this sets up a bizarre chain of events, "eyewitness news" reporter justin finch is live at the scene this one has us scratching our heads. >> reporter: jim, very confusing story here, actually getting cleaned up here on 15th near parish street. this car was just park here this morning, when it was struck by a vehicle that was involved in that crash at north brown and broad involving those two officers. i will backup and tell but that in a second here. here's how that happened at north broad and brown street. this morning we hear two officers who were wearing plane clothes were in an unmarked pickup truck south toward central detectives and at that point they are struck by a dark sedan. that sedan left the scene, leaving those two officers injured, a white vehicle arrived to that scene and the driver got out, leaving his car actual any drive. that car continued to roll role slowly southbound on broad and that is when two men just jumped in that car. they got in that car heading south on broad. they moved around fairmount here and came around here if this street going north which goes

"eyewitness news" reporter, justin finch, joins us live, from the scene, where officials are taking the first step toward a lasting memorial honoring those victims. justin? >> reporter: brooke, jim, good afternoon, a honor indeed. mayor kenney and organizers here today were very firm that negligence with a a key to contributing factor in the june 5th 2015 collapse. they say this memorial once it is finished will stand in honor of those six killed, and more than dozen injured, and will also serve as a reminder that such an event can never happen in this city again. now, in the crowd this morning, a mix of supporters as well, as loved ones of those six killed, and also, 14 or so injured. on that june day, this site here at 22nd and market, was a salvation army store with customers and staff working inside. meantime, demolition outside causing the collapse, the salvation army has since donated the land here at this site, worth some $700,000, to that memorial. additional funds also raised to help kick start that construction set to begin soon with the goal of turning this area into a site o

"eyewitness news" reporter justin finch is live outside a id with the latest on the investigation, good morning, justin what do you know at this hour. >> reporter: well, brook and jim, good morning. somewhere out there philadelphia police say there is a driver, who likely knows that they struck a man, and then dragged him, and then left him for dead. they do now have that vehicle in their custody. and new police want the driver too. this is all beginning late last night at aramingo and lehigh, just before 9:30 p.m., 24th district police responded to reports of a hit and run, with injuries. on the scene they found a manage 35, clinging to life with several injuries, and then also, unresponsive. he later died at hahnemann hospital. eyewitnesses helped police fill in the critical gaps the two crash time line telling police that at aramingo and lehigh they saw a metallic pontiac as tech suv going south on aramingo and right on to lehigh. in making that right turn the pontiac struck the 35 year-old man, who was on a vespa style motorbike they say. after some searching police did find that po

"eyewitness news" reporter, justin finch, is live in the cbs-3 sat center breaking down new report. good morning, justin. >> reporter: good morning, brooke, jim. many factors are under investigation this morning, the ntsb presumed some details will change as it continues. had permission to work on the chester area track, the question now, was there a warning? the ntsb reports the crew was assigned to track repairs including the removal of mud spots. the agency finds crews had clearance to do that work between april 1st and april 4th. the morning of sunday, april 3rd, crews were working on track two, which was supposed to be out of service. the ntsb says alert system was set to be in place for remaining tracks, one, three, four. addition patcher with warns oncoming trains to protect the back hoe and crew, but somehow amtrak train 89 struck the back hoe crew working on track three. despite the engineer pulling the emergency brake, the back hoe operator and supervisor were struck and killed. now, amtrak 89 was not speeding going at 106 miles per hour below the max of 110. the train was
