let's get right to our panel to break it down with us from washington, msnbc's karen finney, host of "disrupt" and dana mill bank for "the washington post." karen, we went through some of the hurdles and the votes on this bill, the incumbent tea party challenges, the anger over that rules change, which is a big deal. they were angry at obama for trying to staff the government with his nominees. now angry they can't obstruct that. how much of this is going to get in the way of a final deal? >> all of it. if you listen to some of the rhetoric friday and saturday and going into the vote tomorrow, a lot of this is about right now is people doing their politics, particularly those members, as you pointed out, who may have tough primaries. those republicans who have got tea party primary challengers. they have to puff their chests up and, you know, thump -- you know, stomp around a little bit. many of them, like mitch mcconnell, won't end up voting for the bill. but at the end of the day, i think harry reid is going to get it passed. >> yeah. and we don't know exactly how they're going to divi up those responsibi
