joining us now from the ukrainian/russian border karl penhaul.ell, wolf, from where we are now it's just about five miles in a straight line to the russian border. yes, we have heard the diplomatic talk and hear on the ground as well they are hearing reports coming out of russia that possibly vladimir putin is pulling some of those troops back from the border, but all day here on the ground preparations have been made in case the russians do decide to roll in. we've had an armored unit roll in, an armored vehicle like this. it's armed with a cannon. that in the course of the day pulled in. they dug it in. and then around the landscape part of the same battle unit t-64 tanks, anti-aircraft gun as well. certainly the troops there's a palpable sense they're getting ready just in case they're called upon. looking at some of the soldiers there you may notice that around the stocks of their rifle they have a rubber band, a tourniq t tourniquet. that's another sign that they're combat ready in case fighting breaks out and they suffer some kind of injury

. >> cnn's karl penhaul is live now. nt to start, if we can, with the number of russian troops involved. there's a discrepancy. why the difference? >> reporter: really, they are basing this on intelligence that they've received over the past few days. i believe where the discrepancy is coming from is because the pentagon sources are talking about russian forces on the border that could be a cross into ukraine would zero warning. the ukrainian figures talk a little bit more about other russian units who are further back but could be deployed in a second wave coming across into the court should that incursion occur. now, just to set the scene for you where we are, we're just a few houses to speak of and this is on the ukrainian side, the russian side. if you carry on a few miles north, that is where the russian town is and this is where the ukrainian government have said that two trains pulling 60 wagons have arrived there. they are bringing with them tanks, troops as well. and what the russian government says is that on th

karl penhaul is joining us. is there a build-up on the ukrainian side of ukrainian forces? jim, just to put it in perspective, this is the ukrainian border and beyond that is russia. we spent most of the day obviously on the ukrainian side trolling alongside the border areas and, yes, there is a build-up of ukrainian troops. we've seen t-80 tanks dug in as well. the ukrainian troops there, it must be said, do seem -- do have a sense of disbelief. they say during soviet times and after they trained alongside the russians. they still see them as brothers in arms. and so they are a little bit worried about if this does turn into a war. that said, the tanks that we saw positioned alongside bridges and the troops there said they had orders to either defend that bridge or to blow it if russian tanks do advance, jim? >> it's a sobering thought. a war in the middle of europe, essentially. european leaders have said we stand with the ukrainian people, we support them. are those promises -- are ukraines beginning to lose and taking over crimea? >> in this corner of northeastern ukrai

cnn's karl penhaul is live for us this morning near the ukraine/russia border. a big concern, these russian troops massing there, and a big concern that this political de-escalation has not happened yet. karl, what can you tell us? >> reporter: definitely a lot of concern here, christine, and absolutely no assurances from those diplomatic discussions that the russian troops will back away from the border. the border is about ten miles that way, and this, where we are now, is a logistics and medical facility set up by the ukrainian army. my guess is you don't set up medevac and field hospitals unless you really feel that that russian invasion is coming, and these men certainly do. in the fields around, we have seen armored personnel carriers dug in, we've seen t-80 tanks also dug in. what they're planning for here is the possibility of a tank battle in some of this potato farmland around here. but while the ukrainian military is making its preparations, the civilian population is also making their preparations as well. they're not standing idly by. there is a stro

karl penhaul is live from the border. ere. what can you assess of the number of troops? and is moscow's excuse that they're there for military exercises credible? >> reporter: the differences in the ukrainian government, they're talking about on the russian side, ukrainian government putting a number out there almost twice as high. but really i think what the ukrainian government is talking about, the russian troops massed on that border. and also troops a little bit farther back from the border who could potentially come in ukraine in a second wave. what both the pentagon and the ukrainian government agree on is that those troops numbers have increased significantly in the last few days. also, intelligence reports points to the fact that russians are bringing in helicopters and planes right to that area. both say now force, so close to the border that they could roll into ukraine without any warning whatsoever. are these reports credible that the russians could move into ukraine. we have certain sergey lavrov saying he ha

karl penhaul is on the ground near the russia/ukraine border tonight. e to go there and he is there. karl, 40,000 russian troops and ukrainian forces digging in and they set up more russian troops. what are you able to see and figure out from where you are? >> well, we got here when it was dark already, erin. the russian border is just a few hundred yards and still open to commercial traffic back and forth. now, what we have seen, we have talked to some of the ukrainian border patrol and they say their numbers have been beefed up over the last few days. some of them are dug in on this side. they won't tell us exactly where. and we also do know that some of the civilian self-defense power military militias have also come up to the border, although in the last few hours we don't know where they are right now. but, of course, the question is, as well, if the russians were to come across to this side of the border, has the ukrainian military have any fight in them because we know that the russians have much more prepared, better equipped, as well. and if you
