. >> senator kaine, i don't want to just focus on tactics, i want to focus on news and developments, where in the budget deal is there room for compromise? >> david, first i think it is important to look at the steps that all the sides are taking toward one other. so at year end, much not to like about the bush tax cut deal but it was compromise. the house early in the year decided they weren't going to use the threat of repudiating debt ads leverage anymore. that was positive. the senate said we'll write a budget again. i think this week you're going to find us working out an fy-13 budget. we've been working off the cr because we wouldn't reach an agreement. you'll see both sides work that out and you're going to start see both houses put out their budgets, laying out visions for how to keep the economy strong and also deal with the deficit. the two house budgets will be different. we put our paychecks on the line if we don't pass budgets by mid-april, we'll all stop getting paid. then we'll have a conference where we can put the two visions on the table. but i do agree with what to

kaine: thank you, mr. president. i rise in support of the work that chairwoman mikulski and the appropriations committee have done, and the place they'll bring us to on the floor of the senate this week as we take an important step forward to fix the fy 2013 budget. i will be meeting tomorrow as many legislators do during the course of the year with my governor. all of the sr-pblg delegation will be sitting -- all the virginia delegation will be sitting down with governor mcdonnell and he and the state will consider this good news as we talk about this work product. i made my first speech on the floor about two weeks ago and it was a speech that was kind of a plea, a plea to avoid the economic self-inflicted wound of sequester. as all knows, we were not able to do that at the time. there were two bills and neither of which were able to get sufficient votes to move forward. the nextgenive consequences from that sequester -- the negative consequences from that sequester have been felt in the commonwealth, whether it is

let me -- representfully, i uld want to reiterate what senator kaine had it is a. i think the $2.4 trillion assumption that -- of what we have done is at the high side. when i worked on -- i think it is a bit lower than that. but i could imagine the response we would get from our colleagues and from the press if we came in here and said the chairman's mark starts at that we've done $3.6 trillion in deficit reduction and we only have to do $400 billion more to get the mark. we would be laughed out of the room. nobody leaves that but current law would have that assume that. i think it is reasonable to say let's go with what the president, what the press, those of who who are around $2.4 trillion in deficit reduction. we need to get it at at least $1.8, i would argue more to get us in those marks because the $4 trillion was based on a higher number. i don't think the idea that a whole new set of assumptions were dumped into this budget is fair, right, or reflective of the -- this policy discussions we've been having in the last four years on this topic. >> senator the

i know senato senator kaine ande talketalked about this previous. it is so important for every member of this body to understand. senator kaine just said additional deficit reduction is heeded. he is exactly correct. this budget has no additional deficit reduction. they claim they've got a balanced approach. they have a used that word now 40-some-odd times, "balanced." this budget never balances. it does not balance in ten years, 15 years, has no vision that would even lead to balance. it remains unsustainable in terms of adding to the debt every single year, resulting in our one-year interest payment in 2023, $800 billion, more than the defense department, well more than the defense budget is, surging interest from around $250 billion mao t to-- $250 bi0 billion. so we don't have additional deficit reduction in the budget that we're being asked to vote on. senator kaine said can we make cuts? yes. well, i would say we can make more cuts. but we don't. yes, there's some reduction to some programs but a net, no reduction in the budget. so it doesn't
