julie, speaker johnson does not have many votes to lose on this. and he's already lost a few.of success here? >> reporter: he already lost three out of four, to be exact. republicans who did not waste any time after their plan was unveiled to them, to make their frustrations clear and known. and the reason they are opposing this is because of the lack of spending cuts in this bill. there are none. effectively, this is a two-step bill. it is a laddered cr. the top democrat on the house appropriations committee just a few moments ago saying she was bewildered by this approach. she said by adopting this approach, speaker johnson is setting up a system that will double the number of shut down showdowns. that being said, though, it is clean. it doesn't include budget cuts. it doesn't include partisan policy writers that democrats were nervous about. speaker johnson would throw them in there to get the support of these hard-liners. and senator chris murphy talked to our kristen welker this morning about. look at his reaction. >> i don't like this laddered cr approach. it looks gimmi

really see in the next couple of hours, as we see this bill text hopefully, what johnson's plan is all about. >> okay, julie, when we get word of this bill, you're getting some reporting from this call, let our producers know. we'll get you back on as quickly as we can. we are certainly anticipating and curious as to what exactly speaker johnson's gonna lay out here to avert government shutdown. for now, julie tsirkin, thank you. i want to get right at the texas democratic representative, greg casar, to talk more about this. congressman, thanks for joining us. we appreciate it. we got a couple things to talk about. i want to talk first about what i just talked about my colleague, julie tsirkin, awaiting this plan coming from speaker johnson. the first time we're going to see him, hear him, lay out what he wants to do to avert this government shutdown. this to teared cpr that would get us through into the new year, i believe into february. what are your thoughts on this? i want to be clear, obviously, we've got the text of what he the plans layout. this is our reporting indicating this is what he wants to do

. >> and so, julie this was johnson's first real test as speaker.ine comes up. it is a split cr, right? >> reporter: that's right. you have one funding cliff january 19th, that gets some of the government funding agencies -- some of the government agencies funded until then. then you have the whole bulk of them expiring february 2nd. that means we're looking at the prospect of two shutdowns rather than one. this is something democrats wanted to avoid when looking at this staggered two-step continuing resolution. certainly that punts a lot of work until after the holidays. lawmakers are pretty much saying let's enjoy our holidays now. back when they're back in january after the christmas break, they're going to have a lot of work to do, especially when it comes to those spending bills for a full year agreement. >> and what are lawmakers saying about all the chaos that broke out on the hill yesterday? >> well, that's part of the reasons why i think lawmakers are so quick to get out of here, because really tensions have boiled over so much to the point

eric johnson in july of 2021, doj established a task force to combat and prevent threats and attacks.re was marketing campaign fbi launched that said threat against an election worker is a threat to democracy. we hope that is the case, that came to fruition, tax dollars and resources were successful here. the fact remains, there is a huge vulnerability with election workers and judges. judge salas, her family was shot. the list goes on. the point is, there is not deterrent happening. the fact fentanyl is easy to get. the fact people feel embolden to arrive at judge's door steps and use election envelopes, tells me task force is not enough. we need deterrence we will not stand for it in a nonpartisan way. we have yet to hear them come out in that way. >> harris, the timing of this -- >> harris: that is what i was talking about. >> election day on tuesday, but ballots are counted on wednesday and thursday. >> harris: two days later. >> we need to deal with this in the moment and anticipate what happens if it is a year from now and counting ballots for a race and this happened day or two

julie tsirkin for, us thank, you jackie. we appreciate that. let's talk about speaker johnson for a moment.ut his rise to speakership. we're learning more about louisiana representative, johnson -- apiece and vanity fair detailed his concerning background by being virtually unknown before. now he's far from an idle threat. i want to bring in the author and friend of the show, the network and everything else. molly john fast. official correspondent for vanity fair in the host of the fast politics podcast. this was a really good read, molly. as i went through, it there's a lot of -- we did a deep dive into speaker johnson last week and talked about some of the more inflammatory things he said over the past. you had susan cohen saying she is going to google him to find out who he is. he has not even met, as you mentioned in your, pc leader mcconnell. that is astounding. you read in your piece this, a guy who dresses like paul ryan, but acts like sydney powell. we talk me through that. >> well, he rose to fame and got on trump's radar with his work trying to undermine the 2020 election. this am

julie, we're expecting this vote as soon as this afternoon. what are we hearing from speaker johnson about this plan? >> reporter: well, this press conference will be unique in that we haven't actually heard speaker johnson take questions from the press yet. so this will be really the first opportunity for us to be able to press him on all of these issues including of course israel aid, which is expected to come up for a vote later this afternoon. this morning first they're going to get through some procedural hurdles when it comes to that. one of the biggest issues facing speaker johnson is that he decided to couple the aid to israel with offsets with spending cuts, in this case cuts to the irs, which is a central point of president biden's inflation reduction act. that according to democrats, they're calling it a poison pill, and i talked to one republican, for example, a moderate congressman, nick wa low ta of new york who told me he would vote for that bill with or without those spending cuts. republicans here trying to put democrats in a tough spot, particularly jewish democrats

continuing resolution, something that conservatives here in the house are giving speaker johnson a hard time over. >> julie tsirkin on capitol hill, thank you very much. >>> this morning, the fbi and u.s. postal inspection service are investigating letters containing suspicious powder that were sent to election workers in at least six states. yesterday, officials said that at least one case the powder tested positive for fentanyl. ken dilanian is with us this morning. do we know who sent these letter and why? >> the fbi and the u.s. postal inspection service are investigating. they have not disclosed any suspects. the why appears to be domestic terrorism, that's what state election officials have been saying, an effort to terrorize election workers and stop them from doing their work. there have been reports of suspicious envelopes in washington state, oregon, texas, georgia, california, and nevada. there are more than one instance of the substance in these envelopes testing positive for fentanyl. and as you know, this is coming at a time when election workers have already been subject to heightened state

this is coming as newly minted house speaker mike johnson is struggling to unite his conference on some sort of a stopgap bill. joining me now, nbc's juliein. of course, her post up capitol hill. welcome. so, we have speaker johnson, who is slated to hold this call with house gop members at 3:00. are there any indications of what this plan includes? and what democrats are saying, if this plan falls short of some sort of a clean stopgap bill? >> well, the new house speaker facing his first big test since getting big apple two weeks ago has been really keeping his cards close to the vest. but i've heard from several sources that the plan that he is most likely to reveal to his colleagues at 3:00 is a so-called lettered continuing resolution that would extend funding levels for different agencies at two separate times. the one he's thinking about it's going to have some agencies -- until january, and funds others funded until february. you can imagine this is a logistical nightmare and democrats in the white house, in the senate, and certainly among house members were already pushing back on that idea. here's jasmine crockett, who you talke

house speaker, mike johnson, is under pressure from both sides of the aisle with just five days until the latest crisis in washington comes to a head. nbc's congressional correspondent julierkin has the latest for us. good morning. >> reporter: hi, willie, good morning. speaker johnson's new proposal to avoid a government shutdown needs to make its way through the house and the senate. but getting members from his own party to sign on may be the most difficult part. unveiled saturday, the speaker's proposal does not include any budget cuts. that's welcome news to democrats, but it also means congress would face more deadlines for possible government shutdowns in the future. in johnson's plan, some government agencies would be funded until january 19. in others, until february 2. the approach is something hard line conservatives hope would force the senate to pass individual bills instead of those massive spending proposals. >> it would appear the two-week honeymoon for speaker johnson is over now and he has to rally the votes. do you think he can get this bill passed before the deadline on friday? >> reporter: willie, five days out, that's really the big question. i'm tol

johnson again said this is about being honest with the public. >> i want to ask you about george santos as well, julie have you. with the chairman of the house of the committee filing this motion to expel santos from congress after the committee released its scathing report yesterday. we know that santos has already survived one expulsion vote, the question is, can he survive yet another? >> i don't think. so you already had more than a dozen republicans in the minutes after this report was released saying that the findings are just too troubling for them not to vote to now expel santos. the vote that could, by the way, happened as soon as lawmakers are back from the thanksgiving break. also, they are armed from a statement from speaker johnson that essentially said, if you want to vote him out, do it. that is certainly a change from what johnson said earlier when he said and other republicans said to that he deserves to process. certainly his trials in court in which he's indicted or not yet finished. the trial is happening next september. but it appears that this ethics report handed out by a bipart

julie, walk us through some of the key takeaways from speaker johnson's two tiered plan? >> well the big thing to know about this bill, just first and foremost, is that it is by all accounts a clean continuing resolution. meaning there are no budget or spending cuts in this bill, which is anchoring some hard-line conservatives. what it does, do however, is provide this untested structure of a two-step continuing resolution. meaning january 19th, some of the government agencies would run out of money. february 2nd, the rest of the government agencies would run out of money. so instead of working on one shutdown threat in the future, we are now operating with two, if this plan was to be adopted and go into effect ahead of that next friday deadline. this bill also does not provide any aid to israel. i am told that speaker johnson on the call with his members said that he still wants those offsets, he will remember that the house is able to narrowly passed a bill with republican and some democrats support for aid to israel, with those offsets attached, which the congressional

july. we're working. is a continuing resolution likely? probably. we trust mike johnson and his work.putting the committees on full force to get these before the senate so they can either act or not act. maria: okay. so in terms of that continuing resolution, mike johnson when he was with me a week and-a-half ago said that he would be willing to do a continuing resolution until january. i know that was the big heat within the house. many of your colleagues did not want a continuing resolution. would you say that everyone's on the same page, that you would actually see the votes for something like that? >> we weren't on the same page, to be honest with you, under gavin mccarthy because we didn't think it was genuine, we didn't think -- there wasn't any excuse to be at this deadline. we have thanksgiving and christmas coming up. to answer your question, yes, i think we are. i think it will probably be january or february which will give us time with the holidays coming up to get numbers in place for the senate and i think the -- it will pass the house, as you can see the latest bills th

julie tsirkin has more. >> hey, alicia. six days ahead of next friday's government shutdown, deadline, we finally have a plan from house speaker mike johnsonw he plans to avert that shutdown deadline. he talked about it with his colleagues, republicans, on a phone call a couple of hours ago. laying this out. he's polling at a two-state continuum resolution. that's because on january 19th, half of the agencies, roughly, health will run out of funding. then on february 2nd, other agencies will run out of funding. it's really an untested situation. democrats certainly not in favor of it. in fact, a couple of moments after this pummels revealed, senator brian schatz, a democrat on the senate appropriations committee, posted on x saying, quote, we are going to py a clean short term cr. the only question is whether we do it stupidly and catastrophically or we do it like adults. now, it is clean. meaning there are no spending cuts and this bill. that's something that was a red line for democrats. house democratic leader hakeem jeffries at the end of this week told me the only thing they'll except it's a plan that maintains spending levels on curr

johnson's own party. joining us now from capitol hill is nbc's julie tsirkin. off without some drama of course in the house and the new speaker at the helm there. his bill is heading to the house rules committee for a hearing later on this afternoon. it seems like this was a move to really unite house republicans. i think the question is is it actually working? >> well, and it still can unite house republicans. you talked about marjorie taylor greene and tom massey, he could still get the votes needed for this israel stand alone aid to israel to pass in the house. the question is will it get anywhere in the senate. you have republicans over there who are divided on this issue. in fact, senator lindsey graham, a staunch, staunch supporter of ukraine. he is not in favor of separating those two. there are other republicans echoing in that chorus, speaker johnson for his part will have an opportunity for the first time to meet with senate republicans, two sources told me he's attending republican lunch later this afternoon. to many of them he's still an unknown ent

johnson and kevin mccarthy are in a much different position. kevin started the speaker in early january. the appropriations bills weren't brought to the floor until late july took an august recess. we got back in september and passed a few, and the cr came about because kevin mccarthy wanted an omnibus bill. he delayed the rope appropriati process to have an omnibus bill. mike has inherited this mess and doing his best to get appropriations bills past and working with democrats to keep the floor open. completely different story. >> separately but sort of together, this kidney punch that congressman burchett says he received from kevin mccarthy earlier today, burchett one of the eight in the gop who ousted mccarthy. mccarthy is denying his claim. who do you believe here? >> well, i believe the reporter who was present when tim was pushed or struck by kevin mccarthy. it wasn't just tim's view of what happened. it wasn't just a crowded situation where kevin was pushed into tim. so i think the reporter made the eyewitness account, and i believe that kevin, you know, while he was guarded by four police officers, went and, you know, did what he did, i guess. >>

security video released by speaker mike johnson is now online. 90 hours of footage was posted last night of the more than 40,000 hours expected. let's go to the nbc's julierkin who is on the hill for. especially, walk. and what are republicans hoping to accomplish by releasing these videos and how are democrats responding? >> house speaker kevin mccarthy had promised to do this before he was ousted. last we worry he granted access to most of these 40,000 hours of security footage from the capitol on january six to fox news. there was a lot of outrage not only for members of the media, ours included, but members of the public that this was only granted to this one media organization it was not granted further access to the public. now you have a new house speaker, a couple weeks to their tenure dropping this security grant. they are now making this public on a friday. heading into thanksgiving weekend. you can imagine that this is not something republicans want to keep talking about and keep it the forefront. for speaker johnson's part they put t a statement yesterday. they said, quote, truth and transparency are itic. today we will begin immediately post

julie tsirkin, thank you for that. >>> i want to bring in republican congressman ken buck of colorado. good to have you back on the show, congressman. i know you voted against speaker johnson's bill, and keeping the government open with the help of democrats, as we all know, is what sparked the effort to remove kevin mccarthy as speaker. why is it different this time around? some people have suggested, well, the caucus just likes speaker johnson more than they did mccarthy. what's your take on what happened here? >> that's one of the reasons, obviously, but there are other reasons. kevin mccarthy wanted an omnibus, and you know he wanted an omnibus because he didn't bring any appropriations bills to the floor in may. he didn't bring them to the floor in june, in july. i think we got one done in july, we got three done in september, but there was no time to finish 12 appropriations bills, get them to the senate. have conferences, get them passed and signed by the president by the time september 30th rolled around. this is a mess that mike johnson inherited from kevin mccarthy. it's a mess that mike johnson is trying to work through and he still is in the honeymoon period righ

julie, good morning. thank you for being here. house republicans are expected to hold a conference call today at the 3:00. do we have any details about the pending call? and the plan that speaker johnsonas set to release today? >> my conversations with various republican members who are anxiously bracing for this call -- this is really going to be the first opportunity to hear from speaker johnson on which plan he chose to fund the government to extend the government passed next friday's deadline. on the short term basis, there are a lot of things populating here. one of those is the ladder, staggered cpr. this is something democrats are rolling their eyes on because it would let be logistically complicated. the current thinking is that some agencies would be funded until january, others until february. there is also an idea of a clean cr. that is what you referenced jeffries say there, it's something he wants to see happen. i'm told the senate already began work on processing that. they will take votes of next week as they wait on the house to figure out what they are doing. >> julie, how is the senate reacting to what is going on in the house? >> the senate is currently bracing for
