applause ] >> no one is left out, but there are four republican governors, as i'm sure you know, kasich, snider, sandoval and hutchinson who say this bill does not live up to the pryne polls enumerated by president trump and wrote to the congressional leaders saying, quote, the current version of the house bill does not meet this test. it provides almost new -- no new flexibility for states and does not ensure the resources necessary to make sure no one is left out and shifts new significant costs to states. mr. secretary, these are republican governors that are objecting to your plan saying that you're going to be leaving people out. it's not just a question of access. a lot of americans are going to be left behind because the medicaid expansion will be ended and there are fewer resources that will go their way. what is your message to these republican governors? >> i hate to sound like a broken record but what they are looking at is not the plan. what they are looking at is this first piece of legislation and as you and they know you can't put the kind of flexibility that's necessary

joining us now to talk about it all is jay chabria, former adviser to governor john kasich and managing director of firm mercury. always good to have you. >> thank you very much. >> i want to start off with the idea four governors, and kasich is in on this, they got together and wrote this letter and said the current bill the house is looking for does not do enough in terms of medicaid and aging people. let's pop up some of the wording on the screen. governors from ohio, michigan, new mexico, arkansas. it provides almost no new flexibility for states does. not insure the resources necessary to make sure no one is left out and shift significant new costs to states. you said there were more people who wanted to sign this letter? >> no doubt about that. the dirty little secret, a lot of governors, republican and democrat that are not for the bill. there are a lot of republican governors that know that this bill doesn't give them the flexibility you need to treat the mentally ill and the working poor and most of all the drug addicted. they wanted to sign the letter, but there's a lot of arm

john kasich is a good example. bruce rounder is a good example in illinois. they are not sure what to do because they are not sure if they step away from the president, what happens to that whole group of individuals who supported the president and his campaign? it is every difficult if you are a sitting elected official to now criticize the incumbent president of your own party. where i think you have an opportunity coming up in 2018, is for 10 states that their incumbent u.s. senators were sitting there and stay said donald trump won for president. that his republicans running in those places a great opportunity to tie to the trump agenda going forward. but in states like ohio, where more than aen public discourse between the president and government kasich who was in the white house this week, it ise last unfortunate, but you have to work together because at some point, the governors are going to need help from the federal government, and you want to have the best relationship possible for your constituents. >> in 2020, do you think he will be on the ballo

here's john kasich responding to the hard sell from the white house. >> i'm very confident that this legislation will give ohio both the resources and the flexibility that your governor, your legislature will need to meet the needs going forward and literally offer our most vulnerable citizens even better coverage. >> is he right? >> no, he's not right. first of all, medicaid expansion that has covered 700,000 people in my state, a big chunk of whom are mentally ill and drug addicted to chronic diseases, they tend to churn and move off that program. then they have to go to an exchange that's broken. look, the bill needs fixed. the current system doesn't work. that's why it is possible to get democrats involved. but you want to throw the baby out with the bath water. let me just ask you this, chuck, if i put you on the exchange for your family and give you a $4,000 tax credit or a $3,000 tax credit, what kind of insurance are you going to buy for $3,000? >> some party leaders are warning top current version of the bill cannot only jeopardize coverage for millions but also republicans

but what we're going to do, chris, is we're going to give governor john kasich the flexibility and the controls to manage his medicaid population. we're not going to pull the rug out -- >> congressman, there's going to be less money spent in your state on medicaid. that's an arithmetic inescapable fact. don't take it from me, paul ryan the speaker of the house was on hugh hewitt show in which he boasted about a fact, about capping the growth of it, reducing the spending and called it bigger than welfare reform. there is no way under this bill that as much money in medicaid is going to be spent in the state of ohio tin years from now as it is now. that's going to hurt people in your district. >> chris, if we don't do something to reform medicaid, to make sure it's sustainable, what's going to happen by 2026 when the cbo tells us it will cost our nation a trillion a year. it's better to give these people an opportunity to purchase health care they can afford that's of their own choosing, not something that's mandated and handed out. let's don't forget something, chris, many people that a

joining me now is republican governor john kasich of ohio who served in the house for 18 years. >> before we get to all that, i want to ask about something that happened in your state last night, a shooting. one person killed, 14 others injured when the gunfire broke out at a nightclub in cincinnati. local police tweeted this morning there was only one reported shooter, but noted they still are investigating if others were involved. what's the latest you can tell us, governor? >> well, we don't know a lot more other than that. i spoke to the mayor of cincinnati today. he will be on the scene most of the day. i've spoken to our head of public safety, dana, and the fact is you don't want to be speculating. it appears as though there was one shooter, not terrori terrorism-related. as the father of two 17-year-old girls headed to college next year, you see things like this and you begin to wonder, where is it safe to go? obviously, terrible. a loss of one life. a number of people wounded. we're just going to keep our eyes on this. i've offered all state assistance that's needed in another ter

i spoke about wit governor kasich.ut the letter you sent to congress about medicaid and the president's health care plan. a couple headlines today, the british are upset over something that the white house repeated that, you know, judge napolitano said on fox. you host a show on fox news, fill in for bill o'reilly. a pundit put out an unproven claim like that, would you have repeated that without certainty? >> i don't know the whole story with what happened there, anderson. all i know is when i was on fox just like when you're on cnn, we like to kind of get it right and not just say things to get ratings, you know, so i know the judge, i don't know what he said, and i'm not sure what the president said, but -- >> fox is saying there's no evidence of what napolitano said. >> i don't even know what napolitano said. here's what i do know. as the governor of this state, my word matter. as the president of the united states, the president's word t mamas matter. this is to some degree a learning experience for the president.

we saw governor kasich making that point on some of the sunday shows. people who qualify for medicaid are people with very varied incomes. their lives and incomes are so unpredictable that they may know how they're going to pay for health care one day and if they lose coverage they may not be able to pay for the care they are getting. host: this is from the washington post this morning. the elderly and people with disabilities would be especially vulnerable. you are either consigning the seniors to less care, pennsylvania to spend more money, or a combination of both. issue, they write oft an official assessment the medicaid program will be part of the widely anticipated estimates the congressional budget office is due to release as early as today forecasting the house gop legislations impact on federal spending. you have seen a number of these before in your time as administrator. what is your sense about what the congressional budget office will say dealing with costs of medicare and medicaid? isst: what's very important since 1974 the congressional b

there was also an interview this morning with ohio governor john kasich in which he talks about what the bill wants to do to medicaid being not tenable. ohio being one of the states where 700,000 people have taken advantage of the medicaid expansion. my colleague has a great piece from mcdowall county, west virginia, today in "the washington post." i was just there a week or two ago. this is the heart of coal country where people gave big support to donald trump, one of the first counties that trump won in terms of the republican primary. a case where many people don't realize that the medicaid expansion they receive in fact came from the affordable care act. there's definitely a real question about how politically tenable this kind of replace remains as more voters begin to realize the depths of the impact of the affordable care act. >> it's a powerful article in the "post." ryan, i mean, this has been a long fight for the republicans, trying to repeal obamacare. and you heard paul ryan earlier today, you know, also say that this isn't something that we just came up with overnight.
