kpix 5's juliette goodrich is in oakland where water wasters might be cut off. juliette. >> reporter: hi, veronica. you know, east bay m.u.d. says this is just an added level of alert to all of us, anyone and everyone that's about to use water at this very second. now, today there was a public hearing at the east bay m.u.d. utilities district. they listed the emergency drought regulations they say customers have cut back by 10% since february. but statewide, we still need to step it up. so here we go. the new emergency regulations would make it illegal to flood pavement with runoff or water lawns more than twice a week. customers would also be required to have shutoff nozzles on hoses when washing their cars or boats. now, no fines are involved, but the district could install flow restricters on mains leading to the homes of persistent water violators. >> we do have the authority to restrict or cut off water from people who are egregious water wasters. that's not appropriate during the drought. >> reporter: how many times have we seen this on the back of a car, "

i'm juliette goodrich in for michelle. she will be back on monday. >> yeah, thank goodness. friday is here. >> hi, everyone. i'm frank mallicoat. and we are going to kick it off with traffic first as we have a big situation on 580. >> it's still out there. this accident has been out there since 4:00 this morning. we'll start off "kcbs traffic" once again with chopper pictures where big rig tow trucks have just arrived on scene. this is in the eastbound direction. around 4:00 this morning, when this accident happened, west 580 at versus ceo, the big rig overturned and right there, the trailer ended up in the eastbound direction. now, the westbound commute most of the lanes are now open but it is still backed up through the altamont pass and the chp hasn't issued an estimate as to when they hope to have this trailer cleared from lanes. so expect delays as well for that eastbound direction along 580. now, we have better news for san francisco's muni. power has been restored on the muni metro line. there may be some delays still but train service has been restored in san francis

. >> i'm juliette goodrich. liz has the night off.has been in the middle of it all. >> reporter: tonight the protest is continuing. marchers have crossed over into berkeley after a protest started here at oakland city hall. let's look at the picture of the berkeley protest. just moments ago, protesters still marching into the night to make a statement about police brutality in the wake of the shooting death of an unarmed teenager in missouri. the marchs all started in oakland earlier this evening. organizers told us early on they would not encourage vandalism but that they wouldn't stop it either. most of the marchers out tonight were impassioned but peaceful. they were met by police and highway patrol blockades meant to keep them off of freeways l. was some vandalism. a patrol car spray painted. some buildings down up to spray painted. a few people were briefly detained and it was pretty violent. >> thrown on the the floor. we ain't doing nothing. we weren't doing nothing. they were pulling their hair anering. >> city is not in dange
