i want to bring in cnn national security analyst juliette kayyem, an assistant under secretary for presidentre? we heard president biden say a couple of days ago this isn't about deterring putin right now in the near term. so what does it mean for the long-term? >> so i think we have to look at this war now on many fronts, of course the most significant and, you know, the most hard, the most tragic is of course the military conflict we're seeing in ukraine right now with russia's aggression. but there's -- i was writing it down -- financial, diplomatic, legal, cyber, covert, humanitarian efforts all going on simultaneously. so it can seem really confusing. so when the president says strategic he's essentially meaning all the other aspects that we can put pressure on russia and putin that are outside the battlefield. and one of those ways is, of course, the financial way, which is you saw a lot of activity about that today. and i think, you know, there's different specifics to each of the pieces they did. s.w.i.f.t. in terms of impacting transactions, which just for those watching, the impact

juliette kayyem and scott jennings. i gave you the juliette kayyem.. i don't want to leave any of that off for you. now you are both here. let me begin with you, juliette, because it's so important to lean on your expertise in particular on this issue and with homeland security related. what is your thought about the idea of equating people who are unruly based on the mask mandates, et cetera, with perceived terrorists? what is your thoughts? >> so unruly is a really nice way of putting disruptive and dangerous. unruly makes them sound like they're playing their music too loud. what we're seeing in a lot of these instances is essentially criminal behavior in a dangerous instrument that if things go wrong on an airplane, they actually can go terribly, terribly wrong. the no-fly list is about disruptive or dangerous airport behavior. it started off or was triggered by, of course, the terrorist attacks of 9/11. but that's acting like nothing has changed in terms of our threat environment for the last 20 years. anyone in homeland security knows homeland s

joining us now to discuss, former assistant dhs secretary, cnn national security analyst juliette kayyemhis, how does it fit into the broader threat and how seriously do you think authorities should be taking these? >> so you have to take them seriously, it is coordinated, right? monday, howard university gets a threat and by tuesday you have 12 additional hbcus. colleges and universities you were reporting on at ucla often get threats. it is the coordination that was troublesome and the universities and colleges are forced to react in different ways depending on their perception of the threat. some of them close down, some of them delayed for a couple of hours and that's a disruption to the educational opportunity afforded students at those schools. >> we'll talk about that, and the consequences of this. thankfully no bombs have been found or have gone off, right? the amount of resources that go in to effect on all of these campuses, as soon as the calls are made, and not to mention the fact that students and teachers are deprived of doing their jobs and going to classes. what impact do
