acting within policy whenever he held george floyd down on the pavement at over nine minutes. we're expecting to hear today, some time this week is from the police chief in minneapolis, who has been on record criticizing the actions of derek chauvin, calling what he did is murder. the second with sentence a chief medical official on duty at the hospital last may. he was supervising efforts to try to resuscitate george floyd, according to prosecution, he was in charge of taking blood samples. that's important. because we know the defense' strategy is to claim it wasn't chauvin's actions that resulted in george floyd's death, perhaps the idea he was under

. >> i also do want to bring in josh campbell who is in minneapolis there for us. so josh, there was also a lot of discussion, we touched on this with cedric alexander a moment ago, the relationship between police and paramedics, can you put more of that into context for us? >> yeah, i think what we just heard in that exchange, that paramedic being questioned, it was obviously very clinical and analytical but it was important because the prosecution wants to lay out exactly what happened, the time frame, what that paramedic saw, and, you know, i think that one key point that was gleaned there is there are two tracks essentially that we've seen thus far to this defense's strategy. we just talked about the first one as it relates to talking about george floyd's possible past drug use. but a second aspect that i don't think we've talked enough about, but i expect is something that we will see in the coming days was gleaned just now during that discussion. if you recall what the defense attorney had asked the paramedic was whether he had ever used this drug called ketam

cnn's josh campbell is in minneapolis covering this for us. josh, what were the key revelations yesterday and tell us how today will play out. >> yeah, jim, yesterday was very emotional in court as we heard from some of the witnesses who were in and around the scene whenever george floyd was killed, including three people who were there. we also heard from a police lieutenant, an officer who was in charge of video footage for the department. and he walked jurors through some of the new body camera footage released. we'll show some of that to you here. you see different angles, different vantage points from some of these officers as they arrived there at that store, as they made contact with george floyd. you see very quickly that the scene escalates. one of the officers draws a weapon and points at floyd as he's seated in the driver's side of the vehicle. things escalate from there. that ultimately leading to his death after officer derek chauvin kneeled on his neck for nine minutes. you see the remorse, the agony that they still go through to

cnn's josh campbell who will be in that courtroom today joins us live this morning from minneapolis. appened? >> reporter: good morning to you. we had those closing arguments yesterday, the prosecutors and the defense wrapping up their case are now in jury deliberation. as you mentioned it was at the end of yesterday's trial day that there was that moment that none of us were expecting and that is the invoking of the name of a congress member and her words what the defense did was actually motion for a mistrial in the case, asking the judge to dismiss this case on the grounds that the comments from california congress member maxine waters were prejudicial. she was here in minnesota meeting with some protesters, those comments really irking this judge. take a listen to cha she said and then the judge's response. >> i hope that we are going to get a verdict that say guilty, guilty, guilty. and if we don't we cannot go away. we've got to stay on the street and we've got to get more active, we've got to get more confrontational, we've got to make sure that they know that we mean business.

. >> josh campbell joins us outside the courtroom. josh, this is a critical and interesting witness for a number of reasons. his name morries hall, someone who in previous interviews said i know that i'm going to be his voice, right, his good friend, george floyd's voice. someone who was a mentor to him. someone who was the reason he was in minneapolis and meant so much to him. with all that said, hall is also expected to plead the fifth. can you explain why? >> yeah, so we're waiting to hear from him. he'll be testifying by video. this will not be in front of the jury. the judge wants to question him, and we expect that he will refuse to testify, which is obviously a right that americans have under the constitution. but the judge wants to probe a little bit to determine why. of course, morries hall is facing his own issues on domestic assault charges but what we expect is this would be someone potentially a beneficial witness for the prosecution and the defense. the prosecution always wants to hear from people who can explain what was

cnn's josh campbell looks at the trial, so far. >> reporter: the family of george floyd, kneeling, ins before testimony would begin in the trial of derek chauvin. the former-police officer, accused of murdering their loved one. prosecutors opened with a video that sparked a worldwide movement. capturing chauvin kneeling on floyd's neck, which they say, killed him. >> you can believe your eyes. that it's a homicide. it's murder. >> reporter: chauvin's attorney argued the video doesn't tell the whole story. that floyd died of an underlying-heart condition and -- >> the ingestion of methamphetamine and fentanyl and the adrenaline flowing through his body. >> reporter: new video from the scene and emotional testimony seem to drive the prosecution's case. like, from charles mcmillian. the man, heard on body-camera video, pleading with floyd to give in to police. >> i feel helpless. i don't have a mama, either. and i understand him. >> reporter: also, heard for the first time since the beginning of the trial. chauvin, himself, on police-body camera footage, as he defends his treatment of fl

jason carroll is in indianapolis but i want to start with josh campbell.aos not far from where you are last night. police had to fire rubber bullets to disperse angry crowds. how are they preparing for tonight? what's expected? >> that's right, pamela, and upwards of 100 people were arrested last night in brooklyn center and just to walk you through the timeline, the evening started out very peacefully, we're told. there were about 250 people that gathered for a march in and near that police station there in brooklyn center. by 8:00, authorities said they started to see people, some members arrive bringing in shields, bringing in plywood. authorities say some in the crowd started shaking the fencing outside of that police station. at one point, breached that fencing. that leading authorities to come out using crowd disbursements, clashing with those rioters, again, upwards of 100 people arrested during that incursion. now, it's important to point out and important distinction and that is the overwhelming majority of these protests here have been peaceful.

christine, laura. >> josh campbell, thank you for that. >>> will washington finally do something bign police reform in the united states? the political hurdles are clear, but for many there is no time to waste. cnn's daniella diaz is on capitol hill for us this morning. dan daniella, after the jury convicted chauvin this week there seemed to be some chatter suggest that go that verdict could reduce the urgency of reforms on capitol hill. what are you hearing? >> reporter: i mean, it certainly seems that way, laura, that because derek chauvin was found guilty this week democrats breathed -- all breathed a sigh of relief that they didn't have to work alone on this issue. but right now there is still some differences that democrats and republicans have that they need to reconcile to be able to agree on police reform legislation, but it's moving ahead. you know, they can't seem to agree this major sticking point being qualified immunity for police officers. qualified immunity gives civil lawsuit protections to police officers and is a major sticking point for democrats and republicans. o

cnn's josh campbell is live in minneapolis. good morning, josh. >> reporter: good morning to you.s you say we are expecting a decision possibly as early as today about whether that officer who fired that fatal shot will be charged. it's worth pointing out that so much of this case has been moving so rapidly, not only the idea that we could possibly have a charging decision today but also as we mentioned the release of that body camera footage which you don't often see release sod quickly, again, we're waiting for that decision whether that officer will face charges. this comes after yesterday a press conference that at times raised more questions than it answered but we did glean some information and that is the police chief there in brooklyn center has resigned as well as the officer that fired that fatal shot although it's unclear right now whether the mayor has actually accepted that officer's resignation. still some questions there and of course the community here continues to demand answers. regardless of whether the officer is still on the force they want that officer to fac

let's begin with josh campbell in minneapolis for us, up next closing arguments to happen on monday but today we saw some compelling legal drama. lay it out for us. >> reporter: a na, it was not something we were expecting. sometimes in trials you get some of out of left field. that almost occurred this morning and to break this down in layman's terms we're told by prosecutors is that yesterday when a defense medical witness was testifying this was the witness who said that possibly one of the contributing factors to george floyd's death was carbon monoxide or exhaust coming from an idling police car. the medical examiner in hennepin county was watches and realized they had actually tested george floyd's blood last may whenever he was brought to the hospital. he called prosecutors and said if there's an idea of carbon monoxide playing a role here and we tested his blood and it appears the levels were within a normal range. prosecutors sought to introduce that today as testimony, the judge not buying any of it. look, you had plenty of time to prepare your case, you knew that carbon monox

let's go live to josh campbell just outside the minneapolis courthouse where this trial entered a newhase this morning. what can you tell us about the defense team's strategy with the witnesses they -- >> one thing they're seeing is they're moving rapidly, that being the defense. we moved through several witnesses already today and this is the first day of the defense laying out their case, two things we're noticing about the strategy, which is part of this theme that we saw during the prosecution's case from the defense side, that is first focusing on george floyd himself and his actions, this idea that possibly it was due to some type of drug addiction, or him being under the influence on that day here last year that contributed to his death rather than the actions of this officer, and that came from two of the first witnesses that we saw from the defense, the defense calling an officer who was part of a may 2019 encounter that george floyd had as well as a medic who treated him after that police encounter and what the medic said is that george floyd said that he was addicted to opi

josh campbell joins me do. we expect today is the last day of the defense case? >> it could come as soon as today. we're expecting at least one more expert witness to take the stand. the judge, court has not been telegraphing in advance who the witnesses will be. but we're expecting at least one more and there could be an end to the defense's case. and then we move into the prosecution rebuttal phase. now yesterday as you mentioned, the defense brought in this medical expert to review some of that damming testimony that we heard from so many of the prosecution witnesses. and this medical expert in an attempt to show it wasn't chauvin at fault, rolled out a series of other possible theories and contributing factors. take a listen to what he said. >> we have a heart that is vulnerable because it's too big. there are certain drugs that are present in his system that make it -- have a risk of arrythmia. we have the carbon monoxide which has potential to rob some of that additional oxygen carrying capacity. >> it is your opinion that mr. chauvin's knee in any way impa

jake. >> josh campbell, thanks so much. let's discuss all this with former president euroshan wu and former police chief cedric alexander. when we're talking about the use of force, is it right that there's plank et definition for what is acceptable and not acceptable? the witnesses today said the appropriate use of force changes based on every situation and every suspect. that might help chauvin's defense. >> well, the key about this is this. certainly every incident is very, very different, but you have 9 minutes and 29 secretaries and it can also be very used correctly and with the right intent and, therefore, what we all have seen are witnesses who have come and who have testified. those are experts in their areas who have testified that what they did on may 25th was not appropriate to any of their training, even -- even in this particular case that we all had an opportunity to witness, so -- to my observation to this, the defense is doing their job, but i don't think they scored that high of a point when you consider a

cnn's josh campbell is standing by for us. josh, first it was the verdict and now it's this federal investigation evan was just talking about into the whole minneapolis police department. from your past experience with the fbi, what does this mean? >> reporter: kate, there's no national police force in the united states. police departments are under state and local control. the federal government has the ability to step in and launch investigations if there's indication that a particular police department is violating civil rights. that's what we're seeing today. the biden administration saying they will assert federal jurisdiction here to launch this pattern and practice investigation. i can tell you i talk to police officers all the time. no one likes someone looking over their shoulder, but good police officers know that oftentimes corruption and illegality can't be changed from within. you need the outside influence. that appears to be what the justice department is doing. to quote the prosecutor in this case, as we heard h

let's get straight to minneapolis, josh campbell is joining us. josh, witness after witness, prosecutors are trying to tear apart the defense's claim that chauvin was simply doing what he was trained to do. >> reporter: that's right, wolf. the prosecution here in the case of former minneapolis police officer derek chauvin continues to present law enforcement witnesses in order to convince the jury that chauvin violated department policy when he placed his knee on george floyd's neck. now, we know that for over a week we've heard damning testimony about chauvin's actions, but tooday the defense in this case eliciting some note worthy concessions by witnesses. one by one veteran members of the minneapolis police department took the stand. each part of the department's training force. today's testimony added to the chorus of police department witnesses, including the chief, who have said derek chauvin's use of a knee on george floyd's neck was not part of their training. >> would it be appropriate and within training to hold a subject in that prone re
