i'm juliette goodrich. >> i'm frank mallicoat.5:30. >>> we have a crew following some developing news in redwood city this morning. kpix 5's cate caugiran has the very latest on the investigation into a deadly boating accident. cate. >> reporter: that boat called the bella is docked behind me. redwood city police here standing by. we also know that investigators were here overnight trying to figure out what happened. the coast guard tells us this 42-foot boat, the bella, struck a buoy that caused the mast to collapse on to one of the passengers. that's when the mast collapsed falling on top of one of the five people on board. that person later died. another was injured. the three others on the boat were able to free the boat from the buoy and were not injured. the coast guard says there was a nearby usgs boat that transported some of the crew to safety. redwood city police will be handling this investigation. so far the victim has not yet been identified. reporting live in redwood city, cate caugiran, kpix 5. >>> 5:31. let's check

. >> i'm juliette goodrich. >> da lin reports from oakland. >> da, we have learned bart is facing more than $200,000 in fines for the death of the two workers who were killed on the track last october. >> reporter: that's correct. cal/osha basically saying that bart is responsible for the deaths that those two workers. cal/osha handed out three citations to bart after the workers were killed in october. the workers christopher shepherd and sheppard and lawrence daniels were killed at the walnut creek bart station in october of 2013. it happened during a bart strike so a trainee was operating that bart train when it hit the two workers, cal/osha gave bart three willful serious violations today. the first is that the workers were not qualified to do the work they were doing that day because they were not electrical workers and they were working near the third rail. the second violation is the trainee at the controls was operating the train by himself. cal/osha says the trainer was not with him. he was in a passenger car at the time of the accident. cal/osha also says that the trainee did
