joining us now is congresswoman marcy kaptur, democrat of ohio and jared bernstein, a former economic policy adviser to vice president joe biden. he is also a cnbc and msnbc contributor. thank you both so much for being here. i'm sorry i made you sit through the alaska gun rights thing. >> it's fascinating. >> there is a lot going on that we aren't working on because we're working on this problem that we created for ourselves. jared, let me start with you. how it is only 6% of americans understand what is true about the deficit right now? >> i think it has to do a lot with all the noise that is trying to point there in the other direction. there are a lot of people in this town whose policy agenda, whose ideology really depends on everyone's hair being on fire about the budget deficit. because their ultimate goal is to cut government, to slash government, to get rid of social insurance. and if people actually are aware of the kind of numbers you just showed, the fact that the deficit has fallen by half as a share of gdp. they say we have a spending problem. i just looked at the number

congresswoman kaptur, do you think the democrats have the intestinal fortitude? i know you have signed on to this letter of 107 of your colleagues that say no cuts in medicare, medicaid and social security. this is going to be who blinks first. >> well, i think that the republicans, at least this particular group, care more about manufacturing crises than manufacturing jobs. and we have to hold the line. we know that there is a lot of ill will toward the president. he won the election. and what they're trying to do, though, is to stop his program in its tracks because they're not satisfied with what happened last november. but you shouldn't do this to the american people. >> you've got a republican governor there in ohio in john kasich. you think he'll help the president? >> i hope he'll help because in the speaker's home state of ohio over 26,000 personnel who work for wright-patterson air force base and our garden reserve facilities across the state are going to be furloughed. 13,000 of those in the speaker's own backyard. up at nasa, glen lewis and cleveland b

kaptur: mr. speaker, i rise today to call attention to a report by the special inspector general for the troubled asset relief program about compensation at bailed out companies. bailed out wall street companies. their excessive compensation. the report shows that u.s. treasury department approved over wildly inappropriate pay packages of $3 million or more. $3 million or more, for over half of the top 25 employees at certain bailed out wall street banks. executive compensation at a.i.g. is particularly disturbing given that the federal government financed $182.3 billion bailout of that company. in 2012, a.i.g.'s top c.e.o. was paid $10.5 million, and all but one of a.i.g.'s top 25 employees received compensation of more than $2 million. that one a.i.g. executive who once paid less than $ million, received $700,000 in total compensation. well over 1,000 times more than the average american household. mr. speaker, isn't it time for wall street and the treasury department to wake up and stop abusin

it is important to emphasize that there is no single number or target level that can kaptur the full scope of our efforts. instead, there are series of important indicators that we use to assess and refine our operations. we begin our assessment by prioritizing the risk we face across the volume of people and goods we process in analyzing our capacity. we look at measures we have in place to address specific risks whether they are comprehensive and whether they can be improved. we use random baseline examinations of people and goods to help us assess to identify and interdict threats and we use efficiency measures to determine whether our security measures are properly targeted. we use facilitation measures such as traveler and vehicle weight times whether we are pursuing our resources in a manner that moves legitimate cross-border traffic. while i won't be able to cover many of our results, please allow me to walk through some of the measures we are capturing. our foundational measures are the volume of people and goods we process. we welcomed 350 million travelers. and processed 25

kaptur: thank you. mr. speaker, i rise today to acknowledge the u.s. department of justice for finally taking some substantive action against one of the credit rating agencies, standard & poor's, for its role in causing the greatest economic crisis since the great depression. when wall street's housing bubble burst in twain, it sent shock waves through our economy. that shock wave may not have been so destructive as credit rating agencies like standard & poor's did not create fraud. rather than assessing real risk and do diligence on the securities, standard & poor's invented a system of defrauding investors by providing the highest rating as long as the clients paid standard & poor's enough money. if standard & poor's actually rated the mortgage securities for what they were truly worth, our entire banking system and economy may not have collapsed. while the department of justice should be praised for taking some action, other rating agencies were left out of the case. and the fact is justice's case is only a civil one not a criminal one. that tells y
