coming up, meteorologist bill karins tells us who gets hit and with how much. >>> another american has been executed by isis militants. the terror group released a new video. it features a militant announcing the death of peter kassig, a humanitarian aid worker. he was kidnapped just over a year ago in syria. nbc's chief foreign correspondent richard engel has the latest. >> reporter: unfortunately this graphic 16-minute video put out by isis has been authenticated, making peter kassig the fifth western hostage murdered by isis since august and the third american. president obama called his murder an act of pure evil by a terrorist group that the world rightly associates with inhumanity. the 26-year-old former army ranger from indiana who served in iraq traveled to syria last year to volunteer as a medic. while delivering supplies, isis militants stopped him at a checkpoint and kidnapped him. kassig, who converted to islam, and changed his name to abdul rahman endured torture and the mental trauma as other western hostages at times his cell mates were taken, one by one, to be murdered.

good morning, bill karins. >> yeah, we're going to have some problems in the northeast and the northwest. it looks like those are the two trouble spots, mostly with snow in the east. this will be an impact wednesday this is wednesday. anyone doing connecting flights across country, ripple effects, the airport in the big cities, wednesday afternoon, evening, that's when they go from rain to snow. interior sections of new england will get slammed. possibility of a foot of snow interior massachusetts. now, the rain has been a problem in the northwest. it has been raining since yesterday. up to an inch and a third. portland, half an inch, same in seattle. it is still raining and no sign that this is going to let up anytime soon. just continuing to come in off the pacific, so obviously the high elevations are getting the most. even the lowland areas, it is a very warm air mass, not a lot of snow, even at the highest of elevations. the paths are just fine. actual parent storm is well out here in the pacific, everything is going up and over and back into the northwest. it is a slow moving weath

bill karins will have more on the storm track coming up in his northeast a few minutes. >>> we were strangers once, too. those were the words last night in a speech to the nation from president obama where he made the emotional case for wide ranging immigration reform. with a nod to the political blow back that lies ahead for him. the president heads to las vegas today. the white house said the plan shifts resources to the border. streamlines immigration courts, and protects human trafficking victim finance would remove barriers for foreign workers to come here and stay longer, especially in the high-tech industry. the center piece prevents the deportation as many as 5 million americans most of whom are the parents of children born on u.s. soil. >> if you register, pass a criminal background check, and you're willing to pay your fair share of taxes, you'll be able to apply to stay in this country temporarily without fear of deportation. you can come out of the shadows. and get right with the law. all we're saying is we're not going to deport you. i know, some of the critics of the action call

nbc meteorologist bill karins has more on what we are in for this week. >> it is not a treat there in the minneapolis area. you like your first snow to see a couple of flakes, not a foot of snow for your first snowstorm of the season. but that's what they're staring at right now in minneapolis, the heavy snow that is set up over the dakotas, minneapolis to northern wisconsin. that's the chance of a foot of snow today into tonight. by this time tomorrow morning, the snow will be ind iending. it is mostly the northern plains and a narrow stripe. behind the storm, the arctic air, it is already into montana. a couple of spots about minus four degrees right now. the cold air is going to continue to plunge southward. at least a week. maybe as long as ten days. a little chunk of it will try to sneak into the pacific northwest, washington state especially as you go throughout tomorrow looks like and the eastern half of oregon too. but this iwill be the weather pattern for the foreseeable future. oakland had two record highs over the past weekend. there is a couple of people in the west coast.

nbc's bill karins is here with a look at the forecast. >> he probably had no idea that was coming. >> that comedic timing on both their parts that nailed it. >> it was done well. pacific northwest very interesting forecast. of course, the rockies have the peak cold of the winter, maybe one of the coldest air masses of the winter. right now we're at minus 19 air temperature in casper. the windchill makes it feel much worse than that, at negative 29. at one point negative 39 last night. that's a little better. ten different states have negative windchills. we're down to one in spokane as cold air seeps into areas of oregon and washington state. this is setting the stage for an interesting event that will occur about this time tomorrow. then it will be sometime around thursday afternoon it will change over to rain. the cold air is moving in. now we have the storm that's off the coast. we've got the cold air in place. then we've got warm air that's going to overrun it. we already have winter storm warnings in effect for a good chunk of the southern third and southern two-thirds, i should

nbc meteorologist bill karins is tracking the storm. bill, good morning. >> good morning. >> where is this monster heading? >> this arctic outbreak and the big snowstorm. the arctic outbreak is left behind. snowstorm is gone, thankfully. we have our history making headline for the cold outbreak. we're at 25 degrees blow zero in casper, wyoming. going back to the 1930s when the records began to be kept there it's the coldest november temperature they've ever recorded. that's significant historical climate fact of how unusual this air mass is. in most part it's located over the northern rookies and spilling down into the central plains. the windchills along with it are as bad as it gets. probably will probably won't be much worse. it's snowing in denver with a windchill of minus 19. there's the light snow right know over the front range and snow on i-90. it's light and powdery and blowing all over. look at denver a high temperature of 4 degrees. today that would be a record for the coolest daytime temperature view. thankfully denver goes

nbc meteorologist bill karins joining me now from new york. good morning. how cold is it going to get? >> it's getting chilly. it's not texas anymore. it made it down to the border of texas and mexico this morning. the windchill of 32 degrees nearing el paso. this is crazy how fast it changed. i know, it happens every now and then. it's a dramatic example of wind direction. it was 80 in oklahoma city yesterday. 82 in amarillo. now the cold front literally last night it ran into the warm air, shoved it aside, and now the cold blast, as i mentioned, all the way down here to the texas-mexico border. how cold is it? we were 80 yesterday, remember. now we're at 6 in amarillo. it's 19 in oklahoma city after you could have gotten a tan yesterday. you in you have the winter coat, glo gloves, and hats. st. louis your temperature is dropping dramatically. chicago is now down to 31. chicago's temperature is going to plummet this afternoon. so as far as the temperatures go. over the last 24 hours the temperatures dipped 40 degrees in from this time yesterday. 39 in din

bill karins is live at our weather wall with the latest forecast. leann, let me start with you in colorado. right now, where are the conditions? >> temperatures right now between 0 and 2 degrees, with windchill of minus 15 and lower. maximum lowest temperature, or maximum record high temperature for the day, that record was also set yesterday. the first time it hasn't been matched in close to 100 years. a record again expected tomorrow. all other the state, records are breaking. over much of the country, the temperatures are between 25 and 40 degrees lower than normal from the east of the rockies, into the plain state. this is a huge system. coming on the heels of what's been an unseasonably warm fall for colorado. over the weekend, temperatures were in the 70s. now this prolonged cold snap, even though winter is still more than a month away, certainly feels like winter here today in colorado. along with this cold is snow. 1 to 3 inches off and on throughout the day in colorado before it moves out here in the denver area. half a foot in the fit hill

. >>> nbc meteorologist bill karins is here. and we are not ready for this cold snap. >> it was pretty incredible stuff yesterday. nine tornadoes reported. we had about five inches of snow in cincinnati. and now cold all across the country. officially in pensacola, they dropped down to 30 degrees this morning, which meant that every state out there dropped to 32 or below. that's all 50 states. pretty rare for november. maybe not in the middle of winter. if you're wondering about hawaii, the top of some of the volcanos, it is cold enough to dip down at night below 32. the most impressive weather feature anywhere in the country today, maybe anywhere in the world, is what is happening with the lake-effect snow band off lake erie. we now had a report of 32 inches of snow, near three feet of snow already just to the south, southeast of buffalo. it is amazing how that lake effect works. some areas will end up five, six feet deep. as far as the west, quiet, temperatures on the chilly side. the windchill is not as bad as it has been. he

. >>> for a look at the national weather, here is bill karins. good morning. >> good monday morning. have a good weekend? >> i had a great weekend. how was yours? >> quiet compared to this weekend. quiet weekends are nice. this is an active weather week, buffalo area, we showed you at the top of the show, they have not gotten a lot of rain. we won't see major flooding. looks to be moderate to minor in some rivers and creeks. some basements flooded out too. 56 degrees now. so the snow is melting pretty quickly. after today, though, it does cool off. this has snow in the forecast, but it is more or less spotty. nothing like what they saw last week. not even close. more nuisance type stuff. let's return to the west. you can see here, look at the flow, everything is going up and over the big ridge and then down into the northwest. and that's going to end up being a rainy weather pattern, especially in the pacific northwest with the high pressure situated where it is. right now, we're at cooper island, some rain. warm front moves in, we will see rain

nbc meteorologist bill karins is here. good morning, bill. what is it looking like in that area? >> it is going to be a slow melt and then a rapid melt as we go through the weekend. i just saw a press conference, 30 major roof collapses in that area, just last night alone, and that's the concern. the weight of all of this snow. epic snow. seven feet in wales center, new york. many other areas in the 50s to 60s to 70 inch range. snow in the mountains of the west, not low elevations near lakes, this is crazy stuff. albany, 66 inches. the front end loader just finished clearing this front driveway and her son went to climb the mountain of snow that is now in her front yard. that's what each and every house has to deal with once they get the snow out of their driveway. that's not going to melt for a long time. now, the problem is possibility of heavy rain saturday night and sunday morning, 61 degrees. there will be some isolated flooding in western york. i mentioned the rain yesterday in the west. we picked up about a third of an inch there around san francisco. little less than that

. >>> bill karins is here with our forecast. and talk about one-two punch, and kick them while they're down in some parts of the country. >> the buffalo area, all eyes on that. people have five feet of snow on their roof and calling for another two or three feet. that's a serious situation. the way it was said to me, that's the equivalent of having two f-150 pickup trucks sitting on top of your house and you'll add a third. your roof can only add so much weight. the heavy band of lake-effect snow has shifted a little further to the south. only about seven miles south of where it was two days ago. there is a good chance that the highest totals from two days ago will not be the same where the highest totals will be today. that will help this area greatly. mostly talking about the area there. as far as anywhere else goes, two to three feet, dense snow before. our fingers are crossed. you saw the amazing pictures from lester holt earlier. it does look like we're going to avoid additional huge harm to this area already so hard ighes

. >>> now, it is time for a look at the weather and here is nbc meteorologist bill karins with a look at what's coming our way, bill. >> good morning. some amazing challenging forecasts across the country, with this arctic blast. i was reading one of them in the portland area, columbia gorge, and the east winds blowing through. cold air is not just invading the middle of the country, it is spreading in through areas of idaho, spokane, burst of snow last night and that cold air will push all the way, almost to the coastal areas. and the reason it is a challenging forecast, unusual to get the wind and arctic air moving in from that direction. we're at 22 right now in spokane, 25 in boise. in the 40s in portland. temperatures will be dropping as the east winds gust. the windchill in spokane now down to 7. not as bad as montana or friends in wyoming. casper, about a 12. you get an idea of the cold air, not just spreading into the middle of the country. 24 hour temperature change also shows temperatures have come down compared to this time yesterday. for your veterans day, plenty of sunshi
