i want to thank merrick carey and the lexington institute for allowing me to address you today. it was almost 15 years ago in july 2003 when president. george bush's commission on the u.s. postal service issued a report to congress making 35 legislative and administrative recommendations designed to ensure the efficient operation of the u.s. postal service while minimizing the financial exposure of the american taxpayers. the forward of that report made note of the fiscal outlook, the depth of debt and the downward trend in first class volume. at that time i was working at-- as the deputy staff director for chairman susan collins. i also served as the principal advisor to the senator. on postal issues. together with ranking member, a series of committee hearings was conducted based largely on the legislative recommendation. the report essentially served as the starting point for what would become the collins carper postal reform bill. finally, the senate had a companion bill to the house postal legislation introduced several year-- several years prior. i will not bother repeating the rest of the story as most of
