cnn's kaitlan collins joins us now from madrid. kaitlan, this is a significant statement from the president. >> reporter: absolutely. it's only the second time you've seen president biden come out and support an exception to the filibuster. it's a big deal, not just because he's the president but also he spent almost four decades in the senate, and so he is someone who adheres pretty strictly to the rules of the senate, but he is saying he believes this is something, and he backs it, that does deserve an exception to that 60-vote threshold. but of course, the problem with what the president suggested on the world stage here in madrid today is that he doesn't have the democratic support for that carveout in the filibuster, because senator joe manchin and senator kirsten sinema, two democrats who have stood in the way before of a carveout to the filibuster, still say they do maintain their objections to changing the senate rules, even to create an exception for something like abortion rights, which the president was arguing is part o

kaitlan's reporting on it is so good because it speaks to this whole issue of intent. if this whole thing was on the up and up and you actually believed that donald trump was the rightful winner, why is all of this shrouded in secrecy? i think it speaks to the criminality of it, and it speaks to the criminal potential criminal intent of the actors involved. now what trump knew, of course all of that is going to remain to be seen. the fact that a member of the trump campaign is on the record in an e-mail saying we have to do all this shrouded in secrecy is note worthy. >> criminal intent is always the hardest thing to prove in a white collar case. donald trump will say look i was doing this in the open, working with a lawyer, john eastman, a supreme court law clerk, what -- where is the secrecy here? that e-mail suggests that they were operating in secret which suggests that they knew they were doing something wrong. in fairness we need to point out the person who sent that e-mail appears to be a fairly low-level person. where he got the instruction to act in secrecy, t

what did you learn, kaitlan? >> reporter: this has been a big question.u heard from white house officials when the plant closed and that caused so many of the shortage issues you see playing out in the nation right now. they say they saw this happening day one and trying to work on the contamination issues they were having, but the president told us today it was actually weeks into the crisis before he knew the depth what was going on, just how bad this shortage truly was. we should note what you're about to hear from president biden came as he was having this with baby formula manufacturers. he was talking to them and asking them if they knew when this plant closed in february that they were going to have the level of issues that they were, they were going to see the impact it did. and he told us he did not find out until weeks later just how bad it was going to be. >> they've been more aware of that when they took months to conduct the inspection to interview people and only shuttered it in february? >> well, the real problem occurred when it got shutte

kaitlan, what is the latest you're hearing?reporter: well, basically what you just heard from phil is a driving force for part of the conversation that president zelenskyy had with these leaders today, which really centered on the timing of how long this war is going on because right now if you look at the assessments of who is up, who is down, it has become this grinding conflict. there have been concerns about russia making these small but still significant gains. zelenskyy told the leaders today we're told by a source that he wants to see this war end by the end of this year, the end of 2022. and of course we're already halfway through calendar year, but that is the time line that he is looking at. jake sullivan gave reporters a readout of what zelenskyy conveyed to these g-7 leaders in this closed-door meeting where he was talking to them about what ukraine needs, and he talked about the next few months, not the next few years. his timing was centered on that and basically saying that these countries that have been helping

kaitlan collins is live for us in madrid, spain. what are nato leaders saying about the next phase of this war in ukraine? >> well, jake, two things they really want to do. and one is beef up their military funding for ukraine. that is sending more weapons and assistance in. it's been helping ukraine since this invasion started. fend themselves off from russian forces but the second is increasing their own military posture in eastern europe. two of those things are things president putin does not want to see, and that's really been a message that you have seen president biden during these two summits, the g-7 summit that he had in germany, now here for the nato summit, has been pushing. this message about how really what putin was trying to do when he invaded ukraine has backfired. >> today, nato is united, and as united and galvanized as i believe it's ever been. we're ready to face the threats of russian aggression because quite frankly, there's no choice. and when we agreed we were going to respond, we acknowledged there was goin

kaitlan collins is joining us now.ledge to his words respecting the fed's independence. he met with janet yellen and fed chair powell, what was that about? >> the white house congratulate powell for another term. it was clearly to design to have the president showing voters that he's paying the number one economic concern which is inflation. the numbers are not only getting better but worse. if you look at new polls, it shows voters are increasingly pessimistic of the state of the economy and despite the white house talk of wage gain and unemployment rate. this is still their number one concern. the state of the economy and biden's political prospect is going to rest on the federal reserve because jay powell got this enormous task in front of him trying to tame inflation but also not sending the u.s. economy into a recession as they are trying to tamp it down. the president says this is largely the responsibility of the federal reserve. he believes a lot of it is out of his hands and it is going to be up to the federal

cnn chief white house correspondent kaitlan collins joins me now.out this meeting, because, of course, the focus is russia, ukraine, new force deployments, but significant is it not to have america's most closest eastern allies here as well? >> reporter: absolutely. you don't often see a sit-down like the one you saw with japan, south korean leaders in the same room with president baden. they have a frosty relationship, one that deteriorated recently over the war time histories, but, of course, they have mutual concerns. so you saw these three leaders gathered a few moments ago here at the nato summit in madrid where they were talking primarily about north korea, which has been a major concern for the biden administration, as well as the missile tests have continued and continued to build up arms. and so that is something they're discussing, there has been relatively no contact between the biden administration and north korea recently. but also what is underlying here is russia and china. because this summit is not just about pushing back on russian

i want to jump off what kaitlan was talking about with the president because the white house has saidhey have limited resources to try to outmaneuver this at this moment. but what is the realistic expectation the white house or lawmakers could do at this point? >> so i think it does come down to what the federal reserve is doing. so i think just the way it is structured. they could move a lot faster than anything that washington could do. and i think overall we're dealing with a supply and demand imbalance. so demand in the economy has word back faster than expected and it continues to outstrip supply and that is leading to the ongoing inflationary pressures. so i think the fed is on track to raise interest rates and try to help cool that demand. but it is going to be a slow process and we're going to be dealing with elevated rates of inflation for a while yet. >> so a lot of people are watching and wondering how aggressively can you hike u.s. interest rates and bypass a recession. what kind of balance does that take? >> it is going to be a difficult balance. so the fed is on track to

let's bring in kaitlan collins at the white house.are you hearing from the administration about this change? >> well, basically, they say they have assessed that this is what ukraine needs. this is of course not what ukraine wanted. they actually wanted longer range rocket systems that they're now getting. these are about medium range, and you're right, they can fire about 50 miles which obviously could potentially strike into russia, which is why it has raised this question for the white house about how they know ukraine will not use them to do so once they put them in ukrainian hands. and the white house and the pentagon say that they have received assurances even from president zelenskyy to president biden directly that they will not use these rocket systems that they're now getting from the united states to strike into russia. given that was the line that president biden had drawn. russia does not seem to be too convinced of these assurances that the ukrainians have provided to the u.s. they say that by the united states handing o

cnn's kaitlan collins is live near the summit site.how of unity comes as russia is making fresh gains in ukraine. what are the g-7 leaders agreeing to do? >> yeah, it raises a lot of concerns because the last time these leaders met, pam, they were so surprised by how well ukraine was doing. now it's kind of become this grinding conflict, and they're trying to avoid that going on for too long. and so a few things they're doing while they're here at this summit is talking about ways to make putin pay. the fist one is one you'll see the u.s. formally unveil yesterday, but that's an agreement by biden and other g-7 leaders to ban imports of russian gold. that's russia's second top export besides energy. the uk takes in billions of dollars of russian gold each year. so that is one step that they're taking. and the other one when it comes to financially hurting putin is they're trying to come to an agreement on capping the price of russian oil. because of course, a lot of these leaders have said that is what putin is using to fund his war in

cnn's kaitlan pollance is joining us now with more. hi there. where do the hearings go from here? committee is going to be drilling down on to the different aspects that they've learned about donald trump's efforts to overturn the 2020 election. so vice chairwoman liz cheney on thursday spoke at one point about a sophisticated seven point plan used by donald trump to try and oppose the 2020 election results and to secure that win for him even though he lost. and what we believe now is the that the hearings will track each of those seven points. so monday as you mentioned, that is looking at the disinformation effort that trump was engaged in in trying to convince the american public that the election was stolen from him, even though the committee found from multiple people, multiple depositions that he was being told even on his own campaign, he lost. it was over. it wasn't going to change. and then wednesday the committee is looking closer into the parts of the administration that were pushing back against donald trump. so once will be inside of the halls of justice. the justice

. >> kaitlan collins is at the white house.lk to me about what's behind this decision from the white house. >> reporter: i think it's clear, you see what gas prices are now, over $5 on average across the united states. oil prices obviously extremely high, and this is something that has been an acute problem for this white house, and one has really consumed the president's domestic agenda, he's talked about how higher prices have been zapping strength of americans, and i think that is why we are seeing this change in the position the president had had where he wanted to keep saudi arabia at an arm's length. he had made multiple promises on the campaign trail to make them a pariah state, accusing them of a flatout murder of the journalist jamal khashoggi who was killed, and that's something the cia concluded was done with the approval of the saudi prince, and now he's prepared to meet with him next month. it's raised a lot of questions from the white house, criticism from democrats, people who are typically allies of this preside

let's go to our chief white house correspondent, kaitlan collins. we'll hear from the president about 90 minutes from now. what is he expected to say? >> yeah, wolf, it's a rare evening address for president biden. the white house says he felt it was important to speak to the nation about the recent shootings that we've seen, but also call for action from congress on what they say they want to see are common sense gun laws. this is a speech that the president was considering giving before four people were shot and killed in tulsa, oklahoma last night, but he made the final decision today to speak to the nation on what's happening before departing the white house. and wolf, this comes as this white house has been dealing with gun violence and mass shootings for the last several weeks. the president has been briefed on three shootings in the last three weeks alone in three different locations. obviously starting with that racist attack that happened in buffalo, new york. then the shooting of the elementary school children in uvalde, texas. and last ni

kaitlan collins joins me now.ow of support, we already heard those words where you were at the g7 summit, saying the alliance is going to be with ukraine as long as it takes. those were biden's words. what beyond that is important, that is important, showing they're still together on this, but in terms of concrete steps do we expect at the summit here? >> we expect there will be new sanctions announced. you'll see president biden make a statement on that. he's holding a press conference once he wraps up his official meetings that don't get started until tomorrow. he's meeting with the king and president of spain, a big dinner tonight, his official meetings start tomorrow. that's where they get down to brass tacks of what they do next with this, how they respond to putin. they are coming at the heels of this g7 summit, where they agreed to ban imports of russian gold. they're trying to come to an agreement on putting a price cap on russian oil, so putin can't make as much money. that will be the focus here. also on

but i didn't. >> and kaitlan's with us now on this. they did, but i didn't.s remarkable because the president had just spent this meeting where he was meeting with these top five baby formula manufacturers, talking about the impact that the closure of this abbott nutrition plant had. that was back in the middle of february. this is what really exacerbated the problems that adrienne was talking about there. and the president went around and asking each of them if they understood what kind of impact, just how severe this shortage was going to be if that plant had closed. and almost every single one of them said yes, they knew immediately it was going to cause issues. the senior vice president of rickets said the day that closure happened in mid-february, they were on the phone with retailers saying you need to order what you can because this is going to cause issues. and so it was remarkable the president being very blunt there saying that they understood that it was going to be an issue, he did not. and i think it raises questions of why that was not communica
