karine: say that last one. reporter: how many people illegally coming into the united states is enough for the president to -- 5.9 billion people have been coming in illegally. karine: enough for what? reporter: enough to stop the flow. karine: it's a problem that's been around for decades, a broken system. the president has done everything and is going to continue to do what he can without the help of some republicans in congress to deal with this issue. i just laid out what he has done over the past two years, 24,000 c.b.p. agents and officers along the southwest border, a historic number and more than any other president has been able to do. and that's 2600 additional civilian personnel, those are going to be helpful in dealing with the issue. increased border holding capacity by 3, 750 to 22, 700. and so we're going to deal -- trying to deal with the smuggling issues we're seeing as well on the border. the president will continue to do the work. he made an announcement as well yesterday as i just mentioned.

karine: appreciate the invite. reporter: the issue of debt ceiling played out in a similar way, where the position was, it's their job to do it. then when a critical hour came, the president engaged. if it goes to a shutdown would he view it as, ok, there's a new chapter to this, in terms of resolving it, getting out of it, would he engage? karine: i was asked a similar question earlier. don't want to get into hypotheticals. we believe house republicans can fix this. it is their job to fix. this not going to get too far down the road. reporter: would he see it as a different set of circumstances? karine: we see this as the -- as a situation that could be fixed because we already made a deal. a deal is a deal. we say that, it is true. a deal is a deal. that's what they are disputing here. snag 2/3 of house republicans voted on. so they can fix. this this is something that they can get -- they can get on board with. because it's something they voted on. it is something that they voted on. and so what i'm going to say
