. >> reporter: julie found purpose advocating for legislation in california to require a sixth test be added specifically for fentanyl. called tyler's, it took effect this year. california is the first and only state that requires fentanyl testing be added in the er, something advocates hope expands nationally at the low cost of just 75 cents per test. dr. roneet lev partnered with julie on pushing the legislation through. >> it is simple. every hospital in ameriica coululd do iit tomorroow if thhey wanted to. >> reporter: josh saenz one of the tens of thousands of americans who died from a drug overdose. the majority suspected to involve fentanyl, according to the cdc. >> it turns out the hospital had not tested for fentanyl. >> reporter: his partner melanie yates testified on behalf of passing legislation in maryland to mirror california's law. >> we're undoubtedly going to have more overdose deaths because we're not testing for this. how are we going to make an impact if we're essentially blinding ourselves to what is actually going on? >> reporter: how often do you see patients that test positive for fentanyl that didn't know th

shreveport police department cleared tyler and the other officers of wrongdoing in that case. in julyrs wanted to know more about this video, showing tyler's patrol car exceeding speeds of 130 miles per hour. tylor says he tried pulling over a car for a modified exhaust, a minor traffic violation. the personnel file notes that he did not have a description of the suspects, and tyler didn't know what he was chasing. as part of the departments investigation into tyler's handling of the incident, he was interviewed by internal affairs. >> it was basically a smooth pursuit, it was just excessive -- >> way too fast. >> got you. >> the department found that tyler violated department policy during that pursuit, and then there is this, one month after the pursuit, investigators say that officers were racing each other for fun when this happened. >> you need to get over here really quick. >> you can see a bloody, groggy officer tyler being helped from his patrol car. he lays flat, then another officer comes over to help him. according to investigators, officer tylor was driving his patrol car

welcome, everybody, i'm tyler mathisen in for melissa lee, and this is "fast money" live from the nasdaq market site. on the desk, steve gras sew, karen fineman, welcome, everybody. julie, good to see you. and we begin with a resilient start to the week for the markets. the dow rising for a third consecutive day up about 195 points. the index now within spitting distance. i don't really like that phrase. >> it's too late to worry about that now. >> i said it, there you go. erasing its losses for the month. the s&p also higher with energy and financials leading the way. nasdaq the only major index in the red, but it was off the lows of the day and only off about a half a percent. the strength coming as bank stocks continue to rebound, money centers and regionals both higher after first citizens finalized a deal to buy the assets of a collapsed silicon valley bank. shares of bank of america, not everyone thinks the strength is going to last. mike wilson in a note today warning that a severe deterioration in earnings will drag markets lower saying we think guidance is looking more and more unrealistic and equity markets are at greater risk of pricing in much lower estimat
