. >> i want to go now to cnn security correspondent josh campbell. josh, they are telling people in that area to stay at home, to lock their doors. with a is happening right now on the ground in terms of how police are canvassing that area, both for information and also for the suspect? >>> using all the resources, you have the manhunt currently underway. they don't want innocent people out and about. a, in the way of law enforcement. it appears if you look at the locations where the suspect opened fire, these were both places where crowds would gather. you have a bar and a bowling alley. they certainly don't want any type of group that is congregating to continue doing so. they're asking people to shelter in place. to not provide an additional point of fire for the suspect. there's a lot going on behind the scenes that is being fed out to the officers that are looking. after this, the authorities will go back and look for security camera footage around the incident. they're trying to establish a pattern of travel of this individual. going to business

back with me now cnn's josh campbell. osh you have some information about mains gun laws what did you learn? >> we have covered these incidents time and time again and you can say well, it's too soon to talk about laws or guns, it gets political. but we have to talk about the state of the world, because in any of these incidents we want to understand how someone got access to a firearm. just what we are learning about the state of maine. maine is a state that has received a lot of criticism from the gun safety movement particularly because it does not have an assault weapons ban. looking at that weapon on your screen, that wouldn't be classified as an assault weapon, we would classified as a assault style weapon, a semi automatic weapon it requires you to pull the trigger for each round. still you can fire a lot of rounds in a short amount of time. and that women would not be inherently illegal in the state of made. looking at civil oz it does not require background checks and all gun purchases. if you go and buy a firearm

and josh campbell is very aware of this from his fbi experience. that, based on the bureau of studies, offender characteristics an active shooter situations, there are three notable outcomes. that the person is confronted by law enforcement and takes their own life. that the person is confronted by law enforcement and attempts to take their lives. or that the person surrenders. and in this situation, given what has happened, this is going to be extraordinarily dangerous for law enforcement, even to make this approach. >> unbelievable. josh, john, stick around. we are going to lean on your expertise here. because this is a very fast moving situation right now. everyone, please stand by. we are going to bring in now an eyewitness to the events that unfolded outside the bolding bowling alley called sparetime recreation bowling alley. nicole wyman overall arelle -- sheltering in place as there is a -- how are you, and how is your family, right now? >> right now we are kind of exhausted from a lot of people reaching out. but we are just trying to help g

but for more i want to turn now to cnn's security correspondent josh campbell. , you actually served on an fbi global response team that investigated kidnapping. so when it comes to these hostages, walk us through the difficulties here in securing their release. >> yeah, well, these situations are obviously very complex. they are fraught, even more so in the middle of a war zone. and we understand the demand for action from the public saying, you know, do something. but authorities have to act rationally. you know, i heard calls over the weekend from some politicians saying that the biden administration should send in special operations command forces, some scheven send in the fbi's hostage rescue team. the logical response to that is a question. and that is send them where? now, the israelis are more than equipped to handle hostage rescues on their own, but they need to knowar with they're going. in order to effect a hostage rescue you have to know the location of the hostage, ideally the number of captors, the circumstances of that captivity. so that sometimes

let's bring in cnn security correspondent josh campbell. josh, you worked at the fbi. what do you make of this reporting from the scene of the suspect's last known address, the loud bangs, someone shouting "fbi" into a megaphone? what might be happening? >> reporter: well, you know, there's obviously a lot, jake, we don't know at this hour. but oftentimes we look at images like we're seeing right now and try to glean information based on the posture of law enforcement. here it doesn't look like an emergent type situation. you have officers that are standing out there. they're not seeking cover. there doesn't appear to be a flurry of activity. so we just don't know at this time. it would not be unusual in a situation like this where you have someone who is very proficient with firearms, who we know he was a firearms instructor, if authorities are going to search his residence as a precautionary measure you can imagine in order to perhaps defeat any booby traps and the like they might launch what are called flash bangs, and that's -- obviously we've seen those before in

let's go to josh campbell. we know this suspect is somebody who is reported to have had mental health issues. gun safety groups have been highly critical of maine's pretty lax gun laws. how easy is it to obtain a firearm in maine? >> reporter: it is quite easy. the reason this is important after these incidents, we look at access, that is the big question law enforcement has. how did someone with this accident and capability actually get access to a firearm and go on to commit this this and you tros it i. atrocity. we know according to the images, it appears that he has an assault style weapon. not inherently illegal in the state of maine. and there are no background checks for private sales. if you go to a store you do go through a federal background check. but if you are buying from a friend or someone online, you don't go through that background check. and there are no red flag laws. which we talked about his many it will health issues. and so the red flag laws allow law enforcement or a family member to go

>> cnn's josh campbell has been tracking this story in l.a. , what does the body cam video reveal about the arrest? >> well, according to duane davis, which was captured on that body camera, he appeared to know exactly why law enforcement was there on friday just to set the scene for our viewers he is out for a walk, he is then swarmed by undercover officers and these unmarked forward f-150s, they take him into custody without incident and take him over to another vehicle and what's interesting is we can hear on this video this exchange with the officer, the officer himself appeared surprised by who was in the back seat. have a listen. >> what they got you for, man? >> biggest case in history. >> oh, yeah? >> yeah. >> like recent? >> no. september 7th, 1996. >> oh, no [ bleep ]. wow. that was a long -- that was a long time away. >> [ inaudible ]. >> yeah, not a detective quite yet, but yeah. >> [ bleep ]. >> well, i mean, that's what court is for, right? >> now, he was indeed in court earlier this week, that arraignment was postponed. i spoke t

i want to bring in cnn's security correspondent josh campbell. josh, as we look at this image, normally we don't put up images of active shooters. but given that this is an ongoing situation, police are obviously wanting any information about this person. it's believed this person is still active. what stands out to you at this time? >> well, you're absolutely right, anderson. this is essentially the only time we like to publicize the shooter, when police are actively trying to find this person. they are appealing to the public, if you see this person to call 911. looking at that imagery right there, what you see is a high-powered assault-style rifle. if we center in, you can see there's a long magazine. what that means is this is a lot of fire power, eight lot of ammunition that someone can fire in a short period of time. the individual appears to be wearing cargo pants there. we've seen in past incidents they bring additional mag zazin to these situations. we're seeing reports of different incidents. police have been sends out these orders, shel

but i want to go to josh campbell who is also following all of this for us. it has taken a quarter of a century, more than a quarter of a century, to make this arrest. this is someone though that police have been looking at for all this time. so what more are you learning about how this happened, why this happened and we just saw "keffe d" in court? >> reporter: we did. this was that arraignment, again very quick hearing. we've been trying to determine whether this defendant has representation, has an attorney. sounded like from that quick exchange that that could have been referring to his attorney trying to get that individual into court. and again this now continued for another two weeks. but this happened on friday, it actually took the world by surprise. police announcing that this individual was taken into custody after all that time that you mentioned. duane davis was described by police as a so-called shot caller in this retaliatory attack police say against tupac shakur. this of course stemmed from that incident back near the las vegas strip nearly t

as one of my colleagues noted, josh campbell, throughout the manhunt, we've been showing the picture of the suspect of course it was important to make sure people could find and potentially recognize this person. but then now this next phase again as my colleague josh campbell noted, a lot of the focus moves to the faces of these victims, the faces that will live on in this community and should -- and many other communities for much, much longer than this period has happened. and one other thing i want to note is that in this press conference we learned that the body was actually found at 7:45 p.m. tonight, and then the notification didn't come out until hours later. and what law enforcement told us is that in that in between time, they were notifying the families of the victims of this to make sure they have this news but also the family of the suspect as well to make sure they have it. >> omar, thank you very much. i want to go now to congresswoman shelly who represents the district lisbon where the suspect was found. congresswoman, thank you for voning us. your reaction tonight to

and it's become all too common in these incidents. >> well, josh campbell, speaking of the fact that this weapon of war that john mentioned there, i mean, what -- what authorities do know he's armed, he's at large, maybe we don't know he definitely has it with him, how does this change this manhunt under way? the city's emergency alert went off just around 8:00 p.m. no word of them aprehending this system. >> armed and dangerous based on the nature of the circumstances. a mass shooting at a dance hallway, a gunman went to a second location and the weapon was left behind. authorities don't call that all clear, the suspect can have multiple guns. they're certainly going to be treating this situation as though this individual is still armed. these incidents have gotten resolved in a number of different ways. sometimes the shooter takes their own life, engaged in law enforcement and sometimes they surrender, we don't know how this is going to come to a resolution right now. as john mentioned a short time ago, all these agencies bringing their resources in this state of mutual aid, provid

. >>> we want to go now to cnn security correspondent josh campbell because, josh, you work counter terrorism fbi agent. walk us through how u.s. security agencies will be preparing for potential fallout of the conflict here in the u.s. >> boris, so as mayor adams in new york alluded there a short moment ago, there are actions that are seen and actions that are unseen and from a deterrent posture, we've seen in various cities increasing patrols at various synagogues and mosques and that is to show that force in case there are perpetrators out there who might be inspired to do things here at home and as far as unseen efforts there are agencies that work together on a daily basis to detect threats and i'll speak specifically about the fbi who is the lead counter terrorism agency and you can point to a map of the united states and where you point your fingers in areas that falls with in the task force and we will monitor global threats just to ensure that there weren't possible follow-on attacks. we would query sources who report on terrorism matters to try to get a sense of people reporting on

i want to bring in cnn's josh campbell who previously was an fbi agent who worked on missing personsases. you served on an fbi global response team investigating kidn kidnappings. where do you start looking into a case like this one? >> most critically it's intelligence. this is a complex fraught environment. there's still this fog of war. we've heard officials say they don't even know how many people are kidnapped, much less where they might be. we do know our white house team at cnn is reporting that the biden administration is sending advisers over that are experienced with hostage situations. i'm told by law enforcement sources a short time ago, that includes personnel from the fbi, all the personnel need to know where to go. that is what is happening behind the scenes right now in this fog of war. those are the critical components. you have to know where to send forces if a rescue operation is staged. you ideally also want to know the number of captors and the circumstances of the confinement. right now it just seems too soon. that's certainly something officials are working on.

. >> let's talk now with cnn security correspondent josh campbell. i will lean in early to your fbi shops as well because your experience is so vital right now is an ongoing manhunt. we do not know where this suspect is. we've been told where he is. this is a very fluid situation and everybody is trying to assess people injured. tell me about this identification of a person of interest. how significant is this now? >> it's interesting, because for a period of time that went by, authorities were not releasing the name of the suspect or identifiers. cctv footage where he allegedly opened fire inside of the bowling alley. you can see him there with a rifle. what is called a magazine. it contraption in the weapon that holds any ammunition. a large capacity magazine. meaning this individual potentially had a lot of ammunition. where suspects will bring additional rounds of ammunition. we know with that number of victims. at least 22 people who were killed. numerous others were injured. this is somebody who appeared to have been intent on causing mass loss
