coming up, ohio governor john kasich will deliver his state of the state address in steubenville, ohio. we'll have that live starting 1:00 p.m. eastern here on c-span2. meantime we showed you live coverage of house senate and conferees meeting today's tax role cut extension, long term unemployment and payments to doctors. today was their fourth meeting. we'll go back to earlier today and show you their remarks from this same meeting. >> good morning. last week we had a good discussion on the policy merits of extending the payroll tax to the end of the year, extending and reforming the unemployment program as well as the doc fix and other medicare extenders and i think i heard pretty broad consensus that those three policies are at the heart of this conference committee. i also heard members suggest that some of those items could not be fully concluded until we had a better idea of what the pay-fors are. as you all know those provisions were fully offset in the bipartisan bicameral deal in december. they were also fully paid for in the house bill. and my back of the envelope math shows

[applause] massachusetts was the first eight in the country to basically take over the health care system or everybody and mandate everybody. you have to purchase health care as a condition of living in the state of massachusetts and they said how much they would be fine if they did not do it. they said how much businesses would be fined fine if they did not do it. they set the limit of any business over a certain amount. obamacare 50 employees have to provide health care. they put a specific for clancy could choose from. obama has five different clancy can choose from. they dramatically expand medicaid to cover folks in obamacare. they use insurance exchange is subsidized by the government. you get the point. the idea that governor romney says i stand by what i did in massachusetts but what obama did was

governor kasich in ohio rejected $385 billion for a passenger rail line to connect cincinnati and columbus and cleveland. the governor of wisconsin rejected $810 million to connect madison and milwaukee. it would be a $50 per head round trip, an 80-mile trip would cost twice as much as driving. california, 800 mile line will connect san diego -- to connect san diego to sacramento. $5 billion awarded for the first segment to connect madeira, population 56,000 to bakersfield, population 388,000, basically in the california desert. estimated costs have grown from $33 billion in '07 to as much as $100 billion as estimated by the state review board. and the ridership numbers, according to the review board, to justify the projects, were overblown and costs alternative to the line were wildly exaggerated to make the line look better. i know it sounds good to have a nationwide high-speed rail project, but at this point in history, we don't have the money and we don't have the possibility of anything close to paying for that plan. i just would say to you that i think that's the reality you'll face

when governor scott and governor walker and governor kasich made their decisions, we said fine. you're the ones that got elected. there's a pent up demand in america, as i said, for the $2.3 billion in florida. it was $10 billion worth -- from governors. not from ray lahood. >> i would say for bringing home the bacon to districts and irrespective of how economically viable the projects will be long term. for wisconsin, he would have liked to have seen the $150 million go to deficit reduction. that's where i would have liked to see it go. let's talk about in general this transportation bill that we're arguing over right now. in terms of the level that the gas tax is not funding it. i mean just kind of restate. what is that amount? that's being covered by the oco? >> half. about half. just generally about half. >> which is about how much? >> 200 and what? $230 billion. >> part of it, as i come to town, part of the reason our gas tax rev senue is down is becaus fuel efficiency is up. it's poisonous to think about increasing the gas tax to refund that -- or refill that revenue strea

our governor john kasich -- i am a young african-american republican and here in columbus, ohio, our governor has no backbone and no respect. he did the state of the union last month and he did not do it in the state as. he took it up to toledo. he does not stay in the governor's. . he goes around the state talking about jobs but we never see any jobless. we done made far in just very we need more american jobs, factory jobs. when the people voted for our governor, everybody knew what he was going to do. he worked for fox news. he bashed the president all the time. the speaker of the house is a republican and this man has no respect. he just runs around and tries to bully the other democrats and does not work with them. when it is time to vote again and get a new governor, in our state, my state is a republican state but it swings both ways. host: you are talking about a republican governor and you are listed as a republican. in an article from "the washington post" -- you are listed on our screen as being a republican and john kasich is a republican governor, would you support him?
