back with me now is josh lederman. aid near scare in new york airport.ve shooter situation. in that moment, that fear is so real, thankfully it wasn't an active shooter, but what do we know? >> reporter: what police say they have figured out so far was a shootout, they believe between two vehicles just outside the gates to nats park. one suspect was a woman actually -- one victim was a found at the scene, and two others showed up at the home with gun1409 wounds. police believe they are connected. really we're seeing an increase in gun violence, not only here in the nation's capital, but across the country with the latest incident this weekend. a 6-year-old girl in washington, d.c. was shot while riding her scooter, along with five others who were shot in that incident. >> people are saleming stadium officials for how they handled saul of this. they say it took way too long to communicate what they should be doing. is there not an active shooter protocol for something like this? >> there are absolutely protocols in place, but what we have seen time and ti

joining us with the latest nbc news correspondent josh lederman. josh, good morning. >> reporter: good morning. democrats are saying that all options are on the table, but those options are quite limited at this point, lyndsay, with beto o'rourke, the former congressman and voting rights activist saying that one possibility could be for democrats to actually leave the state of texas to try to deny the quorum needed to have this vote. that's similar to what democrats did at the end of the regular legislative session, but that tactic could be a stalling measure, but unlikely to prevent a vote from going forward in the long term on this voting measure, which includes many of the same restrictive voting elements that were in the original measure, including a ban on 24-hour voting. a ban on drive-thru voting. tougher restrictions for voter i.d. for people to vote by mail, as well as banning election officials from automatically sending mail-in ballot applications to people who haven't specifically requested them. now, president biden, he is coming under

let's go to nbc's josh lederman who's at the white house for us.just showing some video there, that was hosted by vice president kamala harris. >> reporter: the white house has been pulling out all the stops, alex, in its attempt to try to raise the profile of this issue and show urgency as civil rights activists are really losing patience, even as the prospects for getting something done through federal legislation in congress seem as dim as ever with senator joe manchin making clear this week he does not support a carveout to the filibuster to try to pass voting rights legislation, even if the white house supported it and even if every other democrat was on board. so we saw earlier this week president biden give that major speech in philadelphia in which he called protecting the sacred constitutional right to vote one of the top priorities for right now. we also saw vice president kamala harris meeting with those group of texas democrats who fled the state in an attempt to prevent that legislation cracking down on voting rights from being passed
