meteorologist bill karins is here. i guess the word of the day is jet stream. >> there's a huge storm off the west coast. it gives us one decent day. the exception up in the northwest. a little tiny storm coming up through southern british columbia bringing showers. a little snow at the high elevations. we're watching that moving down through. you can see headed towards bellingham, light rain showers for you and on the coast. this big storm winding itself up off the coastline here. there's a big, huge moisture plume all the way near hawaii up around this storm. there's a lot of moisture with it but not too much of it is going to move on shore. again, we're good today. we should be all right. you may notice high clouds increasing in areas of northern california and oregon during the day today. the expected rainfall is more towards tonight and then during the day tomorrow. and nothing too blockbuster. this is over the next 48 hours. and these darker greens are maybe about an inch of rain. and right on the oregon/washingt

so, the next thing is the health karin ovation fund. like in the last agreement, there is a health karin ovation fund to be jointly controlled by the san francisco foundation, cpmc and the city, cpmc will endow this fund with $9 million. two uses for the fund have already been identified as shown on the slide. one is the development of a primary care provider network in the tenderloin which will help provide those medicare -- medi-cal, excuse me, patients for cpmc from the tenderloin. another is community-based mental health services and again, we have our public health staff here to answer any questions on those. next is the health serve system. so, the term sheet specifies that cpmc will help protect the health service system from premium increases by capping rates for 10 years. this limits premium increases to ensure for hss. and i want to note a typo on the slide. what this should say and what it says in the term sheet is years 1 through 2 at 5% annually. and years 4 through 10 no more than the medical rate of inflation plus 1.5%. s

for more now on the weather, nbc meteorologist bill karins joins me with a look at this winter storm. >> the nation's capitol getting a late season snowstorm. no school for kids there. leapt me show you the storm. yesterday nine inches of snow in chicago. pasted the trees and everything in indianapolis and now pushed all the way to the east coast. today looks like the d.c. area, baltimore will pick up the highest snowfall amounts. possibility of six to ten inches. this is the area of concern. travel today at the airports significant delays most of the flights are already cancelled around washington, d.c. but flights in philadelphia, baltimore, new york city. snowfall amounts will be impressive. easily their biggest snowstorm of the season. we have to watch boston, providence and other areas tomorrow. as far as travel on the west coast we had our own storm. two pieces of it spinning. one batch of rain hitting up there along i-5 from portland to oregon and see the spin right there coming onshore south of eureka. snow at the highest elevations. near mount shasta bringing a chunk of rain

. >>> now for a look at your monday weather, bill karins joins us. it's a monday. do we get to restart everything? it's going to be fresh weather? >> we'd like that. >> yes. >> we had a decent weekend even in the northwest, but now the rain's moving in. it's going to be a wet week especially north of seattle. looks like we're going to get really a heavy dose of rain possibly around bellingham. that's about it for the rest. the rest of the forecast looks really nice. already you can see hints of the warm front trying to bring in the rain ahead of it. throughout the day and into the next 48 hours, it's light today and then very heavy amounts of rain especially the northern cascades. these are rough estimates. this gives you a general idea of where the heaviest rains will be focused. the warm is well off the coast. it drapes its way back to the east. and that will be moving up towards the north. now, the way the weather pattern is set up or the high pressure is set up over northern nevada and northern utah, we'll get downsloping winds in southern california, and it's

. >>> for the latest on the weather now, we'll go to bill karins. >> d.c. and out west of d.c. were hit hard. that big ocean storm is now cranking and affecting new england. some of the same areas hit by hurricane sandy are dealing with high tides this morning and beach erosion and large waves. it looks like a very impressive storm from outer space looking down on the satellite. d.c. was mostly a heavy, wet snow that melted when it went on the ground. so they didn't get a lot of accumulation there, but other areas did. anyone traveling to the northeast could have some experience in delays, especially boston, hartford, providence. a lot of this snow is not a big deal for new england, but for march kind of impressive. in the march we have our own storm system diving down to the south. it is just offshore here that could kick up a few showers and stray thunderstorm this afternoon. doesn't have a lot of moisture with it, but it will have some. so we are going to keep forecasts of showers in the forecast. again, these are very light amounts. and eventually some of this is actually g

. >>> now for a look at the national weather, we have nbc meteorologist bill karins.ou had quite a reaction to the peter king's story. >> he can't box that guy. >> why not? >> it would be ugly. oh, well. lots to explain and lot to recap. north and west of d.c., you got nailed. if you were in d.c., inside the beltway, it was a rainy, wet, cold, miserable day and you didn't get the snow that you were promised. baltimore didn't get much either. i-95 east, nothing, had to be out north and west. it still was a big storm, it's continuing to cink this morning. we're okay on the jersey shore, but the most concerns with the high winds and the surf up here in the boston area, this is where we are seeing some bands of snow. the wind gusts right now between 30 miles per hour and 40 miles per hour. temperatures in massachusetts are below freezing. above freezing in rhode island. most of this happening at the end of today, in worcester, 4 to 8. little less for hartford and new york city. grassy surfaces could pick up 1 to 3 inches of snow. they'll continue to do that especially out

nbc meteorologist bill karins is here with us. tuesday. >> it is tuesday. >> i'm hoping stuff looks pretty good. >> southern cal still perfect. the northwest, significant rain event, especially for mountainous areas. minor flooding concerns. there are flood watches issued mostly for northern and northwestern sections of washington state. and this is just what we call it, just a river of warm, moist air coming all the way up from almost near hawaii and coming straight up. sometimes they call it almost like a pineapple express, although it's not really a classic case of that. all this moisture has a stream in through southern british columbia and northern washington state. that's where the jet stream is oriented. there's an upper-level low spinning off to the west. high pressure from california funnels that little flow of moisture right up through the high terrain over the cascades and the olympics. that's where we'll see the highest totals. you can already see the rain increasing. we've had some rain bellingham and northern portion

first bill karins with the forecast. >> by the way, mika, bill karins, just so you know, bill karinse weather forecast. >> oh. >> very proud. >> that's okay. bill, take it e way. go for 101. >> it's just proof that no matter what you say around here, you get to keep coming back. >> d.c. still dealing with snow falling but not accumulating. 36 degrees. we have watched some airports piling up with delays. notice d.c. area and baltimore are not seeing many delays because of the most flights are canceled. la guardia about an hour and a half. so the white on the map shows you where the snow is. line over top of i-95. we have gotten heavy amounts of snow out west. these areas here in west virginia, northern maryland and central maryland have piled up 4 to 8 inches of heavy, wet snow. we've already got 100,000 people without power. but so far the i-95 corridor has avoided that. i'm expecting the heaviest snow at about 10 a.m. to 4 pm in washington, d.c. if it debates to noon or 1:00 and it's not sticking, then we have to lower these snow totals a lot. so that's the timing for the d.c. area.
