kate bolduan is joining us again. kate?action on the hill was mostly surprise and shock, quite frankly. the arrest occurred moments after the senate had just finished its vote on the payroll tax cut extension. the house passed it earlier in the day and was still in session at the time and i remember the capitol was very busy with tourists at the time that this all happened. a congressional representative said that they were briefed on the arrest and operation but wouldn't give too much detail. that's not surprising because they stay tight-lipped on these issues. eric cantor said the majority leader's office was briefed after the arrest was made. i've spoke with top aides as the news was breaking and as most were leaving the capitol for the week-long break and most were not arrest of the arrest or operation at all. we know that the capitol police were involved in the investigation into the man and arrests that happened near the capitol today. but over and over again today they stress that at no point where it was the public

cnn congressional correspondent kate bolduan is working that story. kate, what do you know? >> hey there, jess. just late this afternoon we're getting good indications, strong indications from top aides on both sides of the aisle in both 9 house and the senate that chi negotiators on this fight that's been bruising and going on, the key negotiators are close to an agreement. as well as preventing a scheduled cut to the reimbursement rate that medicare doctors receive. these are three issues that have kind of been tied together in this long-fought battle, but this all comes just one day after house republican leaders went -- reversed on their position, they dropped their demand, insisting that any extension of the payroll tax cut must be paid for by cutting spending elsewhere in the budget. after that surprising and sharp reversal by house republican leaders, we're seeing this movement and potential progress as is being told to me on all three of these issues. whale aides caution, as they always do, they're not there yet, we're getting strong indications that they're moving i

cnn congressional correspondent kate bolduan joins us live. where are we in the process?> inching closer. i'm told by some key negotiator 99% there. take a listen right here to one of the key negotiators brokering this deal, democrat ecsenator max baucus. >> we're there. what really counts is to get the job done. we apply the unemployment benefits and payroll tax cut for americans. we're there are. there are just a couple wrinkles that sometime get in the way, but i think they'll be ironed out today. >> reporter: they won't detail what the couple wrinkling are, but we are told that one issue has to do with how they'll cover the cost of some of this. republicans already gave in on covering the costs, dropping their demand, if you will, to cov coversh they dropped their demand on that, but negotiators have agreed that they will still cover the cost of extending unemployment insurance as well as a voiding the cut -- and that seems to be where quite a bit of the focus is. >> clearly they wanted to get beyond this issue, yet i can't help believe that conservatives are not happ
