good morning karen rogers.re still trying to recover from the round of storms last night that left us with high water here in south philadelphia but as you can see this shot looks a little bit different from how it looked 10 minutes ago. they have reopened the northbound lanes of 26th street headed towards the schuylkill expressway. they got the drains unclogged and the tunnels there so you can travel away from the platt bridge towards 76 once again. we are watching some fire activity this morning, an underground fire at 18th and sansom near rittenhouse. they've reopened the ramp from 95 northbound at cottman. that had been closed because of flooding and overall there was not a lot of overnight construction because of the wet conditions. live look now at the roosevelt boulevard extension here in east falls. lights are out as you head towards 76. probably just some local power issues as a result of the storms last night but the traffic headed southbound here is moving just fine. on the pennsylvania turnpike east

thank you karen. >>> a venture into the tacony creek turned tragic. rushing water was too much for one teen. katherine scott is live in the juniata park section with new reaction. >> reporter: police were out yesterday elsewhere in the city talking to teenagers and kids about swimming in area creeks and rivers when it gets hot out because tragedies like this happen too often. and it happened here yesterday. this path leads down to the tacony creek and police were called out here in juniata around 5:45 last evening. police spoke to teenagers, witnesses who said a 15-year-old boy who was swimming in the creek under the bridge at fisher's lane he went under and he did not resurface. first responders jumped into the creek where it's about 8 feet deep. police and fire department paramedics were able to pull his body out. he was completely unconscious. police say medics worked on him for awhile but he was pronounced dead at 6:13 last evening. police say there are a lot of hidden hazards that make area creeks and rivers dangerous for swimming and they are ur

karen travers is live in washington with the latest. karen? >> good morning, kristin. it was a very aggressive statement from president obama this morning. most aggressive statement he made since the plane went down thursday. he said the actions of the pro russia rebels in that region beg the question what exactly are they hiding. he said the burden is now on russia to get those rebels to stop getting in the way of an investigation. >> is the remains of the 298 victims of malaysia flight 17 remain in limbo. four days after the plane was apparently shot down over eastern ukraine, a team of international investigators, including two americans, finally arrived on the scene. local emergency workers recovered more than 270 bodies from the crash site. almost all of them have been turned over to the pro russia rebels. ukrainian officials say the goal is to transfer the remains as soon as possible. >> the bloody guerrillas do not allow the train to leave the area. >> but one rebel told abc news the train could leave today as soon as all of the bodies are collected. the call fo

so, investigators asked forensic artist karen taylor to try to put a face on the skull. >> granted, it's sort of a last-ditch effort when the forensic artist is called in. the job of the forensic artist is to trigger interest, to create that link. i often refer to it as being the middle man. >> at that point, she was my best hope. in fact, she was about our only hope. we were just about out of things to do. >> taylor pioneered a technique called two-dimensional facial reconstruction, which is part science and part art. each race has facial skin which is different than other races. using known scientific data, taylor applied rubber markers to approximate the facial tissue thickness of a caucasian. >> the tissue thickness varies on our faces. if you feel on your face, it's much thicker down in this cheek area and much thinner on the forehead. so, we cut and apply rubber markers to those landmarks, and that helps give a guideline as a starting place to create the contours of the face. >> taylor then photographed the skull and placed a piece of translucent vellum on top of the picture. she t
