karl rove, chief deputy chief of staff for george w. bush.al level that the republicans have how to raise the democrats for the dnc. but telling a different story, what do you make of that? >> i think that we have to be cautious, one headline said 50 democrats had outraised the republican opponents in the second quarter. they were looking at a three month period and how much that was on the tax return, 50 democrats who outraised the theh republican opponents. but in the political report they say that they are solid republicans and six are in 27 seats that are likely republicans. in 19 are seats that are solid democrats. so to give a real picture, i think that we have to look at what are the toss up seats. the politico reports said there were 26 toss-up districts. and democrats outraised the republicans in 14 of the 26 districts. by -- republicans had more handn hand, and they have a total of $38 million to $23 million for the democrats. so you have to be careful amount making too many judgments on one quarter. you have to step back and take a

that alone made a lot of folks think -- and his closeness to karl rove -- that it would be difficult for the president to look past that. >> yes. so you had a couple of forces competing here. judge kavanaugh is the candidate of the washington establishment, particularly the conservative republican establishment. judge barrett was the candidate of the religious conservatives. judge kethledge was the candidate of the conservative act dem you cans -- academics. judge hardiman was the candidate of a force in the trump family, the president's sister. judge kavanaugh was the leading candidate from the beginning and notwithstanding his closeness to the bush family and particularly president george w. bush -- for whom president trump does not have any fondness -- notwithstanding that was the leading candidate because of this push by the conservative establishment. probably the most influential person here is a guy not generally known to the public by the name of don mcgahn. don is the chief white house legal counsel, and for 20 years a dear friend of brett kavanaugh who probably was pushing

you had karl rove and george bush in the white house.had massive fights with them in the 2000's. i remember in 2003 going up against tom delay and karl rove and we are against them on the prescription drug bill because we thought the creation of a new entitlement would be unsustainable fiscally. those kind of fights were things that were happening throughout the 2000's. we were on the outside of the republican party during those fights. we were opposed to the party in the direction the party was going. conservatives should be fiscally responsible. the party has lost that mantra over the years and frankly even right now. as we discussed at the top of the hour, it has been hard going to get the party to embrace that. the president himself, we need to work closer with the administration to convince the administration to take these steps on entitlement reforms. we are working on that. host: our guest has spent time on capitol hill working for republican senators, don nickles of oklahoma and jim demint of south carolina. mike is joining us fr
