i want to turn to cnn's fred pleitgen in kyiv and kaitlan collins at the white house this evening. fred, i'll start with you because we are getting new video out of kharkiv showing the aftermath of the intense shelling and also hearing about intensifying air strikes in kyiv. what do you know? >> reporter: yeah. don, the situation in kharkiv is one we've been reporting about quite a bit. it has been catastrophic for a very long time because the russians are essentially trying to encircle that city and have been attacking with heavy weaponry for an extended period. you were just talking about the fact that the local authorities say the city was shelled 47 times throughout the course of the day. we can see some of that video. just the flames out of the impact craters. what we're hearing from local authorities that it was not just 47 times that the city was shelled today but they had more than 380 rocket impacts that happened so a lot of this is going on from multiple rocket launching systems and that is one of the reasons why you're seeing the big flames and the big craters because th

cnn's kaitlan collins reports from the white house. >> reporter: despite this warning from russia that continues to send more weapons to ukraine, they would risk these unpredictable consequences, you are seeing the united states continue to do so because we do expect in the next 24 hours that first shipment of the latest authorization from president biden of those $800 million in military assistance will arrive in ukraine. and this is the package that is much more sophisticated, heavier duty than some of the previous ones we've seen from the white house since the invasion started. and of course in the weapons shipments they sent before the invasion actually got under way. that's a new shipment. it's tailored to what the white house is expecting to be this major ground offensive in eastern ukraine. but this is exactly what russia was warning about in this memo that i'm told was sent to the white house on tuesday. it's notable that the next day was when president biden announced this $800 million in new assistance, clearly undeterred by russia. but this does come as the white house says

but we'll hear first from chief white house correspondent kaitlan collins. >> reporter: on wednesday,a new sanctions package on russia after those horrifying images emerged from bucha and other places in ukraine of these atrocities committed by russia. and we are told that this new passage will be done in conjunction where the european union and g7 allies with the united states. but for the united states' part, this is going to include a ban on all new investments in russia, and tightening of the sanctions that are already in place on these russian financial institutions and state-owned enterprises, and also more sanctions on russian government officials and their family members. and that latter part has raised some concerns about whether or not about some questions about whether or not that would actually include two of putin's daughters who the european union has discussed sanctioning. of course people have asked the white house if that is something they are considering doing, but the white house has not yet disclosed that. we should note as the white house is continuing to tighten

kaitlan collins joins us with that.ouse announced another $800 million worth of aid today. what does this aid include? how does it stand out from the previous rounds? >> reporter: it looks different than what we have seen before. this is hundreds of millions of dollars in new aid. we have seen this come time and time again before the invasion started, since the invasion. what's different about this package that president biden authorized today is that it has more sophisticated, heavier duty equipment in there. the white house says it's be design. what you are seeing in ukraine is the russians are shifting their tactics. they are moving away from trying to capture the capital of kyiv, which they were unsuccessful in doing. they are moving east to what the white house and pentagon are describing as more open terrain. they describe it like kansas when it comes to the battlefield. they are changing what they are sending the ukrainians as russia is changing its own strategy. they need other things, whether the ukrainians hav

we begin with kaitlan collins. very strong words from the president this morning. what comes next? >> yeah, this is the first time he's commented since these disturbing images have come out of bucha of the mass graves that cnn verified over the weekend. and president biden is doubling down on calling president putin a war criminal saying that all of this, all of those pictures that you just showed there, john, need to be documented. so they can be used against putin in a war crimes trial. and he did stop short of going as far as some of the other leaders have gone, though. zelenskyy says he's clear this is genocide that's being committed. that's a comment echoed by the polish prime minister. but president biden declined to go that far. when asked directly if he considers this to be genocide he said, no, but putin is a war criminal. it needs to be brought to trial, for the russian president and also that he is considering further sanctions against russia. now that we've seen these disturbing images. you see the white house say, based on what they were seeing, would depend on how the

. >> kaitlan collins is at the white house. what is in this latest security package? >> it looks a lot like the $800 million package president biden announced last week and these two packages stand out for a reason from the other ones that you've seen the u.s. send to ukraine. they have a lot heavier duty equipment included in them. including this heavy duty artillery. heavy artillery that's going to be included. dozens of these howitzers. about 72 of them. 144,000 rounds of ammunition to go along with that. and dozens of these tactical drones as well. all making their way to ukraine. all in hopes of helping ukraine fend off russia in what the white house and what president biden was talking about today is the second phase of this invasion. what they believe, of course, is going to focus less on the major cities like the capital of kyiv and more on that eastern region where they believe it's going to be more of a different kind of terrain. where the president says maybe it will be more limited when it comes to geography, but when it comes to brutality, they do expect

cnn's katie bow little lis on the russian interference story, cnn kaitlan collins at the white house for us and in london matthew chance on the teacher facing prison time. clarissa, what's the mood in the ukrainian capital tonight now that a senior official says the russian offensive in the east has begun? >> well, essentially, john, all eyes ron the east, and everybod is bracing themselves for what this massive operation is going to look like. you mentioned those satellite images that have come in from maxar that appear to show this eight-mile long convoy pushing down east of the city of kharkiv bearing to the south. the theory is that basically as those forces push south, other russian forces, which are in the south will push north and essentially try to cut off a huge slice of this country. there has been heavy, heavy fighting in the town of iz yum. there has been intensified shelling in donetsk, in liugans. 66 inss of shelling in just one day. 11 civilians killed and among them a child of just 7 years old. so people now essentially holding their breath. ukrainian forces preparing

cnn's kaitlan collins has more from the white house. >> reporter: if united states continues to spendore weapons to ukraine it would risk the consequences. you are seeing the united states continue to do so. they do expect in the next 24 hours, the first shipment of authorization from president biden of $800 million of military assistance will arrive in ukraine. this is a package much more sophisticated, heavier duty than the previous ones we've seen from the white house since the invasion started and the weapons shipment they sent before the invasion got under way. this is expected to be a major ground offensive in eastern ukraine but this is exactly what russia was warning about in a memo i'm told by sent to the white house tuesday. it's notable that president biden announced $800 million in assistance, clearly up deterred by russia. what it shows them the shipments are basically working, that they are upsetting russia, that they are clearly having an effect and that is why russia wants them to stop. it says it is prolonging the war, making this invasion a lot harder than they expec
