justin, talk about that. >> correct. so really importantly, there are less people being infected with hiv. so we had a 42% drop in the last five years since 2008 in new infections. 2012 is the latest data we have. there's a 30% drop in that same time period of people progressing to an aids diagnosis. so people are living healthier, longer. that means that we have more people living in d.c. with hiv. it's because they're living longer and healthier lives. one of the reasons the walk is so important is we have more work to do. >> are there any populations where you're seeing an increase in the numbers? >> yes. more broadly, at least probably about one in five people in d.c. and across the country don't know they have hiv. and that's really important. >> and that's been a persistent problem? >> it's been a persistent problem. that 15 to 20% of people who don't know they have hiv are responsible for about half of the new infections of hiv. if you have people in non-care, non-treatment, they're more likely to infect somebody.

here in new york is justin elliot, he's a reporter for propublica and one of the lead authors of theirw investigation, "the red cross' secret disaster." and in santa fe, new mexico, we're joined by richard rieckenberg. he is a former disaster expert with the red cross. he oversaw aspects of the organization's efforts to provide food, shelter and supplies after the 2012 storms. justin elliot, layout your findings. >> this investigation is based on the red cross is internal documents and after action reports, e-mails from the time, and also interviews with a lot of officials that were involved in the sandy response as well as victim in new york and new jersey. we found -- first of all, the red cross botched key elements of its mission to provide relief after the storm. i think most disturbingly, we found one of the reasons for that was the red cross's leadership has become so assessed with burnishing the brain of public relations that it has undermined the disaster relief effort and undermine some of the people on the ground ike richard who were trying to ask delivering aid. >> could you

i have on the line freelance journalist justin link justin is barricaded inside the parliament cafeteria. are you there? >> yes. >> you are inside the cafeteria. what can you tell me. are there others there? how many? >> there's two dozen of right now. this morning was very frantic. we kind of ran in here a handful of us were in here already. i was making my way down to my office which is located pretty much near the hallway where the shooter was taken down. what we've been told he was taken down. i had a member of parliament run up and say there's an active shooter. get inside. he kept running evidently to tell others. we came back here and barricaded ourselves and huddled in the back of the room. so, you know, we're not sure if she's -- we're not sure if there are any active shooters in the building. i believe there is not. there's a frantic energy here. we're a little more relaxed. nothing has been awhiled. we are waiting for police officers to complete the sweep of the building. >> how close were you to the shots that were fired? >> at one point while we were barricading ourselves in

on skype, justin, a political reporter at the scene during the shooting and epic scholar and leader of the muslim community. thank you all for being here. with the announcement by the police this was an act of the loan gunman and arrived to the conclusion within 24 hours, first, how confident are you that they are correct given the eyewitness accounts? >> well, i guess it comes down to lone actor. one person doing the deed and after consulted and discussed with someone else or several others in which case it wouldn't be a lone actor. it is a definition thing. >> that is the second question, if one person acting alone, that is what the groups like isis are calling for, they have called out canada, u.s., and uk, how do you know if they are directed by the groups of isis? >> well, formal and informal, that is another question. so what we are looking at, did isis operator directing the attacks or that the two didn't know each other and self-acted based on open declaration made by the group. the truth probably lies in the middle. there are information that the two were indirectly communicat
