joyce hicks from the office of citizens complaints and a item one chiefs report. >> good evening. i'm greg your chief of police. i've been chief about two years. i grew up out here and went to school next door. i live in the district pretty much straight up the hill by hoover and certainly everything that happens in san francisco is important to me by you see it coming and going as i move around the district. our family grew up over by westportal we do come to this districts i take it like coming home. i'm going to a defer most of my time to the captain who's trying to hide. it's been my experience they will find you. so we've been busy. we obviously had the one week where we had the plein crash but pretty much out for our last commission meeting there was an incident at 888 brendan street where a young man went into a jeweler mart and killed two women and injured another. officers were on their way back to the hall of justice and shots were fired at the officers thankful nobody was hit. they did a great work and stood their ground and got him and the weapon into custody. the mail

i'm joyce hicks the director of the san francisco office of citizen clanlts in addition here this evening it senior investigator ed. it's a pleasure to be here this evening to speak with you about the office of citizen complaints. i've been to this empathies community meeting in the past to talk about the occ so bear with me if you've heard this before. the occ is the third largest civilian oversight of law enforcement allocation in the united states only sewer passed in size by new york city and chicagos civilian oversight agency. the office was created by a board of supervisors sponsored chart amendment in 1982 so it was adopted by voters to have an office of citizen complaints. we're thirty years old we're became fully operational in 1983. we were originally with the san francisco police department but placed under the commission straight from the police department. the police commission is also a civilian body. the function is to assist the trust for the public by being the bridge in matters of police misconduct and police policies. to that end the mission is to insure police accounta
