what this really speaks to is in the end voters in a very republican red state like kansas, a state thatarely votes for democrats for anything, were really moved by the message of greg orman may say he's an independent, if he gets elected, he's going to caucus with the democrats. he's going to let obama's party control the senate. it looks like that really resonated. it looks like the idea of painting greg orman as a democrat in terms of the rub strategy really paid off. i can show you that here to really illustrate it, i'm going to show you the map from 2012 in kansas. this is the way it looks like in kansas when a national democrat runs against a republican. 105 counties. president wins two of them. 103 for the republicans. last night, greg orman, the independent, against pat roberts, the republican. check this out. three. three for the independent. the kansas republicans, pat roberts' campaign successfully turned orman into a democrat. that's what that map tells you. another state for a few other things that happened last night. let's check out colorado. colorado where democratic incu

kansas is a state that is a 10% latino population. it's a newer electorate. n kansas davis and orman how sophisticated was their latino reach campaign. where are they resonating. kansas was heavily immigrant and immigration ranked as number one issue as latino voters there. you look at something like the davis campaign against brownback. a close election there. i think they're probably wishing they had done better wilatino mobilezation. >> let's talk about governor's races. let's go to texas. >> wendy davis didn't perform as the democrats hoped she would perform. our numbers suggest that governor elect abbott got only about 32% of the vote, but we hear numbers coming from the exit polls suggesting it was over 40. that's just erroneous and has to do with the exit poll method yol yolgs. it's clear he tried to reach into the latino population using his hispanic mother-in-law. but wendy davis didn't mobilize sufficient turn out. for the democrats who want to turn texas, it's clear they have another five to ten years of investment in registering voters, and getting

kansas on education. >> that's right. last year governor brownback's unprecedented cuts went into account. according to the state's estimate, by the end of 2014 kansas would have collected 424 less than in 2012. that's a loss of roughly 14%. and total state revenue is expected to drop nearly a billion dollars, between the 2012 and 2014 fiscal years. the amount of state aid allocated to each student is lower than the recession. during the 2008, 2009 school year, the base state is 2400. compared to less than 3900. >> adjusting for inflation, 16% mer student. the cuts mean fewer textbooks, music programs, jan tors and fewer schools. >> governor brownback argues when all state aid is accounted for, the total investment per student is 7,175, a $10 increase per student. the additional spending is almost entirely tied to teacher pensions, and school district improvements, repairs. if you take out pension spending, kansas schools are left with about $100 million less than they were budget in 2009. the maths is complicated. the result is straightforward. the bottom line here is things that have an immediate effect on stude

what role should the federal government play in helping kansas in similar states achieve water sustainability? >> what i have talked about in that regard, i've spent time in western kansas with folks talking about the awful for and the issues associated with water in western kansas. it is clearly a depleting resource. i think we need to do a couple of things. we need to make sure federal policy isn't discouraging the planting of low water crops. talking to farmers what i have heard is the reason they don't plant is the crop insurance is four times as expensive as other crops. i think we need to look at federal policy and make sure that we are not discouraging the planting of low water intensity crops. we need to lean on the innovation of the farm community. we have seen improvements in irrigation technology and i would like to see those technologies expanded so we can conserve water and ultimately extend the resource that we have in western kansas for agriculture. >> it's interesting the only federal response we have had from this administration is when the president went out to california an
