let's get straight to the white house and our chief correspondent kaitlan collins. urgency from team biden. >> reporter: yes, they did have some positive news to share, john, which is yesterday 864,000 doses of the coronavirus vaccine were recorded administered according to the cdc figures they have. that is the highest number since july 30rd. of course it comes amid the push to get more people vaccinated. they believe there are 90 million people eligible to get the vaccine that have not yet done so. the president's coronavirus coordinator was praising that number. he was praising businesses that you were seeing put in vaccine mandates across the country saying they believe this is an effective tool to try to get more people vaccinated. one group he was not praising was the state of texas and the state of florida, which he says now account for a third of the new cases nationwide. as we are seeing the case numbers go up and reach their highest seven-day average since february in reescent days, john. he also included cnn and reporters, they are looking at developing a

kaitlan collins has more now from washington. >> reporter: what you are seeing from the cdc is a fresh effort to stop those potentially forthcoming evictions that many fear were going to happen after the initial moratorium had been in place for several months, expiring saturday night with no backup plan for those families that were going to be affected by it. now what the cdc has put in place is a more targeted eviction moratorium than the one you saw before, targeting the families living in areas of substantial and high transmission of covid-19. and the cdc is basically making the argument that it would be detrimental to public health to have this eviction moratorium expire at this time. of course this is a similar moratorium to the one that the white house had been saying for days would likely face legal challenges when they were arguing essentially our hands are tied, there is not much more that we can do and this caused a serious feud with other democratic lawmakers especially progressives who said that the white house had waited too long to call on congress to act about that evict

cnn's kaitlan collins is live at the white house with the breaking details. what are you learning? >> reporter: this is the first time we've heard from president biden publicly on afghanistan since last week. and of course he did issue a entertainment over the weekend talking about the additional troops he was authorized to secure the airport given the chaos unfolding an now that government has collapsed. president biden is returning from camp david to the white house this afternoon. he's scheduled to speak around 3:45 from the east room. and of course a big question is going to be what does the president say. because one big thing that his top aides including the secretary of state yesterday and the national security advisers today had been pressed on is what was behind the confident statements he made just about six week ago to reporters in the same room on afghanistan. when he said he doesn't believe that the take over of the taliban was inevitable and we've seen how swiftly it happened this weekend. and he also pushed back on comparisons that there could be any chance that what

cnn chief white house correspondent kaitlan collins is with me now. lan, i know you just attended this covid briefing and you spoke to cdc director rochelle wilensky about how the delta variant is causing them to reassess some of the data points. what did you learn? >> reporter: yes, and a big question i think a lot of people who are vaccinated have is what are the numbers when it comes to these breakthrough infections. what does this look like? you often see the president and top health officials citing numbers about how most of the people who are in the hospital with covid-19 are unvaccinated, most of the people who die from covid-19 are unvaccinated. the question is whether or not those numbers are changing with this highly contagious delta variant. so i asked wilensky about this earlier, victor, and this is what she told me. >> several of you and the president have repeatedly cited figures saying that 99% of those who die from covid-19 are unvaccinated and 95% on that who are hospitalized are unvaccinated. with the delta variant, do you still stand

first, cnn's kaitlan collins, at the white house. so what is the sense at the white house of where things stand tonight? clearly, they were concerned enough that president biden came back to make this speech today. do they think it went well? >> well, i think they realize that there was no option, anderson, besides making some kind of address. given that on replay, over the last 72 hours, it's been the president's comments from six weeks ago where he said it was, quote, highly unlikely that the taliban would take over. and given they have not only taken over but the former-afghan president has fled, they really believed that he needed to come back and make a statement. but i was told they wanted to wait, until they believed the situation had stabilized some, before the president was addressing the nation. my colleague, jeff zeleny, has told they didn't want it to be at nightfall so there weren't images playing out next to the president speaking about this. and so, today, when he did come anderson, really the focus of president biden'

we have more now from kaitlan collins who joins us from the white house. do you know what went on behind the scenes that led to this decision by the president? >> anderson, there were very few who think they can meet the deadline to get them out of afghanistan. that presence is going to get a lot smaller than the thousands of troops that it is right now with this drawdown and they're trying to meet this deadline a week from today, essentially. president biden said today the longer the troops stay there, the higher the threat of a potential terrorist attack by isis-k, by another organization becomes. that was really the driving force by president biden wanting to meet this august 31st deadline. he is also concerned about the location of the taliban. it seems surprising but that's what's so critical about getting those 70,000 people you were talking about out, because they're at the checkpoint, even though a lot of people going to the checkpoint in days past have been fleeing the taliban. that was the attitude inside the white house. they did not want to ext

cnn's kaitlan collins is at the white house for us tonight. kaitlan, the -- the team apparently warned the president that another attack is likely. what more do you know about the situation room briefings? >> well, basically, their argument, anderson, is that these next few days of this evacuation mission even though there is only four days left could be the most dangerous of the entire time these troops have been on the ground in kabul trying to get these americans and these green card holders and legal-permanent residents and afghan allies out of there. and that's because of the nature of what's expected to happen over the next few days. where you are seeing fewer u.s. troops there. they are going to be taking their resources and their weaponry with them, when they go. and so, of course, a smaller presence according to the white house translates into a higher risk. and especially, given what happened yesterday, that is of high concern here at the white house. and so, this was a meeting that president biden had with his national security team

our kaitlan collins joins us now with more. so president biden coming back earlier than planned.e know about his handling of all of this? >> well, they're still defending the exit, but they are coming under increasing scrutiny tonight, anderson, about how this exit went down. and that's not just from their critics, it is from democratic lawmakers as well who are typically their allies. so right now they are focusing on how this departure is still under way, and they are saying that is their primary mission, is making sure they get everyone out of there safely given the conditions on the ground that you just saw from clarissa. and we did just get an update from the white house. they say today that they did evacuate 1,100 u.s. citizens, u.s. permanent residents and their families on 13 flights. they believe now that they've established that flow, they've got flights actually leaving the airport after being temporarily suspended, that it's only going to go up from there, anderson. i think this is a critical role the white house is playing right now in trying to make sure they patch

kaitlan collins is "outfront" at the white house to begin our coverage tonight. caitlyn, when you asked your question of president biden, you know, he obviously knew that was going to come but he was clear, it's time for cuomo to resign. so from your reporting, what went into the president's decision and what happens because you then went there with your question about impeachment. what happens if cuomo doesn't do it? >> reporter: well, yeah, we knew president biden seen the coverage of this today and aware of the results of this investigation that came out just several hours before he was scheduled to speak to reporters because actually, when reporters saw him earlier in the day, he said he would answer questions on this later. yes, he was prepared for these questions on governor owecuomo. he said if this incest gages did confirm the accusations of these women and found them to be credible, which the investigators said it did, he would call on him to resign which he did today which is striking given the political alliance and what emanated from that. he did stop

. >>> we begin, though, with cnn's kaitlan collins at the white house. so what more do we know about this booster decision? >> so anderson, this is expected to come from the fda by the end of the week authorizing this third shot for some people who are immunocompromised. it's not expected to be everyone, who is considered immunocompromised but a small subset of group and as you heard the surgeon general say, earlier, that can be people who recently had organ transplants. are getting chemo treatment. things of that nature, as well. but that will be detailed when the fda does make this authorization and it's not the last step in actually getting these people this third shot of moderna or of the pfizer vaccine. but it is the first step in this because once the fda has changed the authorization, which -- which right now, is just for two shots and that's why doctors can't offer a third shot, at this point, because that's not what the fda has authorized. then, cdc has to vote on that and make a recommendation about whether or not to follow that authorization f

more now from kaitlan collins who joins us from the white house. so do you know what went on behind the scenes that led to this decision by the president? >> well, anderson, there were very few people internally advocating for an extension of this deadline to get all u.s. troops out of afghanistan. the number one concern with that is what could happen to those u.s. troops while they're on the ground given that presence is going to get a lot smaller than the thousands of troops that it is at right now as this drawdown and they're trying to meet this deadline a week from today essentially. and president biden said today he thinks the longer those u.s. troops stay there the higher the threat of a potential terrorist attack by isisk, by another organization becomes. that was really the driving force behind president bide erin wanting to still meet this august 31st deadline. they were also worried about losing the cooperation of the taliban. which seems surprising but that is what has been so critical to getting those 70,000 people you were talking abou

kaitlan collins is at the white house. do we have any other reaction from the white house or any indications of changes to plans? >> reporter: there are changes that are already happening we believe reflective of the breaking news. they canceled the coronavirus briefing, it was supposed to start a few moments ago. we'll see if it changes. more things on the schedule here at the white house because this morning the president was briefed at about 9:15 in the situation room but the national security team when the reports of the exposition were just breaking so the president has now been briefed on that. we are told, and we saw the officials including the defense secretary and the secretary of state arriving here about an hour and a half ago. we are scheduled to see president biden in about an hour from now because he's meeting with the new prime minister of israel in the oval office and reporters are scheduled to go into that event currently. we'll see if the president provides any update at that point. officials are still ga

kaitlan collins hearing have a matter of days left. this deadline doesn't go into effect until next week on august 31st. the actual deadline for evacuations is much sooner than that. the white house and the pentagon confirmed that. at some point they have to focus on drawing down the thousands of troops they surged there to help with this effort and getting the weaponry and machinery out of there. that is going to be a big point of focus here. a big question is when do these evacuations end and what is that end date that officials are currently working with. how many american es has have b evacuated so far and are there any left to go? that's the update we are waiting to hear any moment now. we did here from the pentagon this morning so far 4400 american passport numbers have been evacuated from afghanistan since this effort began about 10 days ago. the big question they did not answer and is going to be up to secretary blinken to answer is how many are left. that has been a really big focus of this, is making sure every single america

our chief white house correspondent kaitlan collins is joining us right now. itlan, what can you tell us? >> reporter: wolf, cnn is now learning that defense secretary austin is expected to seek authorization to make these coronavirus vaccines mandatory for all active duty troops. a defense official told my colleague barbara starr who broke this news that that decision could come as soon as this week. and the defense secretary is leaning towards mandating these vaccines for active duty troops. of course, wolf, if he does decide to make that decision, make that recommendation, he could go to president biden for a presidential waiver so then they could actually put this mandate into effect for these active duty troops, given right now they had said they were going to wait on full approval from the fda instead of just that emergency authorization that the vaccines have right now. but clearly they are applying a sense of urgency to this situation. and it follows up on last week when president biden said he was going to call on all federal employees to get vaccinate
