jonathan karl leads us off. >> reporter: the attorney general says the world will soon see the mueller report. in a letter to congressional leaders, he writes, i share your desire to ensure that congress and the public have the opportunity to read the special counsel's report. everyone will soon be able to read it on their own. >> i have great confidence in the attorney general. and if that's what he'd like to do, i have nothing to hide. >> reporter: the attorney general says the report is nearly 400 pages long and will be released by mid-april. there will be redactions. he says he will work with robert mueller to black out anything classified or subject to grand jury secrecy and information that, quote, would unduly infringe on the personal privacy and reputational interests of peripheral third parties. but barr does not plan to get the president's sign-off, writing, there are no plans to submit the report to the white house for a privilege review. this comes as president trump is celebrating the principal findings released by barr on sunday. >> and after three years of lies and smear

karl rove fox news contributor. karl, this is a very interesting perspective that you have.ost people think more transparency is better and they want this whole report out there. you're saying there are people who should probably be protected. your thoughts? >> well, look. the department of justice has a standard, as our friend andrew mcarthur says. if you don't indict, you don't speak. so the attorney general, bill barr, is going to have four choices about what to do with the confidential report he'll receive from mueller. he can put out everything. mueller is required to tell him about the background on all of his decisions to indict and not to indict. those are called declinations. if he does that, there will be people whose names will be tannished simply because they were look at, even if the decision was never to indict him. he could say nothing. here's the indictments, they speak for themselves. all the information is out there. but that may be problematic. he might be able to get away with saying here are the issues that the special counsel looked into in which he dec

carl, you also -- karl, you also say pass the popcorn. be a heck of a great theater for us. the democrats have changed the rules on the calendar in four very profound ways. they're going to start earlier. the first republican debate in 2015 was in august, the first democratic debate will be in june. and they're going to have a dozen of them before voters go to the polls in february of the next year. they're also front-loading the delegates. by march 3rd of 2016, under a quarter of the democratic elected delegates had been selected in caucuses and primaries. in 2020, by march 3rd nearly half of the delegates, and by april fools, 70% of the delegates to the national democratic convention will be selected. and they're going to be proportional. so we're front-loading, and their rules say if you get 15% of the vote, you get delegates. they're very proportional. so we're going to have three or four or five candidates who are going to be competing in various states, and three or four of them are going to end up being above 15% in each of those s
