met by the cpb officer and expelled in many cases brought in many cases dropped off here in ciudad juareznly to try in a few cases to try it again. we have seen it many, many times. and what should happen on title 42 is that it goes out and title 8 comes into effect, and so whaps inwhap -- so what happens is they come in and claim asylum under title 8, and as it is being reviewed, they could be disqualified for saying that their claims for asylum do not meet the stakes, and so then they are barred from being deported for five years. so that is the shift that they are expecting to see coming into place, but the reality is that they are not basing the schedule around any sort of u.s. policy at this point, because they have seen it going back to november and december when we were looming the deadline and extended two time, and here we are in may of 2023 and many of them have spent months to try to make the journey. i have mentioned the barbed wire behind me, and so we have captured these images of folk, and two women in particular trying to go over the rio grande, and they go under the barbe

i just want to start with the live pictures of what it looks like in juarez, mexico.migrants waiting. that is an incredibly small fraction of those who are waiting, and those already there. you've got thousands of migrants already on the streets of your city. what is your latest estimate, mayor, of how many more migrants could be on the way ahead of thursday's deadline? >> you know, erin, i traveled to ciudad juarez last week and went to the shelters and the shelters were empty. the second largest shelter that i visited had about 20 asylum-seekers and the rest of them were out on the street. so there are thousands of them. based on the report that i have, there's about 10 or 12,000 right there at the border. the reason they don't want to be at the shelter, they don't want to miss that opportunity to come to the united states because they're under the false pretense that if they get here before title 42 expires they'll be able to stay here. and that is not the case. the borders are closed today and the borders will be closed after title 42 expires. but there's thousand

let's go to gustavo valdez, in juarez, new mexico.saw you there talking to one of the migrants getting ready for this policy to change. what are you seeing now? >> reporter: well, we moved about 15 miles from where we were earlier. that was an old point of crossing for the migrants. that was an easy crossing into the u.s. to turn themselves no t in to border patrol. now they are now at what is now known as gate 42 along the juarez/el paso border. what we're seeing right now are some people who are seeing an opportunity to sell food to the people waiting on the other side of the barb wire. the barb wire was installed to make it difficult for people to cross because once they are on that side, they are already into the united states. the border patrol we've seen in other places sometimes just come, pick them up, and process on the u.s. side for whatever next step is for these migrants. you can see here, there are no officials, there are no agents, either state, local, or border patrol waiting. some people have been shouting at us, askin

i spent some time with a family yesterday at a shelter in juarez.y've been waiting here five months. they left their town in mexico because they say a cartel was going to kidnap their 13-year-old daughter. she was there and during this interview she was so terrified you could see it in her eyes. they say they have proof that they have to have asylum in the united states because if they go back to their town their daughter will disappear. they have their meeting set for saturday with border officials, but they said they had to apply through that cbp 1 app. they said at first they couldn't even figure it out, that other migrants started crying because it was so complicated. they actually had to take a class at the shelter to learn how to use the app to make that appointment. it's one of the new methods, the new steps the biden administration is imposing to sort of slow the surge at the border here under this historic record number of migrants coming into the u.s. >> tom llamas, wow, thank you for that powerful report. it is such a desperate situation
